This Act, consisting of 173 articles divided into six Titles, establishes the Consumer Act of the Philippines. The policy of the State aims at protecting the interests of the consumer, promote his general welfare and to establish standards of conduct for business and industry. The State, through the Department of Health shall: Establish standards and quality measures for food, drugs, devices and cosmetics. Adopt measures to ensure pure and safe supply of foods and cosmetics, and safe, efficacious and good quality of drugs and devices in the Country. Adopt measures to ensure the rational use of drugs and devices, such as, but not limited to, banning, recalling or withdrawing from the market drugs and devices which are unregistered, unsafe, inefficacious or of doubtful therapeutic value, the adoption of an official National Drug Formulary, and the use of generic names in the labeling of drugs. Strengthen the Bureau of Food and Drugs.

Republic Act No. 10354 The Responsible Parenthood and Reproductive Health Act of 2012 informally known as the Reproductive Health Law or RH Law, is a law in the Philippines which guarantees universal access to methods on contraception, fertility control, sex education, and maternal care. The bill mandates the government to promote without biases, all effective, natural, and modern methods of family planning that are medically safe and legal. The bill calls for "multi-dimensional approach" which integrates a component of family planning and responsible parenthood into all government anti-poverty programs. The bill also mandates the Department of Labor and Employment to guarantee the reproductive health rights of its female employees. The national government and local government will ensure the availability of reproductive health care services like family planning and prenatal care.
