ENDING TERRORISM AND INSURGENCY

Part I. Introduction

Peace is such a subjective term that anyone might define. From a perspective of a
child, peace might be described as having a life in comfort. A situation where there can
be no problems with sustaining their needs and wants. While for the peacekeepers, they
look into a broader and larger scale of the spectrum. This term is as heavy as it equates
to its end result. For them, peace is a state where a nation has no war. Hand in hand
with it is the fact that they will be in the frontline to make it realized. Their lives are at
stake to realize their sworn oath which is to achieve peace for whatever cause. For this
is not only for the present concern but also for the future generation’s sake.
For a time, Philippines have been fighting with the communist armed group to
achieve peace and order. There have been numerous records accounted to maintain
the good relationship of the government and the insurgents. However, worst just keep
banging the doors of government. Based from the video, it states that five
administrations have sustained the harmonious relationship with the communist but only
during this present administration they have finally exposed their sharp teeth and claws.
This has brought attention to Duterte’s administration to focus on this matter with
urgency. Being one with the government’s move to end armed group conflict is also our
utmost concern. The Bureau of Fire Department joins the cause of abiding the
Executive Order No. 70 of Pres. Rodrigo Duterte. The whole-of-nation approach shall
be exemplified and embodied through us.

Part II. Content

Summary
The whole content of the video primarily focuses on the topic of terrorism and
insurgency. For more than 50 years, Philippines have struggled its aim to maintain
peace and eliminate conflicts. Youth and the indigenous people have been emphasized
to be one of the targets of the insurgents, instilling to them that they understand their
torments better than the government. In addition, their advocacies have influenced them
to be against the administration.

 One important aspect to highlight however is the effect of this armed conflict on the
development and growth of this county. The attacks, destruction of establishments and
threatening the investors are already a loss to our socio-economic growth. This
magnifies the problem that brought it face to face to the administration’s immediate
action. The executive no. 70 was crafted in pursuit to end the problem. This involves all
the government units to be one with advocating peace and maintaining order through
their programs. From the smallest unit of barangay, municipal, regional and national,
they are involved within the scope to implement what is being stipulated in the executive
order.

Thesis Statement
The bold move of the government to end peace talks and resort to other
intervention was a gamble for Duterte’s administration. From the 5 years they have
seen the effectiveness of peace talks, but Pres. Duterte’s realization has proved that
tolerating their act and still being at threat to their attact is tantamount to ineffective
achievement of peace. In President’s words, “I conclude sometimes I am almost
tempted to conclude that peace might not be able to come to our lifetime… and I will
persist in my goal of attaining peace to the last day of this administration.” he firmly
believes that his administration can do better than peace talk. He strategized a plan
where the cabinet members were tapped to make this Executive Order No. 70 a
successful one. The involvement of all the local government units and the other
government agencies was the best plan I dare say. As the saying goes ‘in unity there is
strength’ this endeavor of the government shall flourish from the helping hands of the
whole country.

Reaction
The whole video was indeed a realization to any viewers that the pressing issue of
insurgency and terrorism is everyone’s problem. That is why the involvement of every
agency and even the smallest unit of government officials are being tapped to be one
with the mission. The attacks, threat to investors and manipulation of the youth are
already a huge disadvantage to the national growth. Instead of proposing solutions that
can further improve the system, they are creating greater damage through violence.
This is already a huge problem what more when the next generations shall come.
The Secretary of TESDA gave the most compelling statement that would
support the executive order. Their project to involve the indigenous people in livelihood
training and other skill training was solid evidence that the mission is now being put into
effect. Through everyone’s effort, all the lefties and insurgents shall be at peace with the
government.
Application
Executive Order No. 70 also known as institutionalizing the whole-of-nation
approach in attaining inclusive and sustainable peace, creating a national task force to
end local communist armed conflict, and directing the adoption of national peace
framework shall serve as our department;s guide to further realize the promise of

Duterte’s administration. Sustainable peace is indeed what we in our department can
enthusiastically provide. The Bureau of Fire Protection is one with the government in
providing and safeguarding peace among the locality and the whole nation itself. Our
honest service to provide programs like information dissemination and awareness
campaigns shall be of benefit to the cause for I believe that quality service is what the
insurgents crave. Moreover, by simply abiding by the laws shall be a reflection of a true
public servant. Lefties throw so many generalizations in which we cannot blame
because others can dare to stain their hands with dirty deeds. They often misjudge
some departments because of their loopholes and corruption issues which have been
proven to be true. That’s why I have faith that we shall put to end communists armed
conflict by through improving ourselves and the whole departments shall follow.

Part III. Conclusion

This statement from the video “Pangkalahatan at pangmatagalang kapayapaan” is
a very powerful promise that the peace we desire is no longer a far fetch. Through the
government’s efforts and the oneness of the departments, we shall put this problem to
an end. It is everyone’s effort and it will be everyone’s gain. When this ends, we can
already focus on the improvement and modernization to make this country elevate from
poverty. This will be a sigh of relief knowing that everyone can have a glimpse of peace.
