Such demands have indeed been placed by several other industries including in several value chains of the chemical industry. It comes
from a mistaken belief that most travails can be corrected by building walls of protection and through doles from government. Neither is
sustainable nor desired, except as stop-gap measures!
While there is merit in some of the demands, others are absurd or impractical. They seem to be a counter to pressures on the government
to raise import tariffs on polymers on the premise it will improve the likelihood of new manufacturing capacity coming up in the country.
In any case, given the multiple demands on the government’s resources, not much will come from the plea for fiscal support.
There is also no denying that these are challenging times for the plastic processing industry. Prices of some polymers – notably polyvinyl
chloride (PVC) – have seen a sharp escalation in recent months, attributed to tightening in supplies as well as increase in freight rates. The
Indian market for PVC is coupled to international ones, as close to half of local demand is met by imports. Consequently, prices in the local
market track global or regional trends. To expect tariffs to be tweaked every time prices change is neither desirable or practical. In any case,
there are seldom any calls for raising tariffs when prices fall!
Having said that, there is indeed a case for relooking at the duty levied on PVC, as requested by the associations. While the basic cus-
toms duty on most polymers is pegged at 7.5%, PVC has been singled out for 10% duty for reasons that are not very clear. If the idea is to
encourage investments in the PVC value chain – covering the manufacture of ethylene dichloride (EDC), vinyl chloride monomer (VCM), and
eventually PVC itself – that has not worked – at least till now. Despite a growing market for the resin – driven by strong demand for pipes &
fittings (including agricultural pipes) – and imports crossing the 1-mt mark, no PVC plant is on the drawing boards even amongst the several
petrochemical projects being considered by incumbents and new entrants.
Enabling investments
There are several levers that can be pulled to attract investments – local and foreign – but sadly import duty gets all the focus. Far
more important is to create the enabling infrastructure and ease the regulatory hurdles that are notoriously hard to navigate, particularly for
chemical units that face tight scrutiny.
The government is now in the midst of finalising a Production Linked Incentive (PLI) scheme for chemicals and related products, as it
has done for drugs, medical devices and a host of other industries, and this will not tread on toes like indiscriminate tariff hikes will. The
process of selecting products that qualify for support under the scheme is still under discussion (with all of the attendant lobbying), and it
will come as no surprise if a couple of polymers make it to the list.
In this clamour for progressively higher duties in a value chain, it is relevant to point that there is value-addition that comes from process-
ing virgin (or recycled) plastic raw materials into plastic goods, and the higher applicable tariff is levied on this larger value.
Reviewing FTAs
The associations are on a firmer ground in asking for a review of the several Free Trade Agreements (FTAs) India has signed up for. They
are right in claiming that these agreements have failed to give India the enhanced access to foreign markets, even as they have opened up
India’s to duty-free (or low duty) imports.
While it will not be practically feasible for India to scrap agreements that it willingly entered into, there are provisions within the FTAs
to relook at the tariff structures as part of a review processes and this should be done. The government, on its part, should engage much
more proactively with industry bodies when reviewing these treaties (or entering into new ones), as done with the Regional Comprehensive
Economic Partnership (RCEP) that India chose to ultimately keep out of, largely on concerns that it would give Chinese businesses an unfair
advantage in the Indian market.
Mandating standards
The plastics processors have also called for the government to desist from enforcing mandatory BIS standards on imported raw mate-
rials, and there is merit to this argument too.
Standards have some relevance – specially to ensure consumers are not saddled with poor quality or, in a worst-case scenario, harm-
ful products. But, as the plastic processors allege, standards are now being weaponised as non-tariff barriers to keep out competition. In
the plastics raw materials industry, enforcing BIS standards is a pointless exercise, as most polymers are made through well-established
technologies licensed by a few but operated by many. There is really nothing to distinguish by way of quality between a polypropylene resin
produced by one vendor in China and another in India, save for variation in molecular weight, functionality and properties – all of which are
as per consumer preference.
There are concerns that rejects, poor quality recyclates and wastes may be dumped into the Indian market, but there are provisions in
international law to prevent such unlawful activities. No point taking a sledgehammer to nail this problem!
In short, quality standards are now being used as a tool to keep out even healthy competition. The consuming industries – in this case
the plastics processing industry – have cause to complain.
Fiscal support
Another ask of the plastics industry is the creation of a TUF for enabling its modernisation. There is no denying of the need for moderni-
sation and consolidation, so as to improve product quality and reliability, and to benefit from economies of scale. As per the All India Plastic
Manufacturers Association (AIPMA), the leading association of the industry, the plastics processing industry in India today comprises of more
than 50,000 micro and small units, employing close to 5-mn people. The vast majority lack the resources to improve on their rudimentary
operations, say, by bringing in some level of automation in operations. Alongside these a few thousand units that operate at a larger scale,
churning out products that meet more exacting industrial and consumer demands. The challenge is to narrow the gap between the two lots
by uplifting as many from the former as practically possible.
This industry structure is not very different from that prevalent in the Indian textiles industry, so there is some justification for making
the plea. But given the multiple demands on the government’s resources not much will likely come from it.
