MEMORANDUM

FOR : J/CSUPT EFREN A NEMEÑO, TLPE

Regional Director
BJMP CALABARZON

SUBJECT : Nomination for the 1st Quarter 2019 Gawad Penolohiya

Award for Unit Paralegal Officer

DATE : March 6, 2019

When the framers of Republic Act 6975, otherwise known as the Department of
Interior and Local Government Act of 1990, “provides that the Task of Jail Management
and Penology shall be the responsibility of the Bureau of Jail Management and
Penology (BJMP). As an institution, pursuant to the mandate, the BJMP has defined
through consultative and participatory strategic planning session, its mission, vision,
powers, functions, values objectives and principles. It exercises operational jurisdiction
and is a line Bureau of the DILG.

Under Sec. 5 (a) of the BJMP general provisions under paragraph (a) hereof
defines:
“ a) to enhance and upgrade organizational capacity on a regular basis, thus
making all BJMP personnel updated on all advancements in law enforcement eventually
resulting in greater crime solution efficiency and decrease inmate population.”
Sec. 54, provides other services such as legal assistance or specialist services
shall be provided subject to jail policies and guidelines as approved by the chief, BJMP,
(underlining ours)

In the said guidelines, the institution being one of the pillars in the justice system,
the basis of the paralegal officer has the job of “verifying all relevant papers and
documents” of a PDL or inmate. He will “verify authenticity of any release order issued
by any court of jurisdiction” from the Jail detention facility. One of the main functions of
the BJMP is to have all records of cases and charges against PDL by the Associate
Public Prosecutors, be legally assisted. He regularly monitors all the cases in the jail
facility where he is assigned. Such in the job of SJO1 NELSON L QUIŃONEZ , THE
PARALEGAL Officer of the Antipolo City Jail-MD.

Our candidate was born on November 2, 1965 and a graduate of BS Commerce

at Saint Theresa College and joined the Government service (BJMP) on September
16, 1999. A devoted father to his two (2) children ages 17 and 26. His only wife Adelfa
is an Optometrist. He says that he has only one vice in life, “public service” which he still
practice today and applying it in his daily work schedules here at BJMP.

The paralegal officer of this facility is the epitome of EXCELLENT PUBLIC

SERVICE. He does not only act as the representative of the Antipolo City Jail-MD with
various courts, but also advises PDL on their rights and obligations. Having direct
contacts with PDLs, he monitors their cases, receives and notes their “PLEA
BARGAINING” and “PROBATION” application including transfer of courts convicted
PDL to the National Penitentiary in Muntinlupa City. He clings to the idea that “a person
is declared innocent unless proven otherwise.” Hence he threats PDL as humanely as
possible as regulations permits. When requested to serve notices of dismissals and bail
petition approvals and releases he acts in dispatch. PDLs loved him for that. He
continues to be of help even “off the line of duty.” He says his job is considered a 24-
hours service, no time limits especially when an inmate’s case has been dismissed and
terminated. As of this writing, he can boast of releasing countless PDL who have
pending cases in various courts – and if one has two or more cases, he advised these
PDLs to ask their DALAW to “consolidate their cases to avoid multiplicity of suits.” PDLs
loved him and considers him as their link “ADVOCATE” from the jail to the courts. He is
not only a paralegal officer but also as an escort for PDL attending hearings in different
courts in this jurisdiction. Despite the number of PDLs asking/requesting his help in the
court hearings/papers to be submitted, he still finds time to have bonding with his family.

RECOMMENDATION:

Thus, the exceptional showing of his duties, unit paralegal SJO1 NELSON L
QUIŃONEZ is considered the BEST of his kind and deserves this nomination for the 1st
Quarter 2019 Gawad Penolohiya Award for Unit Paralegal.

For your guidance and approval.
