II. Introduction

After World War II, there were many countries in Asia that embraced the
democratic form of government. Philippines is one of the many countries in the world
that enjoyed the benefits of democracy.

There are different forms of government, and at the same time, there is no
perfect form of government. Being in a democratic country, Filipinos are aware of the
pros and cons of this form of government.

How does democracy work in our country? What can you say about our
government for today? As a Filipino, do you enjoy the freedom that was given to us?
How are you going to enjoy these privileges? Do you participate in all the programs
being implemented?

In this lesson, we will discuss the dimensions of democracy and some


democratic practices prevalent in our country in particular. We’re going to learn also
the importance of participation in the government and the difference of participatory
from representative democracy.

Activity 3. Read, Analyze and Understand

Direction: Read, analyze, and understand the content of the text about the practices
of democracy, the importance of participation and the difference between
participatory and representative democracy. After you have read, complete the tasks
assigned in this lesson.

Democracy is typically mean as “a form of government and authority in which


the power be in the hands of the people”. It is started from the earliest Greece and
came from two Greek words which are “demos” which means “people” and “kratos”
which means “power”.

Democracy consequently mean as the power of the people.

Abraham Lincoln defined democracy as government of the people, for the


people and by the people.

There are two major types of democracy:

1. Direct/Participatory Democracy
*Requires immediate involvement of all adult citizen in forming public policies. This is
only possible when the population is manageable or small in number, like the city of
Athens in Greece who was known as the place that follows direct or participatory
democracy.
* It permits enables excellent citizen’s involvement.
* Applicable in a place where people shared common cultures.
* Best in a society where citizens have privilege to make its own choice.
* There’s a chance that everyone can express his/her stance and opinions about a
particular subject or topics and activities of the government.
* Allows citizens to reflect and give their stance instantly to the government.
* Impossible in a place with big number of populace.

2. Indirect/Representative Democracy
*People elect officials who will work on their behalf.
*Existence of a Constitution
*Separation of power of different branches of the government
*There is Bill of rights for citizens
*The country is ruled by the laws and that no one is above the law.

Principles of Democracy:
1. Presence of different form of mass media
2. Equality
3. Citizen’s involvement
4. Presence of election/voting/referendum/plebiscite
5. Rule of the Majority

Participation in Democracy

 Participation in democracy is a must. Why? Being involved in the programs and


activities of the government is one way of participation. Having an opportunity to
participate in the government is a privilege.
 Voting is one important way that we can participate in our democracy.
We can also ask/connect with our government officials to tackle some issues,
and concerns for the common good.
