Subject: Reimbursement of expenditure/allowance to CDAC Staff on conduction of AFCAT and


STAR Exams

Reference may kindly be drawn to the nomination of following staff of ICD & ACTS CDAC Delhi as
Chief Invigilator for STAR Examination in July 2021 in Delhi/NCR by Senior Director & Centre Head,
CDAC Delhi.

As per the request of ACTS CDAC Pune, ACMS/ICD & ACTS CDAC Delhi has been supporting the
project by deputing members from the groups across all grades i.e.
Regular/CC/GBC/Consolidated/Outsource Staff as Chief Invigilators for AFCAT and STAR Exams in
Delhi and other cities.

As per the schedule of the examination, Chief Invigilators is a key person to conduct, supervise &
monitor the online examination at the exam centre. Therefore, s/he needs to reach to the centre
before 0730 hrs to ensure all the arrangements are in place. And on returning from the examination
centre, they need to consolidate response sheets, attendance sheets, biometric data, COVID
Declaration forms and have to upload all these documents on RPS Portal and IAF Share portal. This
technically makes their duty hours more than 14 hours per day to ensure everything is in place.
Further, the examinations mostly cover weekends/public holidays coming in between the exam
dates.

In this regard, CDAC Delhi shall receive Rs. 5000 per person per day apart from the expenditures
claimed by resources from CDAC Pune.

Since, AFCAT/STAR Examination being a continuous engagement over four times a year and the staff
has to make himself/herself available over the weekends and extended working hours for the
smooth conduction of examination. It is therefore proposed to reimburse peridium @ Rs.900 per
day as food allowance without any deduction to the staff deployed for conducting STAR and AFCAT
Exam along with reimbursement for expenses for transport at actuals. Also, CDAC Delhi may pay
holiday compensation allowance at the rate of Rs. 1000 per day to the employees for the duties
conducted over weekend/holiday.

In view of above, Senior Director & HOD, ACTS CDAC Delhi may kindly accord approval for:

• Payment of Food allowance up to Rs. 900 per day subject to production of Bills of actual
expenditure incurred considering the fact that actual working hours to be than 14 hours per
day.
• Compensatory allowance of Rs. 1000 per day for duty on Week Offs/ Public Holidays.
• Payment of Local Transport (on actual).
