This thesis analyzes the use of the Phillips 66 technique to increase students' speaking abilities at a junior high school in Indonesia. Most students were initially unable to pass a minimum competency test in speaking. The technique was implemented over two cycles with planning, action, observation and reflection steps. Results showed improvement in speaking scores after the second cycle, with most students scoring above 71. It was concluded that the Phillips 66 technique effectively increased students' speaking ability.

Speaking is one of communication ways to make people acquiring and retaining
the information from the other people. Moreover, speaking is most important to be learned by the students to make them able to convey their idea, create messages, and make interaction and some close relationship to the other people. In syllabus at the eighth grade of SMP Negeri 1 Mandrehe Utara in 2019/2020. The students are to express meaning in simple transactional (to get thing done) and interpersonal (socializing) conversations by using a variety of spoken language accurately, fluently, and acceptably to interact with the surrounding environment which involves speech acts of asking, giving, refusing services, asking, giving, refusing goods, admit, deny facts, and asking and giving opinions. However, the fact is most of students could not pass the MCC. These were really caused by several identified problems namely: (a) The students were lack of vocabularies in speaking. (b) the students were not able to speak English fluently. (c) The students were lack of pronunciation. Therefore, to overcome these problems, the researcher conducted a research by using Phillips 66 Technique at the eighth grade of SMP Negeri 1 Mandrehe Utara in 2019/2020. The purpose of the research is to increase the students’ ability in speaking skill. So, to achieve the purpose, the researcher used Classroom Action Research (CAR). This research has been conducted in two cycles, each cycle consisted of two meetings, and each meeting consisted of four steps, they were planning, action, observation, and reflection The result of the data in Cycle I showed there were 5 student (17,85%) gets score among 71-85; 8 students (28,56%) get score among 56-70 and 15 students (53,55) get score under 55 and the maximum score was 70. While in Cycle II there were 24 students (85,68%) get score among 71-85 and 4 students (14,28%) get score among 56-70. Based on the result, it is concluded that Phillips 66 Technique increase the students’ speaking ability at the eighth grade of SMP Negeri 1 Mandrehe Utara in 2019/2020. Finally,the researcher writes some suggestions: First, the English teachers of SMP Negeri 1 Mandrehe Utara are suggested to use Phillips 66 Technique to increase the students’ ability in speaking skill because the strategy guides the students more active to speak in English by giving their reason how to solve the problem. Second, the English teacher should apply Phillips 66 Technique because it is easy to learn and apply in teaching speaking. Third,the researcher suggests to the next researcher to using Phillips 66 Technique in teaching speaking but need more the explanation how to conclude the material.
