    RESOLUTION ACKNOWLEDGING PUNONG BARANGAY ERNESTO M.


    ESTEBAN TO TRANSFER THE SANGGUNIANG KABATAAN FUND
    AMOUNTING (AMOUNT) BASED ON THE CERTIFICATION OF
    OUTSTANDING BALANCES OF SK SHARES AS OF (YEAR/DATE) FROM
    MUNICIPALITY OR LAUR ACCOUNTING DEPARTMENT

    WHEREAS, Republic Act 10742 also known as “SK Reform Act of 2015”


    Provides for the establishment of Sangguniang Kabataan. Its main purpose is to
    afford the youth a medium to effectively express their views and opinions and to
    participate in barangay governance. In order to fulfill its mandate to uplift the
    general welfare of youth, it should assume the role as active, supportive and
    participating partner of the government in formulating programs, projects,
    strategies and other initiatives. It is provided with powers and resources to
    become partners in nation-building;

    WHEREAS, in accordance to the above provision of the law, “ten percent


    (10%) of the general fund of the barangay shall be set aside for the Sangguniang
    Kabataan. The Sangguniang Kabataan shall appropriate the SK funds in lump-
    sum which shall be disbursed solely for youth development and empowerment
    purpose;

    WHEREAS, Section 20 (b) of RA 10742 provides that the Sangguniang


    Kabataan shall have financial indepedence in its operations, disbursements, and
    encashment of their fund, income and expenditures. As such, the SK funds shall
    be deposited in the name of Sangguniang Kabataan of the concerned barangay
    in a government-owned bank;

    WHEREAS, based on the DBM-DILG-NYC Joint Memorandum Circular


    No. 2019-01 Paragraph 3.2.1 stated that “The SK funds shall be automatically
    released by the barangay to the SK and shall not be subject to any lien or
    holdback that may be imposed by the barangay for whatever purpose;

    WHEREAS, the Municipality of Laur Accounting Department issued thet


    Certification of Outstanding Balances of SK Shares of Barangay San Felipe
    as of (date/year) and it states that the Sangguniang Kabataan of Barangay San
    Felipe has an accumulated share amounting AMOUNT;

    THEREFORE, on motion of Kagawad Nancy D. Fernandez, duly


    seconded by Kagawad Rosebelt B. Lapitan;

    RESOLVED, the approval of “RESOLUTION ACKNOWLEDGING


    PUNONG BARANGAY ERNESTO M. ESTEBAN TO TRANSAFER THE
    SANGGUNIANG KABATAAN FUND AMOUNTING (AMOUNT) BASED ON THE
    CERTIFICATION OF OUTSTANDING BALANCES OF SK SHARES AS OF
    (YEAR/DATE) FROM MUNICIPALITY OR LAUR ACCOUNTING
    DEPARTMENT”;

    RESOLVED FURTHER, the Barangay Treasurer is hereby authorized to


    issue a bank check payable to SK BRGY. SAN FELIPE LAUR;

    RESOLVED FINALLY, to submit copies of this resolution to all concerned


    for their information, guidelines and favorable action in this matter.
