EXECUTIVE ORDER NO. 2022-11

ESTABLISHING THE BARANGAY KASAMBAHAY DESK, DESIGNATING A


KASAMBAHAY DESK OFFICER AND PROVIDING HER DUTIES AND
FUNCTIONS.

WHEREAS, Rule IX of the Implementing Rules and Regulations of the RA 10361, otherwise
known as “Batas Kasambahay,” provides for the registration system for Kasambahay, and
that Section 1 thereof requires every employer to register a Kasambahay under his/her
employment in the barangay his/her barangay his/her residence is located;

WHEREAS, DILG Memorandum Circular No. 2013-61, or the Guidelines on the Barangay
Registration of Kasambahay pursuant to RA 10361, enjoins all Punong Barangays to initiate
the conduct of registration of all Kasambahay within their jurisdictions and to require every
employer to register his/her domestic worker under his/her employment in the Kasambahay
Masterlist (Registry of Domestic Workers);

WHEREAS, the Implementing Rules and Regulations and Registration Guidelines also
require continuous registration of Kasambahay at the Barangay Kasambahay Desk; and

WHEREAS, it is imperative to establish a Kasambahay Desk of the barangay in order to


carry out a continuous registration system of Kasambahay and such other pertinent activities
required for the implementation of RA 10361;

NOW THEREFORE, I, ROMEL S. RANAY, Punong Barangay of Brgy. #10 Estancia,


Pasuquin, Ilocos Norte, by virtue of the powers vested in me by law, do hereby order:

Section 1. Establishment of a Barangay Kasambahay Desk. There is hereby established in the


barangay a Kasambahay Desk headed by a Kasambahay Desk Officer.

Section 2. Designation of Barangay Kasambahay Desk Officer. Barangay Kagawad


ELIZABETH L. PALALAY, who has general jurisdiction over matters relating to labor and
employment of the Sangguniang Barangay is hereby designated as the Barangay Kasambahay
Desk Officer.

Section 3. Responsibilities, Duties and Functions. The Kasambahay Desk Officer shall
perform the following responsibilities, duties and functions:

(a) Manage the Barangay Kasambahay Desk;


(b) Conduct continuous registration of Kasambahay in accordance with the
registration forms and the procedures prescribed by the Registration Guidelines
and maintain the Kasambahay Registration Masterlists;
(c) Render reports of the registration of Kasambahay to the PESO based on
prescribed schedules and forms;
(d) Propose ordinances, resolutions and activities that support the protection and
welfare of Kasambahay;
(e) Initiate the proper generation, allocation and utilization of funds for the
implementation of the Batas Kasambahay in the barangay; and
(f) Monitor any form of abuse of Kasambahay in the barangay and report to proper
authorities for the appropriate actions.

Section 4. Barangay Kasambahay Desk Office. Pending the provision of a permanent office
space, there shall be allocated space at the Barangay Hall to serve as Kasambahay Desk
Office to be provided with basic office facilities, such as a table labelled as Kasambahay
Desk, chairs and cabinets for its records and reports safekeeping and maintenance. For this
purpose, the Kasambahay Desk Officer shall adopt its official schedules to accommodate
clients.

Section 5. Maintenance and Operating Expenditures. The amount needed for the maintenance
and operations of the Barangay Kasambahay Desk shall be charged from any available funds
allocated for Gender and Development (GAD) Programs: Provided, That for the ensuing
years, its plans and budget shall be included in the consideration of the annual budget.

Section 6. Effectivity. This order shall take effect immediately.

DONE this 18th day of December, 2022 at the Barangay Hall of Barangay #10 Estancia,
Pasuquin, Ilocos Norte.
