BARANGAY PANOPDOPAN
WHEREAS, Section 50 (b) (1) of the Local Government Code mandates local
government units to create a human Rights Committee (HRC) as one of the standing committees
of their respective Sanggunian to develop local policies and regulations that will address issues
on human rights, rule of law and access to justice
WHEREAS, the Department of the Interior and Local Government (DILG) and the
Commission on Human Rights (CHR) of the Philippines jointly issued joint Memorandum
Circular No. 1, Series of 2014 entitled ‘’Mainstreaming Human Rights through Rule of Law and
Access to Justice at the Level of the Provinces, Cities, Municipalities, and Barangays’’ that
mandates the creation of Human Rights Action Teams (HRActs) at the local levels;
Section 1. Creation of the Barangay Human Rights Action Team (BHRAct) composed of
the following:
Brgy. Human Rights Committee Chairperson, Chair - Robin Taguiling
Barangay Secretary, Member - Ethel Graile Belingon
Barangay Tanod, Member - Gay Marie Quintero
Barangay Health Worker, Member - Genevieve Cablinan
PNP, Member - PLT Francisco Buyuccan
Barangay VAW Desk, Member - Inocencia Lobhoy
(1) Rep. of the BCPC, Member - Florence Cabauatan
(2) Rep. of the Lupon, Member - Gabriel Tuguinay
DepEd, Member - Edison Balanian
CSO Rep. advocating human rights, Member - Ceasar Binohlan
Section 2. Duties and Responsibilities of the Barangay Human Rights Action Team (BHRAct)
a. Consolidate human rights reports from both Barangay-based institution (e,g, Lupong
Tagapamayapa, VAW Desks, BCPC, etc, and non- government entities(e.g. sectoral
CSOS and purok leaders) in the community;
b. Submit semestral Barangay Human Rights Situation Reports to MHRActs; and
c. Receive complaints of human rights violation and refer the same to the nearest CHR
Regional Offices and other appropriate agencies copy furnished the P/C/MRHActs
and monitor the status thereof.
