 > 30% State of Charge, Forbidden on all Aircraft – Surface Transport Only
 2 batteries per box, and for surface transport, no limit on packages per consignment
 </= 30% State of Charge. Forbidden on Passenger Aircraft
 2 batteries per box, one package per consignment, must be offered separately from other cargo
