RUGBY LEAGUE 9s BY-LAWS

THE GAME
1. Each Match will consist of two halves of (9) minutes each with a Half
Time period of (2) two minutes shall apply for all matches.

THE PLAYERS

2. A total numbers of players 15 players shall be nominated from a team


for one Match.
There shall be a total 9 players each from both teams shall be on the
field of play at any time with (6) interchange players on the reserve
bench.
Interchange shall be made on unlimited basis throughout the match
(including extra time)
A maximum 2 players shall be interchange players MUST be completely
out of the field of play before interchange player (s) can take the field.

THE SCRUM
3. Scrums be only form in the event of Double -Kick -on or a mutual
infringement. In other circumstances, play will re-start with a Hand -over
to the Non offending side.

A scrum shall be formed by (5) five players for each team. Three (3)
players in the front row and Two (2) players will be at the second row.
There shall be four (4) players of each team acting as backs.

The Non -offending team shall have the loose head and feed. The half
back of depending team must take up position of the same side of the
scrums as the ball is being fed.
Depending players not involved in the scrum must retire 10m behind the
second row as in International Laws of RL.

KICKS IN GENERAL PLAY & PERNALTY KICKS

4. All kicks to convert every try scored is by Drop Kick in the field
opposition to the spot where the try has been scored.

In a successful 40/20 kick, play will recommence with a tap-restart by


the kicking team (20) twenty meters infield from where the ball crossed
the touchline.

When a kick had gone into a touch from a kick in the general play, the
hand -over to the Non-kicking team will be done and a tap for restart will
be taken by the Non -kicking team 10m in field opposite where the ball
has crossed the touchline.

A field Goals is worth (1) on point.

THE STARTS & RESTARTS

5. Place kicks off will be used to commence a March and to start the
second half of a match. The ball be kick in a forward direction and must
travel 10m infield and must land in the field of play.
A tap - restarts they shall take by none – scoring side taking the drop –
kick conversion must take his team as quickly as possible before the non-
scoring team can restart.

SUSPENSION & SIN BIN

6. Sin – Bin period is 5 minutes. In the event that the match is completed
within the time than the remaining minutes will carry forward and
covered in the remaining match

TACKEL COUNTS
7. A team in possession of the ball shall be allowed (4) successive play the
balls and a hand over shall occur on the fifth tackle.

THE EXTRA TIME

8. In the event of a match ending in equal score on the full time the
following process shall take place
# The Match Referee shall conduct a coin toss in accordance with the
international Law.
# After the Coin Toss the Extra time match will commence and continue
until The Winner is determined by a TRY in extra time and NOT Field
goal or penalty conversion,

THE COMPETITION POINTS


9. WIN = POINTS
DRAWS = 1 POINTS
LOSS = 0 POINTS

APPEALS

10. The tournament official shall appoint the Appeal Committee to deal
with the case of MIS CONDUCT and APPEALS in the matches

If a team wish to appeal on any other grounds, an appeal field


determined by the tournament official shall be paid to the committee
prior to the appeal being heard by the Appeals Committee.

All Appeals must be in writing stating the details of the evidence and
facts and immediately given to the Appeals Committee before the
competition ends for the days.
MISCONDUCT
The reference shall have the power to dismiss a player from the field of play
for Dangerous play Repeat Breach of the Law of the Games and Misconduct
