The Soviet Navy formed Naval Infantry and Naval Rifle Brigades from excess personnel to support the army on land.

Excess personnel from the Soviet Navy were formed into Naval Infantry battalions organized by the Red Navy or Naval Rifle battalions formed by the Red Army to support the war effort on land.

Naval Infantry battalions were organized by the Red Navy while Naval Rifle brigades were formed by the Red Army, both using naval officers and personnel. They were used for amphibious operations due to their naval experience.
