AN ORDER EXTENDING THE EFFECTIVITY OF EXECUTIVE ORDER

NO. 183, SERIES OF 2020, AS AMENDED, AND IMPLEMENTING
ADDITIONAL AND ADJUSTED COMMUNITY QUARANTINE MEASURES
ON MINIMUM PUBLIC HEALTH STANDARDS IN THE MOVEMENT OF
PERSONS (3M STRATEGY – “MAG MASKARA, MAG DISTANCIA KAG
MANGHINAW”) AND THE USE OF REVERSE CONTACT TRACING
SOFTWARE APPLICATION

WHEREAS, on 17 August 2020, the undersigned issued Executive Order

No. 183, Series of 2020, entitled “AN ORDER IMPLEMENTING THE PLAN FOR
REHABILITATION AND TRANSFORMATION OF THE PROVINCE OF ILOILO
TO CATALYZE RECOVERY (PLAN RT-PCR) IN A REGIME OF MODIFIED
GENERAL COMMUNITY QUARANTINE (MGCQ) UNTIL 31 AUGUST 2020
TOWARDS A NEW NORMAL” (EO 183), implementing Modified General
Community Quarantine (MGCQ) and the Plan for Rehabilitation and
Transformation of the Province of Iloilo to Catalyze Recovery (Plan RT-PCR) until
31 August 2020;

WHEREAS, on 01 September 2020, the undersigned issued Executive Order

No. 183-A, Series of 2020, entitled “AN ORDER EXTENDING THE EFFECTIVITY
OF EXECUTIVE ORDER NO. 183, SERIES OF 2020, IMPLEMENTING MODIFIED
GENERAL COMMUNTIY QUARANTINE AND THE PLAN FOR
REHABILITATION AND TRANSFORMATION OF THE PROVINCE OF ILOILO
TO CATALYZE RECOVERY (PLAN RT-PCR) UNTIL 30 SEPTEMBER 2020”,
extending the effectivity of EO 183 until 30 September 2020;

 WHEREAS, on 30 September 2020, the undersigned issued Executive Order
No. 183-B, Series of 2020, entitled “AN ORDER EXTENDING THE EFFECTIVITY
OF EXECUTIVE ORDER NO. 183, SERIES OF 2020, AND IMPLEMENTING
ADDITIONAL QUARANTINE MEASURES IN THE MANAGEMENT OF
RETURNING OVERSEAS FILIPINO WORKERS, ON REVERSE ISOLATION,
PUBLIC EVENTS AND GATHERINGS, AND REVERSE CONTACT TRACING,
UNDER MODIFIED GENERAL COMMUNTIY QUARANTINE”, extending the
effectivity of EO 183, as amended, until 31 October 2020 and implementing
additional quarantine measures in the management of returning Overseas Filipino
Workers (OFWs), reverse isolation for travel exposure, number of persons in
public events and gatherings, and Reverse Contact Tracing;

WHEREAS, on 17 October 2020, the undersigned issued Executive Order

No. 183-C, Series of 2020, entitled “AN ORDER FURTHER AMENDING
EXECUTIVE ORDER NO. 183, SERIES OF 2020, AS AMENDED,
IMPLEMENTING ADDITIONAL AND ADJUSTED COMMUNITY
QUARANTINE MEASURES IN PUBLIC EVENTS AND GATHERINGS AND
REVERSE ISOLATION UNDER MODIFIED GENERAL COMMUNTIY
QUARANTINE”, further amending EO 183, as amended, implementing
additional and adjusted community quarantine measures in public events and
gatherings and reverse isolation;

WHEREAS, on 31 October 2020, the undersigned issued Executive Order

No. 183-D, Series of 2020, entitled “AN ORDER EXTENDING THE EFFECTIVITY
OF EXECUTIVE ORDER NO. 183, SERIES OF 2020, AS AMENDED, AND
IMPLEMENTING ADJUSTED COMMUNITY QUARANTINE MEASURES ON
AGE-BASED STAY-AT-HOME RESTRICTIONS AND OPERATION OF
COCKPITS UNDER MODIFIED GENERAL COMMUNTIY QUARANTINE”,
further extending the effectivity of EO 183, as amended until 30 November 2020,
and implementing adjusted community quarantine measures on age-based stay-
at-home restrictions and operation of cockpits;

WHEREAS, on 07 November 2020, the undersigned issued Executive Order

No. 183-E, Series of 2020, entitled “AN ORDER FURTHER AMENDING
EXECUTIVE ORDER NO. 183, SERIES OF 2020, AS AMENDED, AND
IMPLEMENTING ADDITIONAL AND ADJUSTED COMMUNITY
QUARANTINE MEASURES ON PUBLIC EVENTS AND GATHERINGS AND
OPERATION OF COCKPITS UNDER MODIFIED GENERAL COMMUNTIY
QUARANTINE”, further amending EO 183, as amended, implementing
additional and adjusted community quarantine measures on public events and
gatherings and operations of cockpits;

 WHEREAS, on 30 November 2020, the undersigned issued Executive Order
No. 183-F, Series of 2020, entitled “AN ORDER EXTENDING, AD INTERIM, THE
ENFORCEMENT OF MODIFIED GENERAL COMMUNITY QUARANTINE
OVER THE ENTIRE PROVINCE OF ILOILO UNDER EXECUTIVE ORDER NO.
183, SERIES OF 2020, AS AMENDED, AND IMPLEMENTING ADDITIONAL
AND ADJUSTED COMMUNITY QUARANTINE MEASURES AGAINST THE
CORONA VIRUS DISEASE 2019 (COVID-19)”, extending the effectivity of EO 183,
as amended, in the meantime that the IATF has not issued the appropriate
resolution for the applicable community quarantine regime, and the Province, the
corresponding Executive Order;

WHEREAS, on 03 December 2020, the undersigned issued Executive Order

No. 183-G, Series of 2020, entitled “AN ORDER EXTENDING THE EFFECTIVITY
OF EXECUTIVE ORDER NO. 183, SERIES OF 2020, AS AMENDED, AND
IMPLEMENTING ADDITIONAL AND ADJUSTED COMMUNITY
QUARANTINE MEASURES ON MOVEMENT OF PERSONS, MINIMUM
PUBLIC HEALTH STANDARDS IN ESTABLISHMENTS, INDUSTRIES AND
LIVELIHOOD SECTORS, AND PUBLIC EVENTS AND GATHERINGS”, further
extending the effectivity of EO 183, as amended until 31 December 2020, and
implementing additional and adjusted community quarantine measures on
movement of persons, minimum public health standards in establishments,
industries and livelihood sectors, and public events and gatherings;

WHEREAS, on 03 December 2020, the undersigned issued Executive Order

No. 183-H, Series of 2020, entitled “AN ORDER FURTHER AMENDING
EXECUTIVE ORDER NO. 183, SERIES OF 2020, AS AMENDED,
IMPLEMENTING ADDITIONAL AND ADJUSTED COMMUNITY
QUARANTINE MEASURES ON THE MANAGEMENT OF
ESTABLISHMENTS”, further extending the effectivity of EO 183, as amended
and implementing additional and adjusted community quarantine measures on
the management of establishments;

WHEREAS, on 14 December 2020, the Inter-Agency Task Force for the

Management of Emerging Infectious Diseases (IATF) issued Resolution No. 88,
Series of 2020, mandating all persons to wear face shields and face masks,
whenever they go out of their residences and enjoining LGUs to use IATF-
endorsed contact tracing and contact monitoring applications (StaySafe.ph and
TanodCOVID);

WHEREAS, on 14 December 2020, IATF issued Omnibus Guidelines on the

Implementation of Community Quarantine in the Philippines with Amendments
as of 14 December 2020;

 WHEREAS, on 28 December 2020, President Rodrigo Roa Duterte in an
address to the nation, announced and placed the Province under MGCQ until 31
January 2021;

WHEREAS, pursuant to the above pronouncement on the Province’s

community quarantine classification, and in order to minimize, if not eliminate
exposure of citizens, and arrest the sustained increase in the incidence and
transmission of COVID-19, there is a need to further amend and extend the
effectivity of EO 183, as amended.

NOW, THEREFORE, I, ARTHUR R. DEFENSOR, JR, Governor, Province

of Iloilo, by virtue of the power and authority vested in me by law, do hereby
Order as follows:

Section 1. Modified General Community Quarantine. – The effectivity of

EO 183, as amended, is hereby extended until 31 January 2021.

Section 1 of EO 183, as amended is, therefore, amended to read as follows:

“Section 1. Modified General Community Quarantine. – A

Modified General Community Quarantine1 is hereby enforced over
the entire Province of Iloilo, until 31 January 2021, whereby
Minimum Public Health Standards (MPHS)2, and such other related

operating industries, and the presence of uniformed personnel to enforce community

“x x x Section [1] Definition of Terms. For purposes of these Guidelines, the following shall be
defined as follows: x x x

11. Minimum public health standards - refers to guidelines set by the DOH, as well as
sector-relevant guidelines issued by government agencies, to aid all sectors in all
settings to implement non-pharmaceutical interventions (NPI), which refer to public
health measures that do not involve vaccines, medications or other pharmaceutical
interventions, which individuals and communities can carry out in order to reduce

 quarantine procedures and disease prevention and control measures
shall be implemented.” [Emphasis on Amendments Supplied]

Section 2. Minimum Public Health Standards in the Movement of

Persons. – Pursuant to IATF Resolution No. 88, Series of 20203, all persons are
mandated to wear full coverage face shields together with face masks, earloop
masks, indigenous, reusable, or do-it-yourself masks, or other facial protective
equipment which can effectively lessen the transmission of COVID-19, whenever
they go out of their residences.

Section 3 of EO 183, as amended is, therefore, amended to read as follows:

“Section 3. Minimum Public Health Standards in the

Movement of Persons. – The movement of persons shall observe the
following 3M Strategy (“Mag Maskara, Mag Distancia kag
Manghinaw”) of the Province:

a.) Wearing of full coverage face shields4 together with

face masks5, earloop masks, indigenous, reusable, or
do-it-yourself masks, or other facial protective

transmission rates, contact rates, and the duration of infectiousness of individuals in

the population to mitigate COVID-19. x x x”

Section [8] (5.) of the IATF Omnibus Guidelines on the Implementation of Community Quarantine
in the Philippines with Amendments as of 14 December 2020 (As amended by Paragraph C of IATF
Resolution No. 88, issued on 14 December 2020), provides that:

“x x x Section [8] GENERAL PROVISIONS x x x

5. All persons are mandated to wear full coverage face shields together with face masks,
earloop masks, indigenous, reusable, or do-it-yourself masks, or other facial
protective equipment which can effectively lessen the transmission of COVID-19,
whenever they go out of their residences, pursuant to existing guidelines issued by
the national government subject to fair and humane penalties or punishments that
may be imposed by LGUs or implemented by law enforcement agencies, respectively.
x x x”

Provincial Ordinance No. 2020-239, entitled “An Ordinance Requiring the Use of Face Shield in All
Public Places, Private Establishments, Other Work Places and While Riding on Any Means of
Transportation During the Duration of COVID-19 Pandemic and For Other Purposes”, enacted on 01
September 2020.

 equipment, whenever citizens go out of their
residences;6 [Emphasis on Amendments Supplied]

b.) Performance of personal hygiene procedures, like hand

washing and/or application of disinfectants before
entering or leaving the residence, or any establishment,
office, facility or building; and

c.) Maintenance at all times of a distance of 1.5 meters

between persons.”

Section 3. Reverse Contact Tracing. – Pursuant to IATF Resolution No.

88, Series of 20207, LGUs are enjoined to use IATF-endorsed contact tracing and
contact monitoring applications (StaySafe.ph and TanodCOVID) where they are
available or use community-based contact tracing and contact monitoring.

Section 16 of EO 183, as amended is, therefore, amended to read as follows:

“Section 16. Reverse Contact Tracing. – (1.) The Province shall

adopt a Reverse Contact Tracing procedure to augment Contact
Tracing pursuant to DOH Department Memorandum No. 2020-0189,
“Updated Guidelines on Contact Tracing of Close Contacts of
Confirmed Coronavirus Disease (COVID-19) Cases”, issued on 17
April 2020 (DOH DM No. 2020-0189);

(2.) The Province and the LGUs shall establish and maintain a
Record for Reverse Contract Tracing (RRCT) containing the
following:

(a.) The Barangay shall establish and maintain a record for

residents working/conducting business in

 establishments, industries and livelihood sectors, with the
following details8:

(i.) Name;
(ii.) Contact Number;
(iii.) Complete Home Address, and/or Place of Origin;
(iv.) Occupation/Employer/Complete Work Address;
(v.) Work/business schedule with work/business
hours;
(vi.) Destinations; and
(vii.) Date, Time of Entry and Exit.

(b.) Record of Persons Exiting and Entering the Barangay -

Residents of the Province exiting the Barangay and
travelling to a place/destination where there are a large
number of people, such as, but not limited to, public

 markets/ malls, transportation terminals, fishing ports
and government offices and facilities, or to a public
gathering under Section 14, shall issue a travel declaration
that shall be submitted to the BHERTs at the Barangay
Monitoring and Control Points. The travel declaration
shall be by Travel Declaration Card, submitted upon exit
from the Barangay. Non-residents entering the Barangay
shall also be required to issue a Travel Declaration Card;

(c.) Regular or daily travel of residents to work/conduct of

business in establishments, industries and livelihood
sectors shall not require submission of a Travel
Declaration Card;

(d.) The Travel Declaration Card shall contain the following:

(i.) name, (ii.) address, (ii) occupation, (iii.) place of origin,
(iv.) destination, and (v.) time of entry and exit;

(e.) Travel Declaration Cards shall be secured, and made

available in advance from the BHERTs; and

(f.) The Barangays shall have Travel Monitoring and Control

Points that shall monitor and control the entry and exit of
persons to and from the barangay.

(3.) In the event of COVID1-19 transmission, especially in the

above-mentioned places/destination accommodating and large
number of persons or public events/gathering under Section 14,
Reverse Contact Tracing may be undertaken by the Contact Tracing
Team starting from the RRCT, tracing possible contact to the event of
transmission;

(4.) The Reverse Isolation and Contact Tracing Application

(RIsC TrAp) shall be the software application for the implementation
of Reverse Contact Tracing; and

(5.) RIsC TrAp shall augment the use of StaySafe.ph and

TanodCOVID software applications, pursuant to IATF Resolution
No. 88, Series of 2020.9” [Emphasis on Amendments Supplied]

 EFFECTIVITY. This Executive Order shall take effect 12:01 a.m. of
01 January 2021.
