1.0 PURPOSE
This procedure defines the standard requirements for the receipt, handling, storage, inspection forms,
traceability; controlling and delivery the work sites.

2.0 SCOPE
2.1 This procedure is applicable to all projects under the administrative control of EBS

2.2 YOSC is responsible for purchasing, receiving, counting, storing, issuing and securing of all
material.

3.0 REFERENCES
- ASME SECII (2019), Material Test Report (MTR/MTC) Types and verification

- ISO 9001 (2015), the international standard that specifies requirements for a quality management
system (QMS)

- Company Requirements

4.0 STORAGE FACILITIES


means a place or places in the site and under the respective of YOSC.

3.1 WAREHOUSE:

Means any indoor storage facilities.

3.2 Lay Down:

means any outdoor storage facilities.

5.0 MATERIAL CONTROLLER


A person employed and assigned who shall be responsible for overall control of materials, which
includes receiving, storing, issuing, stocktaking and disposal of materials and also includes forecasting of
materials availability and arranging of replacement for shortage, damaged or shortfall materials.

6.0 STORING MATERIALS


a) securing the land area provided by EBS for materials storage.

b) provision of suitable, weather-tight warehouse facilities, and where

required within the area allocated to the respective by the YOSC

c) optimizing the use of available space within the storage facilities

and providing all racks, pallets, sleepers, natural drainage etc.,

d) storing all materials in accordance with the requirements,

f) maintaining a high degree of housekeeping within the storage facilities

7.0 MATERIAL HANDLING ACTIVITIES


7.1 Planning and Preparatory Works

prior to receiving of materials at the site, the following planning and

Preparatory works shall be carried out by the respective YOSC.

(1) the following reference documents to be prepared,

a) MTO(s)

b) Drawings,

c) material procedure
d) Inspection and Test Plan (ITP)

(2) Submit the Detail Packing Lists

(3) Submit TPI inspection Report

7.2 Receiving of Materials

the materials received at the site shall be delivered to one of the following areas as designated by

the store officer

(1) at the warehouse

(2) at the laydown area

(3) at any given place in the site (direct delivery materials)

8.0 UNPACKING AND INSPECTION


8.1 Preparation of Unpacking Inspection

The STORE OFFICER shall make the necessary preparations prior to Unpacking Inspection and which
are:

(1) establishing the inspection procedure according to the kind of packing

(2) provision of, as necessary, the area for the unpacking inspection

(3) making available all necessary manpower, equipment, tools, materials, etc., for unpacking and re-
packing the materials

(4) designation of the place for storing of the materials after unpacking inspection.

8.2 Unpacking Inspection

all unpacking inspection shall be carried out by the store officer or

storekeepers if any damage to packing is found prior to unpacking inspection, the store officer or
storekeepers shall notify it to the material controller and seek for his instruction and bring in notice to
material coordinator.

unpacking inspection shall be carried out for the following checks.

(1) visual appearance inspection for

a) damage to, and/or deformation of the materials

b) rust or stains,

c) evidence of water soaking

d) peeling of, and/or damage to, paint, coatings or linings, and/or blistering thereof due to underlying
rust.

(2) verification of tag nos., valve nos., id stamps, id markings. etc.

(3) quantity verification.

9.0 PMC INSPECTION

9.1 Prior Purchasing and Receiving Material:

prior to purchasing by YOSC, Preparatory works shall be carried out and shall be review and
approved by PMC:

a) MTO(s)

b) Drawings

c) material procedure

9.2 Purchasing Material

For all equipment and devices, and before purchasing, YOSC to submit all brand, data sheet, etc. to
PMC for approval.

For Other material (pipe, fittings, etc.) it’s not required to get PMC approved before the purchasing

9.3 Material Receiving:

- YOSC to notify PMC for inspection 24 hrs. in advance.

- YOSC to prepare all required documents.

- YOSC to get TPI inspection report and submit it to PMC for review

- YOSC to prepare all required manpower, tools, etc. it may need for inspection

- According to the ITP, PMC to check and sign the Material Receiving Report (017-SC-21-ITP-01)
