2 Procurement Expert Essential Qualification and Experience:
(RFP Design/Bid Process • Graduate degree in Engineering/Planning with Master’s/MBA/PGDM in management subjects or
Management) Masters in Planning/Engineering or related fields at least with 05 years’ experience in Procurement
Civil work / Equipment /Services, World bank documents, Public Procurement in social sector (Public Health,
Water, Sanitation, Urban, Rural, Health, Education etc.) under Central or State funded project and any
Procurement Certification course from recognized institute.
Desirable Experience:
• PMP certification shall be given preference.
• Proficient with MS office and web enabled IT services.
• Deep understanding of public procurement processes.
• Experience of working in Urban sector with basic knowledge on sanitation, Solid Waste management etc.
• Experience in leading a multidisciplinary team of professionals.
• Strong leadership, administration, analytical, communications, interpersonal and project management

• Responsible for providing need based Technical Assistance to staff of State / ULB and Districts.
• To prepare model procurement documents for State/ULB staff.
• Responsible for managing bids generally in response to request for proposals (RFPs) from customers, to ensure
that bids are successful at an optimum price, researching, writing and/or checking proposals,
organizing pre bids, managing budgets tracking costs and expenditure,design and implementation of PPP model.
• To act under the direct supervision of State Mission Directorate Officials / UDD Officials.
• She/he should have the ability/willingness to travel to all the ULBs of the District.

3 Documentation Expert Essential Qualification and Experience:
• Graduate degree in Engineering / Planning or Post / Mass communication / Business Administration /
Planning and related discipline with minimum 5 years’ experience in programme documentation/ Develop and
strengthening Monitoring system for different activities of office and facility management.

Subject Expert Wing


4 PPP Specialist Essential Qualification and Experience:
• Graduate degree in Engineering/Planning with Master’s/MBA/PGDM in management subjects
or Masters in Planning/Engineering or related fields.
• At least 8 years of relevant professional experience in structured finance, including hands-on experience in
originating, structuring, and executing loans and structured finance transactions for infrastructure
projects and/or hands-on experience developing and financing PPPs,including structuring and delivering
infrastructure projects with PPP components.
Desirable Experience:
• PMP certification shall be given preference.
• Regularly shares knowledge on new international best practice trends in comparator situations

5 Urban Planning Expert Essential Qualification and Experience:
• Bachelor’s / Master’s degree/ M. Plan. In Urban Planning / Architecture /Environment/ Regional
Planning/Housing/ City and Town Planning/ Urban Design with Minimum 05 years’ experience in Urban
Development / Urban Planning /Architecture / Sanitation Project Implementation in Government Sector
in Central / State Government / Development Agencies / PSUs.
Desirable Experience:
• Experience of working with ULBs in urban planning.
• Experience utilizing geographic information systems (GIS) software
• Understanding of city development wrt. Sanitation, public health etc. working with key missions like SBM (U),
Smart Cities mission, AMRUT etc.
• Experience of working in Social Sector Projects including SBM, Sanitation, Public Health, Sanitation.
• Conduct on-site investigations to determine factors affecting community development and potential decline
including land usage

• B. Tech in Environmental Engg. / Masters in any one of the following discipline’s:
Environment Science / Environmental Studies, Environmental Engineering, Environmental Planning,
Environmental Economics/Circular Economics/ Disaster Management/ Urban Planning and/ Or Environmental
Law with 05 years’ experience in relevant field.
Desirable Experience:
• Additional experience in Environment Management/Engineering/ Planning, handling NGT/CPCB/SPCB
affairs, etc.
• Responsible for preparing the drafts according to the Rules & Regulation relating to the pollution and
pollution control cases of NGT and ensuring the implementation of courts and related Tribunal orders.
• Familiarity with legislative framework of Indian Municipal Environment and PPP Projects.
7 Training /Capacity Essential Qualification and Experience:
Building Expert • Graduate degree in Social Sciences/ Engineering/Planning with 07-years’ experience of conducting
Capacity Building /Research Activity in social sector/ State Government/ Local Bodies/Resource Centres /
NGOs / Communities Or Post Graduate degree in Social Sciences/Human Resource
Management/Degree in Master Business Administration (MBA)/ Planning with 05 years’ experience of

8 ICT/ IT Application Essential Qualification and Experience:

Tech/ MCA with 5 years’ experience in IT related field specially in State Government/ Local Bodies/Resource

and resolving all IT support issues.

• Responsible for ensuring proper implementation of MIS at the ULB level,compilation of information
across the District’s ULB and submission of the same to the State level.
• Introduce the digital monitoring tools to ULBs/State in order to regularly practice monitoring of daily
activities of waste management.
• Preparation of monthly and quarterly reports and other technical reports.
• Support and assist ULBs/State in developing GIS database services.
• To act under the direct supervision of UDD Officer.
• Showcasing good urban practices through short documentary films to citizen and staff.
• Encourage the team to produce high-quality reports, maintain high standards of quality output, deliver
presentation on outputs / deliverables/reports and execute work plan to deliver project on time.

9 GIS Expert • Graduate degree in Engineering/Geography/Planning/Geoscience with Masters
in Geosciences/Planning/GIS with 5 years’ experience in managing GIS projects
• Design, develop, and implement systems and databases to access and store geospatial data
• To analyse the data with mapping software (Arc GIS, Auto CAD, etc.)
• Design digital maps using geospatial data and analyse spatial and non-spatial information.
10 Data Analyst and Essential Qualification and Experience:
Reporting Manager • BE/B.Tech. (Computer Science/Information Technology/ECE/EEE or similar)/ MCA/ MBA in IT with minimum 5
years of working experience in IT related projects.

Planning Expert with at least 03 years of experience in civil law/environmental law/commercial law work.
• Support in preparing the legal aspects of various policy notes and papers related to project work and mission as
required in DoUD from time to time. Advice on the applications, Counter Affidavits and Appeals and
Writs in mater related to various courts and tribunals.
12 Urban Finance and Essential Qualification and Experience:
Taxation Expert • Master’s degree in Engineering /Commerce/ Economics/Public Finance/MBA Finance/Chartered
Accountant from recognised university with overall 8 years
of experience in Municipal Finance / Urban Finance with minimum 03 years of experience in the Indian Debt Capital
Markets (Bond Markets).
• Experience of working on Urban finance or Merchant Banker setup.
• Must have handled at least one Municipal Bond Issuance in the last five years, either as a Merchant Banker or as a
Consultant /Advisor / post issue compliance advisor, in their previous / current assignments.• Skills to evaluate
urban infrastructure investments and helping ULBs to use a range of options for finance projects.
• Experience to advise and train staff in municipal finance, project finance and resource mobilization,
compliances etc.
• Excellent written and oral communication skills in English and Hindi.
• Excellent computer skills including MS office (Excel, Word, PPT, Access etc.),Internet, Web Based Activities
etc.
Desirable Experience:
• Advising on the strategical support on the issuance of Municipal bonds.
• Experience in leading multidisciplinary team of officials and professionals.
• Strong leadership, administration,analytical, communications, interpersonal and project management

• Submission to the State Mission Directorate / ULBs impediments to the quality and progress of the works and
remedial actions.
• Must be able to devote at least 10 working days in a month, either at the Directorate, Urban Local Bodies or at
head offices of respective Municipal Corporations.

13 Assistant Urban Finance Essential Qualification and Experience:
and Taxation Expert • CA or Bachelor degree in Commerce/Economics/Public Finance/MBA Finance/Post Graduate Degree
in finance from recognised university with minimum 05 years of experience in designing and establishing
suitable finance management system.
• Experience of working on Project finance of infrastructure projects / housing finance andBanking or
Housing Financial Institutions/Financial institution.
• Skills to evaluate urban infrastructure investments and helping ULBs to use a range of options for finance
projects.
• Must have prior experience in revenue generation projects for government/ ULBs/ State urban development
agencies.
• Must have handled at least one Municipal/State /GoI /any government Infrastructure Bond Issuance in the last five
years, either as a Merchant Banker or as a Consultant /Advisor / post issue compliance advisor, in their previous /
current assignments.
• Experience to advise and train staff in municipal finance, project finance and resource mobilization,
public private partnerships etc.

carry out surveys/analysis of large datasets in State Government/ Local Bodies/Resource Centres / NGOs.
• Maintain the inventory of the different asset classes.
• Keep monitoring the utilization of the assets and present dashboards to the management
• Plan for efficient utilization of the inventory
• Work towards monetization of the ideal assets of the UDD/Nominated Officer.
• Suggest innovative approaches to minimize the ideal inventory.
• Support in implementation of assets and inventory modules through existing or new software.
