A. Introduction
Globally, forests cover about a third of the earth’s land area or 4 billion hectares
(UNFF, 2017). For millions of people living and depending on the natural resources in
the upland areas, forest and trees provide a lot basic ecological services and functions. It
provides food, fuel for cooking and heating, water, medicine, shelter and clothing and
serves as protection nets during natural crisis. Forests and trees absorb and sequester
carbon which is contributor to climate change and home to about 80% of the remaining
terrestrial biodiversity. Other ecological functions of the forests and trees include
regulation water cycles and maintenance soil quality (World Bank, 2013).
It is now the focus of global community which made the forests as the forefront of
international policies and political agendas to reverse the result of deforestation and forest
degradation and to increase by 3% by 2040 as agreed upon by the member countries to
forge a UN Strategic Plan for Forests during the UN Forum on Forests in January 2017.
Likewise, the strategic plan creates Six (6) global forests goals which generally aimed to
increase global forest area by 3% and to eradicate extreme poverty in all forest dependent
people by 2030 (UNFF, 2017).
The Philippines is one of the mega diverse countries in the world in terms of flora
and fauna that provides socio-economic and environmental services. However, natural
and manmade forests destructions remain a major threat to biodiversity. The forestland in
the Philippines covers 52.68% of the total land area with about 44.38% total forest cover
(Forestry Stats, 2017).
The crafting of the strategic plan for forest protection is timely to consider the
Long-term Philippine development plan for 2017-2022 in its pursuit of the Filipino
people’s collective AmBisyon for 2040. The DENR’s 10-point thrust is aligned with the
overall agenda of the said strategic plan. The overall framework is anchored the
collective vision of the Filipino people tagged as “Matatag”, Maginhawa” and “Panatag
na Buhay”. The 3 pillar vision of the strategic plan includes enhancing social fabric,
reducing inequality and increasing growth potential. The attain such vision the strategic
plan is built through strong foundation of four (4) major strategies to include ensure
peace and security; 2) accelerate strategic infrastructure development; 3) ensure safety
and build resilience and 4) ensure ecological integrity, clean and healthy environment.
1 Enhanced Five Year Forest Protection Plan of Region 3 (CY 2020-2024)
The DENR’s thrusts and programs is aligned with the fourth founding strategies
of the Philippine Development Plan for 2017-2012. One of the DENR’s priority goals is
on ecological integrity ensured and socio-economic conditions of resource-based
communities improved through sustainable integrated area development (SIAD). The
forest protection programs are included in the one of the three priority strategies which is
environmental quality improvement. The DENR needs to strengthen enforcement of the
environmental laws. Hence, there is a need to forge a medium term strategic plan for
forest protection.
B. Physical Description
Based on the Forestry Statistics of 2015, Central Luzon has a total land area of
2,147,036 hectares. The alienable and disposable (A and D) land covers 1,204,649
hectares while Forestland covers 942,387 hectares. On the other hand, protection forest is
about 413,301 hectares and production forest is 549,819 hectares as shown in Table 1.
The Region has a total forest cover of 536,566 hectares. There is a total of
234,839 hectares or 43.77% of which is classified as Closed Forest while 299,827
hectares (55.88%) is Open Forest. It has also 1,900 hectares (0.35%) of Mangrove forest.
Among the provinces in Central Luzon, Aurora has the highest forest cover which
is 220,295 hectares (114%). Second highest forest cover is recorded at the province of
Bulacan and Bataan with 63,189 hectares (81.88%) and 34,461 hectares (51.19%)
respectively. The lowest forest cover is observed in the province of Pampanga with
7,255 hectares or 15.96%.
Analysis of land cover change from 2010 to 2015 is shown in Figure 2. Forest
cover in Region 3 has increased by 2.96% (15,861 hectares). Highest increase in forest
cover is observed in the province of Bataan with a total of 2,844 hectares (8.25%)
increase. It is followed by the provinces of Zambales and Bulacan with a total increase of
7.51% (7,708 ha) and 7.07% (4,469 ha) increase in forest cover. A decrease in forest
cover was observed in the provinces of Tarlac and Pampanga with a total of 6.30%
(2,065 ha) and 2.89% (210 ha) decrease.

Central Luzon Region has a population of 10,137,737 spread all over the seven
(7) provinces. The Region has 117 Municipalities, 14 Cities, 3,102 Barangays and 20
Congressional Districts.
Central Luzon contributed 9.33% to our Gross Domestic Products, according to
the 2011 data of the National Statistical Coordinating Board (NSCB) Agriculture is still
the major source of economic development in the Region.

Watersheds in Region 3
Central Luzon forestlands were not spared from the problems of forest destruction
caused by anthropogenic activities. The swelling population in the upland and lowland
communities puts additional pressure to existing forest resources for survival and as
source of livelihood.
Figure 4 shows common actions taken to address the said threats. The major
actions or responses that we observed include documentation of the observed threats.
Most of the threats are abandon incidents wherein no responsible individual or group
observed in the area. Other common responses include conduct of IEC activities after
each and every patrolling activity of our forest protection personnel. DENR, Region 3
likewise conducts dismantling of illegal structures and apprehension of violators in cases
of cutting of trees.
With the existence of various threats to forests and its resources, the DENR,
Region 3 implements various forest protection strategies and activities to combat and
reverse the effect of deforestation and forest degradation. One of the national strategies
implemented in Region 3 is the Lawin Forest and Biodiversity Protection System or
Lawin system. With its implementation in CY 2017, the results of Lawin patrolling and
surveillance had contributed mainly in the success of major operations against illegal
logging and other illegal ENR activities.
With this scenario and the imminent problem on climate change, the Department
of Environment and Natural Resources (DENR) Central Luzon Region has the enormous
task to protect and conserve the remaining natural resources of the Region specifically to
implement reforestation projects to enhance carbon stocks that will mitigate climate
change and at the same time ensure that the local wood product requirements of the
Region wood-based industries will be sustainably provided.
The Region also maintained eight (8) ENR Monitoring Centers in strategic
locations. Likewise, Five (5) checkpoints were established by the Provincial Government
and DENR field office’s concerned and manned by members of the Multi-Sectoral Forest
Protection (MFPC) and DENR Forest Protection Officers (FPOs) as support in the
DENR’s monitoring of forest products movement.
Grass fires and slash and burn farming or kaingin-making are still considered as
the major causes of forest destruction in Central Luzon. Forest fires alone recorded a total
4,999.81 hectares from 2011 to 2013, with a total P64,356,856.88 damage cost.
Occurrences of forest fire are within established plantations under the NGP. However,
there were no recorded forest fire occurrences in the natural forest.
Hotspots areas previously recorded in 2011 were already totally stopped with the
implementation of EO 23 and the activation and creation of the RAILTF, PAILTF and
MFPC’s. Strategies however were adopted to deter the possible recurrence of these
illegal activities within our forested and plantation areas such as the hiring of Forest
Protection Officers/Bantay Gubats and the deputation of environment concerned
individuals as SDENROs.

3. DENR Initiatives
Various national strategies and programs are undertaken for the protection and
conservation of forests and its resources in Region3. These are the form of forest
protection and development activities to curb forest destruction in the country. The
following selection discussed the said strategies to wit:
The movement of forest products especially those that passes through the Region
were continuously monitored and checked by DENR personnel assigned in the authorized
monitoring centers. These centers were manned by PENRO/CENRO personnel on a 24/7
round the clock schedule headed by a Forester. The centers maintained a logbook for
record keeping of forest products that passes through it.
As part of complementation with Region IV and NPC, it was recently agreed that
a Monitoring Center be established within the boundary of San Jose Del Monte Bulacan
and Rodriguez, Rizal to cover the adjoining areas particularly the Angat watershed from
timber poaching.
The effective protection of areas under the National Greening Program (NGP) is
vital, not to waste the government investment on reforestation projects. From 2011 to
2013 a total of 39,316.81 hectares of forest plantations have been established by the NGP
in Central Luzon.
Protection of these plantations is crucial and shall be carried out through effective
forestry law enforcement. Intensified foot patrolling and activation of fire fighting crews
and Barangay Fire Brigades shall be done to minimize damage to plantations caused by
wildfires.
Established NGP plantations turned over to the DENR by the contractor were
prioritized for protection in the Lawin Forest and Biodiversity Protection System targets in
CY 2017 and CY 2018. These NGP plantations were integrated in the guidelines of
implementation of the Lawin System nationwide.
1. To protect the Region’s remaining forests and natural resources from any form of
forests destructions, land conversion, timber poaching and other forms of forests
degradation and deforestation;
2. To effectively develop and manage the existing watershed areas associated with
biodiversity resources, eco-tourism and landscape values;
4. To increase public awareness by 30% by 2024 thru print, radio, broadcast and social
media on current environmental issues giving emphasis on their short and long term
effects to local and national environment and society.
