1 Section [1] (13.) of the IATF Omnibus Guidelines on the Implementation of Community Quarantine
in the Philippines with Amendments as of 14 December 2020, provides that:
“x x x Section [1] Definition of Terms. For purposes of these Guidelines, the following shall be
defined as follows: x x x
13. Modified General Community Quarantine – refers to the transition phase between
GCQ and the New Normal. When the following temporary measures are relaxed and
become less necessary; limiting movement and transportation, the regulation of
operating industries, and the presence of uniformed personnel to enforce community
quarantine protocols. x x x”
2 Section [1] (11.) of the IATF Omnibus Guidelines on the Implementation of Community Quarantine
in the Philippines with Amendments as of 14 December 2020, provides that:
“x x x Section [1] Definition of Terms. For purposes of these Guidelines, the following shall be
defined as follows: x x x
11. Minimum public health standards - refers to guidelines set by the DOH, as well as
sector-relevant guidelines issued by government agencies, to aid all sectors in all
settings to implement non-pharmaceutical interventions (NPI), which refer to public
health measures that do not involve vaccines, medications or other pharmaceutical
interventions, which individuals and communities can carry out in order to reduce

Section [8] (5.) of the IATF Omnibus Guidelines on the Implementation of Community Quarantine
in the Philippines with Amendments as of 14 December 2020 (As amended by Paragraph C of IATF
Resolution No. 88, issued on 14 December 2020), provides that:
5. All persons are mandated to wear full coverage face shields together with face masks,
earloop masks, indigenous, reusable, or do-it-yourself masks, or other facial
protective equipment which can effectively lessen the transmission of COVID-19,
whenever they go out of their residences, pursuant to existing guidelines issued by
the national government subject to fair and humane penalties or punishments that
may be imposed by LGUs or implemented by law enforcement agencies, respectively.

Provincial Ordinance No. 2020-239, entitled “An Ordinance Requiring the Use of Face Shield in All
Public Places, Private Establishments, Other Work Places and While Riding on Any Means of
Transportation During the Duration of COVID-19 Pandemic and For Other Purposes”, enacted on 01
September 2020.
5 Provincial Ordinance No. 2020-225, as amended, entitled “An Ordinance Requiring the Use of
Facemask in All Public Places, Private Establishments, Other Work Places and While Riding on Any Means
of Transportation as a Measure to Prevent the Transmission of COVID-19”, enacted on 09 June 2020.
(2.) The Province and the LGUs shall establish and maintain a
Record for Reverse Contract Tracing (RRCT) containing the
following:

Resolution No. 88, issued on 14 December 2020), provides that:
(i.) Name;
(ii.) Contact Number;
(iii.) Complete Home Address, and/or Place of Origin;
(iv.) Occupation/Employer/Complete Work Address;
(v.) Work/business schedule with work/business
hours;
(vi.) Destinations; and
(vii.) Date, Time of Entry and Exit.
