1. It means the freedom of information, and nothing hidden in its operations.

It is an
open and easy access to meetings and key information, such as financial
statements. It allows people to actually know about the government, rather than the
workings of the government being hidden forever behind bricks walls and steel
padlocks.
Transparency allows secrets into the open for public accountability.

Advantages:
 Increase in employment opportunities
 Increase in free trade
 Faster flow of Information
 Increase in quality of goods and services
 Decrease in prices of goods and services
 Reduction in cultural barriers

Disadvantages:
 Environmental degradation
 Unfair working conditions
 Fall in employment growth rate
 Growing disparity among the rich and the poor
  Small scale industries face extinction
 Rapid spread of deadly diseases

3. I will make steps to mitigate the possible damages if a disaster will occur. The most
important steps in dealing with any disaster take place before and after the fact:
research, identification, planning, preparation, and communication. “During” is both too
early and too late to do much more than what is already planned.

As a starting point, a government should research past historical similar circumstances occurring
in that location/country, understand and identify vulnerabilities in geography, infrastructure, and
population, plan and prepare emergency and contingency plans based on the information
identified, communicate those plans to resident populations, and coordinate with local
government, other agencies and organizations which would be involved in dealing with pre and
post disaster preparation and recovery.

Governments should also base their disaster budgeting on the “worst case” scenario.

I will enumerate the issues that are tremendously affecting the nation and its
people. Identify the effects of these issues, both the positive and negative. Propose
solutions based on the positive and negative effects identified. Again, identify the possible
effects of the solutions proposed if implemented, both the positive and negative. Propose
possible solutions again on the issues that may arise if the solution is implemented. And then
conclude or make laws and policies that will more likely improve the original issues.

I would also like the constitution of the Philippines to be revised. And I would


specifically add this one: A politician who has already been elected in a higher position can no
longer run for a position lower than his highest attained position. Meaning, someone who has
been elected as president before can no longer be elected as a mayor or
congressman/congresswoman.

I would also want to focus on educating the people through media by making TV ads
that will inform them of the rights that they have, based on what are written in the constitution,
because I believe that most of the people are not well-informed of their rights in certain
situations.

I will lower the taxes and make sure that these taxes will not go to the pockets of other
politicians seated in their positions but for the improvement of the overall well-being of the
people.

I will increase the subsidies for education, health care, building infrastructures, and
other public goods that needs more attention among others.

I will create an anonymous corrupt politicians committee that will meticulously


research and study cases of the politicians in position and those who will be proven guilty will be
immediately removed in the position.

I will hold State of the Nation Address every month so that the people will have an
idea of what have we accomplished in a months’ time, which I think is better than an annual
SONA. And allow everyone, thru social media, to participate by giving their suggestions,
comments, violent reactions on the accomplishments of the month.
