PERTINENT INFORMATION
The meeting started at 2:15 pm at the TECHPRO AZ GLOBAL LINKS OFFICE located at No. 9
Dawaki road, Nassarawa GRA, Kano state in the presence of ;
To also remind the farmers that it is a loan that needs to be paid back not a grant.
HIGHLIGHTS:
At the start of the meeting, Techpro Az global links shared their EOP with every member well
represented (copy attached)
The Director of TECHPRO AZ GLOBAL LINKS, Dr. Abel Ozigi welcomed everyone to the
meeting and handed the meeting over to the CBN representatives.
Alh Aminu of the CBN admonished all farmers well represented that the loan is to be paid

back and not a grant nor giveaway.
Following that Aminu of the CBN asked the prime Anchor how they intend to run the program
and monitor closely given the number of hectares (13000).
The measures put in place to ensure that the right inputs get to the right farmers on time.
In response, Mr. Abel Ozigi said that the farmers have been shared into clusters and that they
currently have 52 clusters. He also said that they will work hand in hand with the cluster heads
to monitor the collection of inputs and distribution to the individual farmers.
Dr Abel pointed out that the various units(the farmers) all have numbers of the farm managers
of TECHPRO AZ, in case there is any issue that needs to be tackles they are to call
immediately.
Aminu of the CBN said this is a business that needs careful management. He said whatever
measures they are putting in place as regards this project should focus on how to get their
money back, and they can only get their money back if the all the inputs get to the right user
and its used properly.
Dr Abel reacted quickly to the above advice give by Aminu by saying that instead of relying
on the cluster heads they will reach the individual farmers directly for close monitoring.
Kingsley of keystone bank suggested to the prime anchor of another way they can monitor the
distribution process by saying; since the inputs will be collected by the cluster heads and
distributed to the individual farmers, there should be a template designed which will
accommodate all participating farmers, whosoever collects any input should append his/her
signature that “ I have collected this number of inputs on this date”. This should be done on
daily basis.
Dr Abel bought the idea and said it will help the in checking and balancing the whole process.
He said it will be done at the farm location office.
Aminu gave the suggestion of incorporating the traditional leaders (mai anguwar) in the
process. This is because the Mai Anguwar know all their farmers and farms and the farmers
can lay their complains to the mai anguwar.
Dr Abel responded quickly to the suggestion by saying that the HAKIMI is actually the one
managing all the cluster heads, he said that the HAKIMI is their chief guarantor in the entire
transaction.
Kingsley of keystone bank asked how many clusters the prime anchor has and how many
farmers per cluster. In response Dr Abel of TECHPRO said they are looking at 100 farmers per
cluster.
Aminu of the CBN advice that the prime anchor should take a good size they can be able to
monitor in cluster.
Aminu of CBN asked the Prime anchor how they did their farmers selection.
Dr Abel responded by saying that the farmers selection was based on the inputs and the
product delivery because they had to do demographic check on what the farmers have been
doing before now before they did the selection of their locations for farming so with that they
could find out about those that have delivered in the past and those that did not. This is to
enable them know people they can walk with.
Aminu asked about account opening.
Abdulmalik Salisu responded that they have started uploading names of farmers and thet they
have 13000 uploaded so far.
Aminu asked if all they farmers they uploaded have fulfilled the obligations and in response to
that question Abdulmalik Salisu said farmers who do not fulfil the obligations cannot pass the
portal.
Dr Abel Ozigi said the about 60% 0f the program is mechanized.
Aminu suggested that there should be synergy between the Abuja keystone branch and kano
branch for easy flow of information.

The prime anchor said that they have two off takers.
CBN wants a confirmation from the bank to know if the prime anchor has satisfied all the
requirements. This should be done on Thursday.

RECOMMENDATIONS
I recommend that the prime anchor should provide us with something that contains the clear
picture, phone number, name and address of all the cluster heads for easy identification (help
us communicate to them)
I also recommend that before the start of this project, please what and what are we to do,
collect, look out for? …. how do we run this project please successfully giving that we’ve not
done prime anchor since I moved to Agric Department?
