Be it ordained by the Sangguniang Panlungsod of the Angeles City
Government in session duly assembled:
SECTION 1. Title. This Ordinance shall be known as an
“ORDINANCE ESTABLISHING THE CLEANEST AND GREENEST PROGRAM IN THE CITY OF ANGELES”.
SECTION 2. Declaration of Policy. It shall be the policy of the
City Government of Angeles to motivate Barangay participation in the program of the Local Government Unit of Angeles to enhance the beautification and cleaning in the entire City.
SECTION 3. Composition of the Search Committee. The
search committee on the search for the cleanest and greenest Barangay shall be composed of the following:
City Mayor : Chairman
City DILG : Co-Chairman BAPAC Head : Vice-Chairman CENRO : Secretariat
SECTION 4. Funding Requirement. The amount of Fifty
Thousand Pesos (P100,000.00) shall be appropriated annually which shall be charged against the 20% Development Fund of the City to prize the winners in the cleanest and greenest contest.
SECTION 5. Commencement of the Contest Program. The
contest shall commence on June of every year and become an annual program of the City Government of Angeles in celebration of the Philippine Environment Month and to further promote cleanliness and enhance the beautification of the City. The breakdown of the prizes shall be dependent upon the decision of the Search Committee including solicited funds.
SECTION 6. Criteria of the Contest. The determination of
winners shall be based on the following criteria to wit:
1. Cleanliness, beauty and orderliness of the Barangay -50%
2. Proper implementation of waste management or waste segregation -30% 3. Barangay, Community, Organization involvement -20% 1. 50% Cleanliness, beauty and orderliness of the Barangay.
a. Presence of backyard vegetable garden.
b. Number of ornamental and vegetable plantation. c. Clean, beautiful and orderly surroundings of schools, churches, hospital or clinics, barangay halls and other public places. d. Absence of astray animals. e. Absence of clotheslines, pigpens, chickens coops, washing areas on the houses along the road. f. Prescence of household toilets. g. Orderliness of records/files in the Office of the Barangay Council.
2. 30% Proper implementation of waste management
or waste segregation.
a. Presence of household garbage pit in the different
community. b. Proper waste segregation at home and other business establishments. c. Presence of covered garbage cans in front of establishment, stores and public places.
3. 20% Barangay, Community and NGO’s involvement.
a. Number of community members who participated
(community involvement). b. Number of Associations, organization who are involved (NGO’s involvement).
SECTION 7. This Ordinance Shall Take Effect Upon Its
Approval.
RESOLVED FINALLY to furnish copies of the foregoing ordinance to
all concerned offices for their information, guidance and basis of action.
