I. ABSTRACT

This action research aims to determine the capability assessment and

innovations on the performances of ALS Implementers among the District ALS

Coordinators and Mobile Teachers in the Division of Camarines Sur for school

year 2020-2021. This research aimed to find out if there are significant

differences on the level of performance through assessment among the

implementers in Alternative Learning System (ALS), it looked into the possible

interventions which can be implemented in order to increase the learners’ level of

passers in the Accreditation and Equivalency (A & E) Test every year.

Specifically, it sought to answer the following questions: 1) What is the CI

Project Profile in terms of CI Project Team, Broad Problem Statement, Project

Selection, Systems Overview, Key Process, Key Customers, Questions for the

VOC, KPI being addressed, Affinity Diagram, Needs and wants, Defining the

Metric, SIPOC with process steps, Activity Chart and/or Deployment Chart,

Activity Chart and/or Deployment Chart with storm clouds, Focused Problems

Statement, Root Cause Analysis, Root Cause, Cause Validation Tool, Proposed

Solutions, Process Simplification, Visual Workplace Management/ 5S, Mistake

Proofing, and Implementation Plan? 2) What is the level of teaching performance

of ALS Implementers in terms of teaching styles and skills, professional

attributes, community involvement, accountability and management skills for

school year 2020-2021? 3) What are the personal, professional and socio-

economic factors of ALS Implementers in the Division of Camarines Sur? 4)


What is the level of effectiveness of CELL in enhancing the teaching

performance of ALS Implementers? 5) Is there a significant difference on the

teaching performance before and after the implementation of CELL? 6) What are

the effects of the implemented strategies, innovations and interventions in the

assessment of the performance of ALS Implementers?

This action research employed descriptive method of research in

discussing the answers of the three research questions posted. It was

demonstrated that there is a need to increase the level of teaching performance

and innovations of ALS Implementers as to their teaching styles and skills,

professional attributes, community involvement, accountability and management

skills. It shows that out of one-hundred (100) implementers, there are ninety (90)

implementers’ uses techniques and methodologies which are adapted to the

needs of the learners as to their teaching styles and skills.

As to the professional attributes, the ALS implementers demonstrated

fairness among the different types of skills and attitudes of the learners as

advanced level. More so, the implementers coordinates with the stakeholders,

LGUs, NGOs and barangay officials which shows advance evidence in their

community involvement. The implementers’ accountability and management

skills shows advanced on preparing accomplishment reports at the end of the

month.

This result confirms that there was an increased level of teaching

performance as to the adapted innovations such as the Project ALAM, DeEP

ComSense, ALS STARR and the use of the monitoring and Evaluation tool for
implementers. These are innovations and interventions inorder to improve the

teaching performance of implementers and provide technical assistance on the

delivery of the ALS Programs and Projects.

Division and District Research Coordinators thru PROJECT SEAL
(Synergistic Engagement of Active Leaders) is one of the Program and
Projects of the Planning and Research Unit to enhance and capacitate the
Elementary and Secondary Teachers, School Heads, Public School District
Supervisor, Education Program Supervisor, Education Program Specialist
and Non-Teaching Personnel in the culture of research.

Since COVID-19 has affected the learning engagement of students


and teachers, it is with the guidelines of the Basic Education Research
Agenda (BERA) to enhance teachers on the different themes applicable in
this pandemic situation. Research is an important component of learners
and teachers’ activities to give solution to the emerging problems that affect
the academic performance of the students.

With teachers’ expertise to be back to school again and making an


action research will be implemented in the school, thus the need to conduct
new strategies on Research Training through recognizing their valuable and
meritorious performance as research enthusiast. This will be an online
presentation while 50% Face to Face selected participants in the activities.

awarding and training.
b.) Prepare the activity proposal and secure the approval of the concerned
signatories.
c.) Conduct planning and consultation with the Technical Working Group for
the finalization.

documentation and certificates.
