MEMORANDUM
When the framers of Republic Act 6975, otherwise known as the Department of
Interior and Local Government Act of 1990, “provides that the Task of Jail Management
and Penology shall be the responsibility of the Bureau of Jail Management and
Penology (BJMP). As an institution, pursuant to the mandate, the BJMP has defined
through consultative and participatory strategic planning session, its mission, vision,
powers, functions, values objectives and principles. It exercises operational jurisdiction
and is a line Bureau of the DILG.
Under Sec. 5 (a) of the BJMP general provisions under paragraph (a) hereof
defines:
“ a) to enhance and upgrade organizational capacity on a regular basis, thus
making all BJMP personnel updated on all advancements in law enforcement eventually
resulting in greater crime solution efficiency and decrease inmate population.”
Sec. 54, provides other services such as legal assistance or specialist services
shall be provided subject to jail policies and guidelines as approved by the chief, BJMP,

In the said guidelines, the institution being one of the pillars in the justice system,
the basis of the paralegal officer has the job of “verifying all relevant papers and
documents” of a PDL or inmate. He will “verify authenticity of any release order issued
by any court of jurisdiction” from the Jail detention facility. One of the main functions of
the BJMP is to have all records of cases and charges against PDL by the Associate
Public Prosecutors, be legally assisted. He regularly monitors all the cases in the jail
facility where he is assigned. Such in the job of SJO1 NELSON L QUIŃONEZ , THE

RECOMMENDATION:
Thus, the exceptional showing of his duties, unit paralegal SJO1 NELSON L
QUIŃONEZ is considered the BEST of his kind and deserves this nomination for the 1st
Quarter 2019 Gawad Penolohiya Award for Unit Paralegal.
