INTRODUCTION

On-The-job training (OJT) is a training that takes place while trainers are

actually working. It is also the training at the place of work while doing the

actual job. The trainee learns in the real work environment and gain

experience dealing with the task and challenges that will meet during a

normal working day. It is one of the factors that are helpful to the students’

in enriching and enhancing their knowledge learned at school.

It is also one way of preparing the BS Fisheries student in the real world of

works after schooling. At present, School and Universities included to the

OJT in the curriculum to meet the demand of growing BSF- University of

Antique Tario lim Memorial Campus (TLMC). The school requires the

students undergo such training and documents the training experience

learned narrative report. This report documents and compiles the training

experiences and progress of the student trainees after the OJT.

On June 2005- By virtue of the resolution approved by PSCA Board of

Trustees last May 2005, three more courses were offered.

These are the Bachelor of Science in Hotel and Restaurant

Management (BSHRM), Bachelor Science in Information Management

(BSIM). In the teacher Education Department, the college offered two

Specializations which are BEED General and BEED Early Childhood

Education (ECE).

The Polytechnic State College of Antique (PSCA) is now University

of Antique (UA) by the virtue of R.A. 9749 that was signed by Pres. Gloria

Macapagal Arroyo on November 10, 2009. The Republic Act shall take

effect 15 Days after its publication in two newspapers of general

circulation. On November 23, 2009, PSCA’s key person, deans, director,

campus administration, Dr. Victor E. Navarra and wife Prof. Marilou

Navarra, and members of the board of trustees travelled Malacañang

Palace to witness the ceremonial re-enactment of the signing of R.A.

9746 by PGMA. The group was joined by the congressman of the lone

district of Antique, Hon. Exequel B. Javier and his son Paolo and the

congressman’s staff. The President is kind enough to pose with the group

not only twice but several times to accommodate the staff and personnel

travelled all the way from Zamboanga just to be part of the audience

during the ceremonial signing of R.A. 9746. The dream of Antiqueños to

have university in the province materialized after years of anticipation.

Dr. Victor E. Navarra who is incumbent President of PSCA becomes the

first President of the university soon after the effectivity of the Republic

Act.

3. Enhance aquaculture department strategies through a variable

research program, and dynamic extension outreach activities.

OBJECTIVES OF THE PROGRAM

1. Educates the students with varied concepts, approaches, and

practice on fisheries management, environmental management,

and coastal management, and who can contribute for a

sustainable and responsible fisheries development program.

2. Broaden the technical know-how, skill, and research competencies

of students, in the areas of aquaculture, capture fisheries, post-

harvest fisheries, aquatic ecology and aquatic resources.

3. Produce fishery graduates with adequate knowledge in the

application of statistical tools and computer use for research

activities, social equity, productive extension services, economic,

and proper handling of fish and other aquatic products to reduce

wastage and wanton losses.

COMPETENCIES

Graduates of BSF program should be able to:

1. Conceptualize, think critically, solve problem recognize the

limitations of science and its implications to everyday life.

2. Determine where and how to derive and synthesis information

to be able to make an informed decision.

3. Execute natural and social protocols in either a laboratory of

fieldwork research setting.

4. Perform basic mathematical and statistical computations and

formula derivations;

5. Have an adequate technical writing skills and effective oral

communication abilities.

6. Assist or conduct research.

Historical Background of BFAR

The Bureau of Fisheries and Aquatic Resources (BFAR) started as a

small agency in 1901 under the name Bureau of Government

Laboratories, Department of Interior of the Philippine Commission. When

the Civil Government was established on July 4, 1901, the Philippine

Commission proposed the creation of an Office under the Department of

Interior to take charge of the conservation, promotion and development

of the country's fishery resources. This was not carried out, due to

limited funds. The Secretary of the Interior, Dean Conant Worcester,

continued to stir interest in the development of fisheries and, finally, in

1907, studies in fisheries began following the arrangement made by the

Secretary of Interior for the services of the United States Fish

Commission fisheries research vessel USS Albatross to work in

Philippine waters for 18 months, and the employment of an American

fisheries specialist in the Bureau of Science, to take charge of all work

pertaining to fisherie.[3] Considerable advances in the taxonomy of fish

in the Philippines and documentation of fishing methods were made by

Albert William Herre who served as the chief fishery officer in the Bureau

of Science from 1919 to 1928.

On January 1, 1933, by virtue of General Memorandum Order No. 4

dated December 5, 1932 of the Secretary of Agriculture and Commerce,

the Division of Fisheries and Division of Zoology of the Bureau of Science

together with the Division of Forest Fauna and Grazing of the Bureau of

Forestry were fused into one special division known as the Fish and
Game Administration, which was placed under the direct administrative

jurisdiction of the Department of Agriculture and Commerce. Under this

arrangement, the Fish and Game Administration operated under the

provisions of the Fisheries Act (Act No. 4003) and Act No. 2590, entitled

"An Act for the Protection of Game and Fish." By subsequent


reorganization effected on September 27, 1934, the Fish and Game

Administration was returned to the Bureau of Science. The reason for its

return was to strengthen the office through the use of equipment,

personnel and appropriation of the Bureau. On July 1, 1941, under the

provisions of General Administrative Order No. 15, the Fish and Game

Administration was reorganized as an independent unit under the

Department of Agriculture and Commerce and renamed the Division of

Fisheries. The functions pertaining to forest fauna and grazing was

returned to the Bureau of Forestry and those of the Division of Zoology to

the Bureau of Science. The Divisions of Fisheries as a special division

under the Department of Agriculture and Commerce functioned up to

the outbreak of the war in 1941. During the early days of World War II,

the Division of Fisheries was fused with the Bureau of Forestry and then

known as the Bureau of Forestry and Fishery. In the latter part of

Japanese occupation, however, the Division of Fisheries was converted

into an independent office known as the Bureau of Fisheries. Taking

cognizance of the increasing importance of effectively administering and

conserving fisheries and other aquatic resources and in efforts to

rehabilitate the devastated economy brought upon but World War II, the

Congress of the Philippines enacted Republic Act No. 177 creating the

present Bureau of Fisheries which took effect on July 1, 1947. The

Division of Fisheries and all sections, field districts, experimental

stations and all activities and agencies of the National Government

connected with fishery work have been incorporated in the Bureau of

Fisheries. As organized on July 1, 1947, the Bureau of Fisheries had

seven functional divisions, namely, (1) Administrative Division, (2)

Division of Fish Culture and Fisheries Biology, (3) Division of Commercial

Fisheries, (4) Division of Fisheries Technology, (5) Division of Licenses

and Regulations, (6) Division of Investigation and Inspection, and (7)

Philippine Institute of Fisheries Technology offering a 2½ year course in

fisheries on collegiate level. Subsequently, branches of this Institute

offering a 4 years’ secondary course in fisheries were established in the

following seven provinces: Samar, Cebu, Albay, Iloilo, Zamboanga City,

Antique and Batangas.

The entire Philippines was divided into 10 fishery districts with a District

Fishery Officer as head of each District. The headquarters of the fishery

districts were located in strategic places in the different fishing regions

as follows; Fishery District No. 1-Aparri, Cagayan; 2-Dagupan City, 3-

Manila; 4-Naga City; 5-Catbalogan City, Samar; 6-Iloilo City; 7-Coron,

Palawan; 8-Cebu City; 9-Davao City and 10-Zamboanga City.Under the

reorganization Plan No. 30-A reorganizing the Department of Agriculture

and Natural Resources as implemented by Executive Order No.216,

dated November 17, 1956, the Bureau of Fisheries was reorganized

again effective January 16, 1957 such that functional divisions of the

Bureau had been reduced from seven to five, namely, (1) License

VISION

and services contributing to the nation’s food security by having 20% fish

surplus and improving fisher folk’s quality of life by 2030.

To protect fisheries and aquatic resources and empower

stakeholders to improve productivity.

DAILY ACTIVITIES UNDERTAKEN

PFO-PROVINCIAL FISHERIES OFFICE

Day 1 (July 6, 2022)

AM

On our first day of duty, on BFAR, Hamtic we introduced ourselves

to the staff’s and director of the BFAR. Afterwards we orientation about

the rules and regulation such as to always follow the instructions of the

superiors, the type of clothes to wear and the different facilities that can

be used. We do also a pre-test an have a discussion after the discussion

Mrs. Rowena E. Langga and other Staff in PFO she tours guide with us

the whole area of the BFAR we discovered the different areas and section

of the station to be a familiar with the places where we will have

assigned. Specially, went to the breeding ponds, breeding tanks,

aquaponics and vermiculture.

In the afternoon, we cleaned the office of the BFAR afterwards,

we packed a copper nails that can be distributed to the local fishermen

who have been affected by the typhoon Odette last December 2021.

Day 2 (July 7, 2022)

Second day, we Lectured about the Special Area for

Agriculture Development programs (SAAD) and the BFAR fisheries

Scholarship program (BFAR-FSP).

In the afternoon, we attended the zoom meeting about “Disease and

Epiphytism in farmed Eucheumatoids in the Philippines and its impact

to annual production.

Day 3 (July 8, 2022)

AM

Third day, another lectured about Municipal Fisherfolk Registration

System and Orientation on BFAR PFO-Antique Programs and Projects.

After the lecture we conduct a quiz to test our knowledge on what did we

learn on that certain lecture.

In the afternoon, we attend zoom meeting which is the continued

about Seaweeds Code of Agriculture Practices.

Day 4 (July 11, 2022)

Fourth day, we Lectured about Fisheries Law

Enforcement, orientation fish traders and industry stakeholders on the

detection of fishery products caught by explosives, boat admeasurement

and boat registration system, municipal fishing vessels and gears

registration.

In the afternoon, we practice on how to measure a boat.

Day 5 (July 12, 2022)

Fifth day, we attend webinar about the following:

-Sampling protocol and NSAP forms

-Length measurement and reproductive biology

-Invertebrates taxonomy

-Small pelagic and large pelagic /oceanic

In the afternoon, we continued

Day 6 (July 13, 2022)

Sixth day, we taken exam about fishing gears classifications, parts

of boat needed on admeasurement. Afterwards we lectured about Legal

Forms and Plotting of vessels position at sea and rare, threatened, and

endangered species.

In the Afternoon, we encoded all fishing registered boat.

Day 7 (July 14, 2022)

AM

Seventh day, we conducted a portside inspection in Maybato Sur

and San Angel, in San Jose Antique Together with law Enforcement
Staff

regarding to their license and interviewed to the owner of the fishing

vessel.

In the afternoon, we cleaned the surroundings outside in the office

afterwards we encoded some important details about the aquaculture


data

base.

Day 8 (July 15, 2022)

AM

Eighth day, we conducted Market Inspection and Price Monitoring of

Fish in Malandog Hamtic Public Market. Afterwards, we discussed our

observations about the different kind of species that are not allowed to
sell

on the market like sharks and manta rays. Lastly, we attended the
lecture

about cooperative organizing together with ma’am Aileen Necor Garcia.

In the afternoon, we continued our lectured what we started in the

morning.

Day 9 (July 18, 2022)

AM

Ninth day, we have taken Exam about cooperative organizing and

lecture about understanding of mammal stranding.

In the afternoon, we tackled also another topic about The Philippines

Fisheries Code of 1998(RA 10654). We do practice on how to fill-up the

certain form of violation requirements.

Day 10 (July 19, 2022)

In our last day, we’ve been assigned in Provincial Fisheries Office

(PFO), we practice on how to fill-up the form about the Inspection

checklist, Boarding Certificate, Notice of violation, Apprehension


Report,

Receipt of Seized Fish Fishery Products, Receipt of other Seized Items

and Notice of Disposal Seized Fish. When there was a fisherman boat

caught and against the law that’s don’t’ have a coast guard body number

vessel registration After that we have exam about the Philippines

Fisheries Code of 8550.

In the afternoon, another lecture about Standard

Operating Procedure (SOPs). we performed role playing on how to

approach fishermen if we are law fisheries enforcer/team leader. Lastly,

we discuss also about emergency first response(PMMSN).

NSAP-NATIONAL STOCK ASSESSMENT PROGRAM

Day 1 (July 20,2022)

In our first day, we are assigned to the new (Field) National Stock

Assessment Program NSAP at San Jose Fishing Port with ma’am Jenny

Villalobos. when there is a fishing vessel arrive at fishing port and we do

an interviewed to the owner of the vessel like; no. of hours, hauls, type
of

gears, no. of crew, fishing ground, weight and name of species. and; we

measured the length of species.

Day 2 (July 21, 2022)

Second day, we went to the office to get a NSAP form.

TOS- TECHNOLOGY OUTREACH STATION

Day 1 (August 3, 2022)

Another new schedule our duty which is TOS Technology Outreach

Station, first day, ma’am Rowena E. Langga she discussed orientation

about TOS projects and freshwater tilapia hatchery operation and

management. Afterwards we have hands on we do harvest tilapia to

identifying the male and female and we cleaned the tanks.

In the afternoon, another lecture about the modified extensive


milkfish

and mangrove crab. afterwards we practiced on how to use or read

water parameter (Refractometer, pH meter, D.O. meter).

Day 2(August 4,2022)

Second day, at 8am, we fed the milkfish fingerlings and milkfish


brood

stock and we did the monitoring of water parameters (pH, refractometer,

D.O. meter, secchi disc) in NP1 and GP1.

In the afternoon, at 3pm we fed again the milkfish fingerlings and

milkfish brood stock. After fed we have a lectured about modified

extensive milkfish culture and mangrove crab culture. After discussed,

Ma’am Langga she gave a quiz game about what we studied.

Day 3 (August 5, 2022)

Third day, Ma’am Rowena E. Langga she discussed about


Aquaculture

Engineering and GAqP. Afterwards, we harvested tilapia fry in the tank

put crab pot with bait inside in the pond to catch king crab. Uncle

This was the last day, of our OJT Training. we presented the

activities we had undertaken and the lessons we had learned during the

training in the BFAR Hamtic.

In the Afternoon, we celebrated a graduation day during our OJT.

Malandog,

Hamtic, Antique. The training activities that we have conducted w had

various lectured by the staff, we’re transferring of brodstock of tilapia,

monitoring of water parameter such as temperature, salinity, dissolve

oxygen and P.H. cleaning of tanks, counted of tilapia fry and milkfish,
and

lastly, we monitoring of different landing sites, price monitoring of fish at

Malandog public Market, feeding of milkfish fingerlings.

Problem Encountered During OJT

Problem Encountered During my OJT is all about the money

allowance. I didn’t eat breakfast sometimes because we have an very

early morning duty and our gas stove also become empty. there’s also

time that we encountered lack of rice supply. During rainy days we

experience some trouble on how we duty because of the flood in the road

we encountered from our boarding house going to BFAR office vice versa.

Recommendation

University of Antique -TMC is recommended to the future OJT’s.

They can give full support to the trainees for free. They can impact a lot

of knowledge in Aquaculture organic farming of freshwater and Marine

species.
