The objective of the audits is to provide independent assurance to the KRB, the Government, and other
interested parties that resources earmarked for Road maintenance activities are judiciously applied for the
intended purpose. Under this package the audits will comprise technical, performance and financial
components and will cover all KRB funded activities for National and County roads implemented by Kenya
National Highways Authority (KeNHA), Kenya Rural Roads Authority (KeRRA), Kenya Urban Roads Authority
(KURA), Kenya Wildlife Service (KWS) and any other implementing agency. The assignment shall also cover
development partners’ funds under Roads 2000 and in some KeRRA regions where applicable.

Under the El-Nino emergency Project, there were many bills that were not paid under the program and
as such was taken over by the beneficial ministry. The Ministry required to verify the real situation as
per the work done against the claims made by both the consultants and the contractors in the various
Urban centres. The Consultant was thus to carry out both Financial and Technical Audits and examine all
the documentations for both design and construction activities for the various packages in the Urban
roads.

We were contracted to execute a financial audit with an overall objective of presenting an opinion on the
management systems governing the programme. We are expected to present an opinion on whether the
public funds disbursed have been used in accordance with the conditions established in the
contracts/agreements constituting the legal basis of the programme. The financial audit mainly focused
on review of the project management and payment procedures at the MoR&PW, EC and RE site offices as
well as limited physical inspection of the road.
The project length originally was about 96 km, comprising approximately 38 km for the section from Mai
Mahiu to Naivasha and 58 km for Naivasha to Lanet.

The Project involved: The Kenya Roads Board receives money from Fuel Levy and LATIF which is used to
carry out maintenance and opening up of rural roads. Some of the funds are used to fund the
maintenance of urban roads under the Department of Urban Development under the Ministry of Local
Government. The European Union under the Roads 2000 also provide funding for Direct Labour contracts
for maintenance of Rural roads. The Client requed Technical, Performance and Financial Audits for the
project.

The European Union through the Ministry of Roads funded the Construction of this stretch under the
Northern Corridor Improvement Project. Part of the project bilateral arrangement was for Civil works
contract, Consultancy services for supervision of the works contract and consultancy services for carrying

Following the signing of the CPA in April 2005 Development Partners met in Oslo and pledged funds totaling
US$4.5 billion for the reconstruction and development of Sudan. Within the framework of a decentralised
system of governance, a portion of funds pledged (US$509 million), were allocated to finance pro-peace and
development projects and programs via the Southern Sudan Multi Donor Trust Fund (MDTF-S) and the
National Multi Donor Trust Fund (MDTF-N).
The MDTF-S focuses on rebuilding the Southern States of Sudan and providing capacity-building support to
the GoSS. Recipients of MDTF-S funds include the GoSS as lead agency; UN agencies, NGOs, private sector
firms and civil society / community based organisations contracted by GoSS as sub-grant recipients; UN
agencies and NGOs contracted directly by the funds’ administrator as grant recipients in their own right.
Recipients of program funds are, among other things, required to maintain an appropriate financial
management system. The MDTF-S Monitoring Agent plays a key role in the implementation of MDTF-S
projects. The level of fiduciary risk during implementation has been identified as significant, that is: the risk
that funds are not used for the intended purpose, do not achieve value for money, and are not properly
accounted for.

and start Part B towns for provision of Non Motorised Transport facilities with intent of improving the
living conditions of the Informal settlements with a view of contributing to their improvement. The

Kakamega and Eldoret towns, Conduct consultations with the relevant Local Authorities to agree on
priorities, Prepare detailed designs and tender documents, Prepare an Environmental Impact Assessment

Traffic surveys – total number of 2,289 traffic points’ locations (60 selected sites) spread in Central,
Eastern, North Eastern, Coast, Nyanza and Western regions. The census points are based on 1970
road classification. Analysis of seasonal variation factor is estimated for each week of the year.
This means that data collected on weekly basis is subjected to such seasonal factors which then
gives an estimate of Annual Average Daily Traffic (AADT). This data is useful for estimating growth
in traffic.

Jomo Kenyatta International Airport (JKIA), Nairobi, faces international and domestic growth and
has to increase its capacity to maintain efficient hub, improve airport operation and management,
as well as achieve international safety and security standards
The rehabilitation and upgrading works of the existing runway are still in process. KAA has decided
to build a new independent parallel runway to increase airport capacity. KAA has received
financing from the African Development Bank in a form of a “loan” toward the cost of Nairobi
Outer Ring Road improvement Project to realize the detailed design of the second runway and
associated taxiways based on the preliminary design already done.
In order to improve capacity to allow for natural growth traffic and improve efficiency of operations the
KAA is expanding facilities at JKIA and has received funding from the World Bank under Northern Corridor
Transport Improvement Project for Expansion of passenger terminal facilities at the JKIA. The Objective
of the Consultancy is to review the design and tender documentation, updating the pavement condition
study report, revise the scope of the runway, taxiway and apron capacity upgrade for the design year
