    EXECUTIVE ORDER NO: 03-2019


    ORGANIZATION OF BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AUXILLARY TEAM (BAT)

    WHEREAS, pursuant to DILG Memorandum Circulars Nos. 98-227, 99-226, 2001-90, 2003-131, 2004-07,
    2012-094, 2015-63 and DDB Board Regulation No.3, series of 2017all pertaining to the creation, reorganization,
    strengthening and revitalization of local anti-drug abuse councils in all levels of the government;

    WHEREAS, it is the paramount concern of the Barangay to maintain peace and order and to effectively
    curb the proliferation of dangerous drugs and other similar substances;

    WHEREAS, Chapter IV, Section 391, Paragraph 20 of Republic act No. 7160 or the Local Government
    Code of the Philippines mandates that Barangay shall adopt measures towards the prevention and eradication of
    drug abuse;

    NOW THEREFORE I, IGNACIA L. CUEVAS Punong Barangay of Antonio Luna, city of Cabadbaran by virtue
    of the power vested in me by law, do herby order the organization of the BADAC Auxiliary Team (BAT)

    Section 1. Organization of BADAC Auxiliary Team (BAT) – Each BADAC in all local government units shall
    create a BADAC Auxiliary Team which shall be composed of 25 members in every (2,000) population of
    the Barangay. All members of the BAT should be residents of the Barangay with good refute for probity
    and integrity;

    Section 2. FUNCTIONS -
    The following are the functions of BAT:

    1. Identify and report to the BADAC, drug dependent cases, and/or suspected
    pushers/illegal drug laboratories in his/her area.

    2. Assist in the conduct of information campaign against illegal drugs and its negative
    consequenses.

    3. Help facilitate in the preparation and distribution of information materials in


    collaboration with the school, neighborhood association, etc.

    4. Initiate the conduct of neighborhood activities to prevent drug addiction in his area of
    operation especially among children and the youth.

    Section 3. REPEALLING CLAUSE


    All Executive Orders, rules and regulations or part thereof which are inconsistent with this
    Executive Order are hereby repealed, amended or modified accordingly.

    Section 4. SEPARABILITY CLAUSE


    If, for any reason or reasons, any part of this provision of this executive order shall be
    unconstitutional or invalid, other part or provisions thereof which are not affected thereby shall
    continue to be in full force and effective.

    Section 5. EFFECTIVITY
    This Executive Order shall take effect immediately.

    Done this 10th day of July, 2019 in Barangay Antonio Luna, City of Cabadbaran.
