Re: Checkpoint Site Selection

We are pleased to submit our response to the RFI for Project Checkpoint
(424601). LaPorte County leadership is aligned and prepared to execute what is
necessary to secure your investment in LaPorte County, Indiana.

Below is an outline of our programs and timelines to deliver on what is indicated in this
letter.

Location: The LaPorte County location meets all your site requirements, has on-site
utilities, and can be upgraded as necessary to facilitate your project. The area is in an
attainment area and is zoned M-2 Heavy Manufacturing.

GREENFIELD LOCATION SECURE

Available: Up to 573 acres are available today for your


project.

Rail Served: CSX, CN and South Shore Freight on-site.

Utilities: On-site

Secure: Location is withing former Kingsbury Arsenal


(8,000 acres)

Transportation: Property is adjacent to Hupp Road that


connects to US-35 and US-6 highways.

Highways make connections to I 80/90 (13


miles) I 80/94 (15 miles) and US 30 (12 miles).

The property will be included as part of the incentive package.

Property: Cost included in incentive package 30 days to


close/after Project Checkpoint due diligence has
been completed.

Project Financing Support: The County is prepared to offer and execute any one of the
following local property tax benefit programs. In general terms, the County leadership is
prepared to either utilize property taxes paid to finance your buildings and improvement
or provide property tax abatements for both your real estate and machinery and
equipment.i

Infrastructure: $10 MM
Upon execution of Development
Agreement.

Campus Electricity: LaPorte County will underwrite


and capture facility property taxes
for the construction of an on-site gas
turbine generation facility as an
alternative to existing electrical
provider.

Workforce Development Training Support: $1MM upon completion of the


Development Agreement.

Recruitment: LaPorte County will help with


employee recruitment, screening,
and application processing.

Please be advised that LaPorte County is obligated to follow all incentive award
processes set forth in the Indiana Code. Additionally, LaPorte County may at your
request, maintain confidentiality regarding this project and your site search and can
execute a non-disclosure agreement as part of any additional site due diligence prior to
the need for public action on this project.
