1. Scope
The following procedure provide the minimum document requirements and criteria that must be
met when supplying fleet assets compliant to DNV 2.7-1 and EN 12079 to North Oil Company
for operations on the Al-Shaheen Field.

5. Approval process
In accordance with IMO MSC / Circ. 860 approval of offshore containers must be based on both
calculations and testing, taking into account the dynamic lifting and impact forces that may
occur when handling in open seas. To address this, EN12079 requires a three-stage approval
process.
Stage 1. Design appraisal / verification
On completion any new design must be submitted to the Certifying Authority (BV, DNVGL, LR,
ABB) for appraisal / verification against the strength and technical requirements of the standard.
On completion of this assessment the Certifying Authority issues a Design Appraisals Document
(LR) or a Design Verification Report (DNVGL) which outlines the prototype testing necessary to
approve both the design and the fabrication process. Minimum testing consist of a 4-Point Test
(2.5 x R); 2-Point Test (1.5 x R); and Drop Test.
Stage 2. Type approval
On completion of the prototype testing the Certifying Authority issues a Type Approval
Certificate which allows the container type to be put into production with predetermined
inspection and witness points as outlined in the standard. As the design and fabrication have

already been assured through the prototype testing only sample testing is required during
production.
Stage 3. Offshore container certificate
On completion of production testing and thorough review of the technical dossier the Certifying
Authority performs a visually examination of each individual container and issues an Offshore
Container Certificate declaring that the requirements of EN 12079 and IMO MSC/Circ. 860 have
been met.

Certificate for Portable Tank (relevant for Tanks only) – Certificates for portable tanks
must verified by the accredited body to the requirements of the hydrostatic test and the type
approval certificate.
Information required consists of:
Inspection certificate number.
Name, address and type approval number of the accredited body conducting the
inspection.
Manufacturers serial numbers, date of manufacture.
Owner’s serial number.
Vessel details-tare mass, gross maximum & design temperature.
Conformation of pressure and leak tests conducted with dates.
Next periodic test date
Sling & Shackles Certification – These must include the minimum information of:
The “EC Declaration of conformity” detailing the owner’s details, equipment description,
identification number, certificate number, manufacture date, batch and grade numbers of
components, manufacturer of components, order number, working load limit (WLL) and angle of
lift.
The “Record of container slinging and testing” certification identify the unit (ID’s) to correspond
with sling marking shackle numbers.

Type Approval Certificate – This document must be witnessed and stamped by the
accredited body stating compliance to the relative standards and be issued to the manufacturer
by the surveyor’s office. This approval certificate is based on the prototype tested unit and has
been approved for manufacture and is valid for 4 years on date of manufacture.
As Built Drawings (Parts list and all assembly drawings required) – This will include
the full set of drawings and parts list submitted from the designers or customer the product is to
be manufactured for.
Material Test Certificates (To include 3rd party) – This includes all material certification
for traceability from the manufacturer. These must have the CE mark for the EU certificate of
conformity. These will include reference numbers to indicate that only purchased and tested
materials have been used for manufacture and can be traced through reference to the parts list.
MPI Reports – Provide all the necessary information within the reports to show results of the
weld tests carried out in accordance to the weld procedures. Information should contain
description of unit, identification numbers, and certification to the applicable standard, material
type and weld process.
MPI Technician certificate – This will be identification and certification of the inspectors
carrying out the examination tests. This should be checked for the date of issue and level of
competency for carrying out various weld examinations.
Proof Load Test Certificate – The proof load test is carried out to the requirements of the
relative standards for the manufacture of the product. A dimensional and non-destructive test
(NDT) are carried out to ensure no defects are found after the load test. The certificate should
include the product:
Identification number;
Test date;
Quantity of units in batch test;
The tare weight, Payload and Gross maximum weight and witness signatures.
Hydrostatic Test Report – The Hydrostatic test report confirms the vessel has been
inspected in accordance with hydraulic test procedure in accordance with the manufacturers
standing operating procedure. The report details should include the manufacturer’s and
customer’s identification numbers. Pressure testing should include the vessel serial number
pressure test range and date of calibration. Test report details for tanks must correspond with
the type approval certificate hydraulic test pressure. This certificate must be verified and
validated by the manufacturer and accredited body.
Leak Test Report – The leak test report is compiled by the manufacturer and must contain
the name and signatures of the issuer and approver of the test report with respective dates. In
addition the report information should include:

Dimensional Control & Manufacturing Inspection Report – This report must include
the unit type, quantity, identification numbers, approval number, order numbers, dimensional
and pad eye checks carried out by the certified authority and the manufacturer with names of
personnel and date. If batch tests are conducted only units checked should be listed.
Welding and Fabrication Record – These record sheets should contain the unit description
and number with the batch number of the welding consumables for traceability. They must have
the welders the welder’s names and ID numbers with the location of the welds so they can be
matched with the welder qualifications. All completed record sheets to be signed and dated by
the manufacturers Quality Assurance (QA) or competent person.
Final Inspection Report – Manufacturers are required to complete the Owner acceptance
inspection check as required in compliance with the Manufacturers Quality Framework (MQF).
These are to ensure the quality and functionality of the product.
Legible copies of Unit Plates – Photographs of unit data plates are required and the
information must be legible. The data plate information includes:
Design certification of the unit;
Manufacturer;
Owner;
Date of manufacture;
Gross weight and payloads;
ID number and certificate number.
Welder Qualification Record (WQR) – This test certificate gives the welder’s details and
acceptance of the examination body in performing the necessary welding process to the
required specifications. Information shall include:
Name and contact details of Manufacturer with certificate reference number;
Name and ID number of welder;
Name and verification of the examining body and reference number;
Applicable standard for reference and date of test;
Type of welded joint with details of welding such as weld size, position, number of runs;
Test piece material type, weld process, inspection and test details.

Prototype test report (If applicable) – The prototype test report will give the test
information required to determine if the unit is fit for purpose and must contain the following
information:
Manufacturer’s details and persons involved in test procedure;
Tank I.D number, description and design;
Test method and dimensional checks pre and post of load test;
Conclusion and result;
Sign off and date of approver and authorised body.
The inspection check list in the appendix section of this document is to be utilised to review and
accept or reject document packs submitted from manufacturers.
