Chapter 1

THE PROBLEM AND IT’S BACKGROUND

Subdivision refers to the act of dividing large areas of land into areas that are

easier to develop and subsequently sell as well as to the completed area itself. The

Standard City Planning Enabling Act (SCPEA) defines “subdivision” as any plot or

parcel of land that is divided into two or more plots or parcels for the purpose of sale

and/or development. (Beam, 2020).

Site plans are generally drafted as diagrams that county governments require for

their records to ensure local and state building codes are adhered to. Because

homeowners may make rather significant changes to their property, government is also

the resource to retain site plans for historical records. Generally, a residential site plan

depicts everything within the property lines; namely, basic topography, pathways,

building structures, and utility lines. (24hplans INC, 2019).

The rules and standard provisions of Presidential Decree 957 (PD 957) continue

to regulate private housing development in the Philippines. These rules set the

maximum allowable saleable areas at 70% of the total subdivision project area while the

remaining 30%, is for non-saleable portions allocated for parks, playgrounds, and

community facilities, called open spaces, and circulation system such as roads, alleys,

among others. (Datiles, 2010).

Research Locale

The study was conducted at Barangay Pampang Angeles City. Barangay

Pampang is located between two water bodies, namely Sapang Belen and Abacan

River. This place was formerly called Sto. Nino because he is the patron of this place,

the barangay also had this name for a long time. And the name Pampang came from

the word stream, and people from the past believed that the water from the stream can

be used as medicine for the sick. According to the people who lived here, the stream

can provide miracles, so many people often visit this place. This is the only Barangay

nearest to the Clark Air Base. And it has a total of 444 hectares of land area divided into

8 Purok with Purok extension and several subdivisions.

Identifying location of the open space, amenities, roads, playground, and

saleable lots in residential subdivision is a useful information for the community of

residential subdivision, Geographic Information System (GIS) is a widely used

technology and it can make people work easier and efficiently. Moreover, it converts

data in form of a map. Global Positioning System (GPS) Based Software and GIS

techniques are used to evaluate Hanintown subdivision in Pampang Angeles City.

Statement of the Problem

The main objective of this study is to assess the Hanintown Subdivision in

Barangay Pampang Angeles City using GIS. It aims to answer the following:

What are the rules and standards to develop a residential subdivision?

2. What is the prepared site development plan and the existing site of Hanintown

subdivision?

3. Is there a significant difference between the site development plan and the

existing site?

Objectives of the Study

The main objective of this study is to assess the Hanintown Subdivision in

Pampang Angeles City, Pampanga using GIS. More specifically, the objectives of the

study are as follows:

1. To determine the rules and standards to develop a residential subdivision.

2. To identify difference between the site development plan and the existing site.

3. To create a GIS based land classification map of Hanintown subdivision.

Significance of the Study

The findings of the study will be deemed significant to the following:

result of the study can create a projection map and boundaries of the open space lots

which can be used as a reference on the evaluating of residential subdivision open

space lots.

To the Future Researcher/s

The result of the study will serve as a guide for the future researcher/s who

would like to relate or contribute to the improvement on the study. The study will provide

information and ideas about the gathered data.

Scope and Limitations of the Study

This study is going to be conducted to assess the Hanin Town Subdivision in

Pampang Angeles City, Pampanga using GIS. This study is limited on the use of

secondary data from the Hanin Town Subdivision in Pampang Angeles City, Pampanga.

Geo-tagging and GIS techniques are going to be used to project a map (primary data).

Conceptual Framework

The primary data were gathered through field survey. The secondary data were

provided by the Subdivision Office. GIS techniques are going to be used to project the

location of the properties. Land classification maps are going to be created based from

the field survey to better evaluate the land use of each area.

Definition of Terms

AngleCam- AngleCam is a scientific camera application combined with GPS

information (including latitude, longitude, altitude and accuracy), pitch angles and

azimuth angles. In addition, AngleCam can leave a message, and put all information

together into a photograph. (Developer, 2021)

Clark Air Base- Clark Air Base is a former United States Air Force base on Luzon

Island in the Philippines, located 3 miles west of Angeles City, about 40 miles northwest

of Metro Manila. Clark Air Base was an American military facility from 1903 to 1991.

Geo-

tagging- refers to the attaching of geographic coordinate information to images, video,

and other media recorded by smartphones or GPS-enabled electronic devices.

Geotagged photographs, for example, contain geospatial metadata such

as latitude and longitude coordinates, altitude, bearing, and more. (Caliper, 2021)

GIS- A geographic information system (GIS) is a computer system for capturing, storing,

checking, and displaying data related to positions on Earth’s surface. (National

Geographic, 2021)

GPS- is a satellite-based navigation system made up of at least 24 satellites. (Garmin

Ltd, 2017)

Open space- Open space is any open piece of land that is undeveloped has no

buildings or other built structures and is accessible to the public. (EPA.gov,2017)

Patron- a person chosen, named, or honored as a special guardian, protector, or

supporter. (Merriam Webster, 2021)

Purok- also known as zone, is a political subdivision of a barangay. It is the smallest

unit of governance in the Philippines led by an appointed barangay councilor.

Residential Subdivision- means a subdivision, planned unit development, townhouse

regime, or similar planned development in which all land has been divided into two or

more parts and is subject to restrictions. (Law inside Inc., 2021)

REVIEW OF RELATED LITERATURE AND STUDIES

Local Literature

The rules and standard provisions of Presidential Decree 957 (PD 957) continue

to regulate private housing development in the Philippines. These rules set the

maximum allowable saleable areas at 70% of the total subdivision project area while the

remaining 30%, is for non-saleable portions allocated for parks, playgrounds, and

community facilities, called open spaces, and circulation system such as roads, alleys,

among others. This study looked at how major housing firms in the National Capital

Region (NCR) of the Philippines comply with open space requirements in the design

and planning of residential subdivisions. There is common and distinct characteristics,

inclinations and trends in design and planning that were adopted in compliance to PD

957. These are seen in many ways by which design elements, distribution, scale, and

hierarchy of the open space amenities were integrated into the development, thereby

influencing planning allocations, design styles and marketing strategies in the

production and distribution of housing. (Datiles, 2010)

Presidential Decree 957 of 1976

Section 31. Donations of roads and open spaces to local government. The

registered owner or developer of the subdivision or condominium project, upon

completion of the development of said project may, at his option, convey by way of

donation the roads and open spaces found within the project to the city or municipality

wherein the project is located. Upon acceptance of the donation by the city or

municipality

concerned, no portion of the area donated shall thereafter be converted to any other

purpose or purposes unless after hearing, the proposed conversion is approved by the

Authority.

Presidential Decree 1216 of 1977

Section 1. For purposes of this Decree, the term "open space" shall mean an

area reserved exclusively for parks, playgrounds, recreational uses, schools, roads,

places of worship, hospitals, health centers, barangay centers and other similar facilities

and amenities.

Section 2. Section 31 of Presidential Decree No. 957 is hereby amended to read

as follows:

"Sec. 31. Roads, Alleys, Sidewalks and Open spaces. The owner as developer of a

subdivision shall provide adequate roads, alleys and sidewalks. For subdivision projects

one (1) hectare or more, the owner or developer shall reserve thirty percent (30%) of

the gross area for open space. such open space shall have the following standards

allocated exclusively for parks, playgrounds and recreational use:

(a) 9% of gross area for high density or social housing (66 to 100 family lot per

gross hectare).

(b) 7% of gross area for medium-density or economic housing (21 to 65 family lot

per gross hectare).

3.5 % of gross area low-density or open market housing (20 family lots and

below per gross hectare).

These areas reserved for parks, playgrounds and recreational use shall be non-

alienable public lands, and non-buildable. The plans of the subdivision project shall

include tree planting on such parts of the subdivision as may be designated by the

Authority.

Upon their completion as certified to by the Authority, the roads, alleys, sidewalks

and playgrounds shall be donated by the owner or developer to the city or municipality

and it shall be mandatory for the local governments to accept provided, however, that

the parks and playgrounds may be donated to the Homeowners Association of the

project with the consent of the city or municipality concerned. No portion of the parks

and playgrounds donated thereafter shall be converted to any other purpose or

purposes.

Foreign Literature

According to Jeyapalan (1993), Geographic Information System provide a

graphic display of a location, information on the location, analyze this information, and

also relate the information to those of other locations. One very broad definition of a GIS

is that it is a facility for preparing, presenting and interpreting facts that pertain to the

surface of the earth. In this definition manual or cartographic maps can be classified as

a GIS. In both automated and manual systems, a base map providing the geographical

reference to

all information is required. A base map for a city must show spatial information such as

utilities, building outlines, property boundaries, contours, etc. and nongraphical attribute

data pertaining to the graphics. Moreover, the use GPS surveying to assist in the

development of the base map as well as establishing ground control for the

photogrammetry work was very successful.

Austin (2003) stated open space conservation subdivision has been presented

as an alternative to conventional large lot residential development. A form of clustering,

this planning approach emphasizes the quality as well as the quantity of land preserved.

The format offers a means for local planning officials to accommodate residential growth

while preserving natural areas, rural features, and wildlife habitat that is typically altered

as sprawl spreads outward from urban centers. These preserved areas become part of

the residential community, accessible via trails and pathways. Residents share in the

ownership of the preserved open space and take responsibility for its management. The

purpose of this study was to gain an understanding of residents’ perspectives of open

space conservation subdivisions. And understanding of the open space conservation

concept varies considerably among the residents and carries little recognition of the

unique features offered by such subdivisions. Greater emphasis on sharing the

principles behind the open space conservation approach with homebuyers may lead to

a fuller appreciation of their choice to live there. Furthermore, residents’ understanding

of this concept may be key to their continued involvement in managing local natural

areas and advocating this approach to those who live outside these communities.

STUDIES

 Lynch (2020) stated residential open spaces tend to be small and heavily

managed and are frequently undervalued and understudied as ecological amenities.

This study uses GIS analysis and spatial statistics to explore the configuration of 1900

residential open spaces in Montgomery County, Pennsylvania, a suburban county in the

northeastern United States. It examines local characteristics such as open space policy,

subdivision features, and socioeconomic status to identify variables that are associated

with open space parcel size and connectivity and could be leveraged to foster a more

beneficial configuration of metropolitan green space. The analysis of study finds that

open space is moderately fragmented, but is abundant in the county and clustered,

which could support functional connectivity. Direct connections also considerably

augment the size of open spaces and other types of protected greenspaces. Results

highlight for municipal actions like setting open space standards, using open space to

protect riparian areas, and taking ownership of open space parcels are associated with

In the study of Uddin, Islam, Nadim and Afjal, GPS uses these man-made stars

or satellites as reference points to calculate geographical positions, accurate to a matter

of meters. As a matter of fact, with advanced forms of GPS, you can make

measurements to better than a centimeter. GPSs are very quickly becoming a standard

in most new automobiles, and are even finding their way onto a variety of new cell

phones. The mapping devices can come in handy under a variety of circumstances. It

can also

help us to determine exactly where we are at any given moment. Not only can a GPS

give us location, but many GPS systems can also give us the exact latitude and

longitude of the location. (Uddin et. al., 2013)

According to the study Hardie, Lichtenberg, and Nickerson (2012), the effects of

forest conservation requirements and zoning on the value of land undergoing

subdivision. Land prices are increasing in the percentage of subdivision acreage

developers are required to keep in forest, suggesting that forest conservation

regulations increase the amounts of forested open space that developers provide.

Benefits from open-space amenities remain largely internal to the subdivision, so that

land market incentives mitigate the justification for open space preservation policies.

Consistent with theoretical predictions that zoning promotes sprawl, we find that

minimum-lot-size zoning constrains developers of closer-in subdivisions where public

Prasad and Ruggieri (2005) stated that GPS is a system used for positioning,

tracking, and mapping in most cases is mentioned as synonymous with navigation; GPS

is the means that has translated the theoretical concept of navigation into an actual

system, a quite friendly receiver, a commonly accepted and increasingly needed

service. In addition, GPS has been a continuous source of technology deployment for

onboard and on-ground hardware and software. It has brought into action a competitive

scenario for conceiving and deploying future systems and innovative services that

Chapter 3

METHODOLOGY

Research Design

This study uses an exploratory-descriptive method of research. In the descriptive

method, it explores and explains an individual, group or a situation, and conducting

interview to present the primary data, while the exploratory method is going to be used

to produce new data from the existing data for more clear investigation.

Research Instrument

The researcher will utilize a GPS software to collect data for the study. The data

collected from the field survey will use to create a thematic map.

Data Gathering

The researcher will gather data about the hanin town subdivision, which will

serve as secondary data.

As a primary data, the researchers will conduct a field survey. The data collection

from the field survey is used to identify the locations of the subdivision.

Determining the Existing Site


The data gathered from the Subdivision Office will serve as a basis for site

development plan of the Hanin Town Subdivision, and as a guide for the researchers.

The researchers will conduct an actual field survey in verifying the site development

plan from the existing site of the Hanin Town Subdivision. AngleCam GPS based

software for android phone is going to be used to conduct field survey. The researcher

will capture the location of the necessary features in the study. The researchers will

measure the standard distances required for roads and others rules and regulation in

developing residential subdivision. The data collection from the field survey are then

going to be uploaded to the QGIS (Quantum Geographic Information Systems).

Digitizing and Geo-tagging

The captured images from the AngleCam software are going to be imported to

the QGIS. The researcher will use the Geo-tagging tools in QGIS to pinpoint the

necessary place. And polygons are going to be created by digitizing to project the

existing features in Hanin Town Subdivision.

Generating Land Classification Map

The Land Classification Map created in QGIS. Digitizing the places taken from

the field survey by the used captured images in AngleCam, it will produce a

land use of subdivision with different colors and styles, such as gradient and simple fill.
