ABSTRACT
ESTABLISHMENT - Municipal Administration and Urban Development Department – Fixation of

accountability and responsibility at all levels in the Urban Local Bodies - Orders - Issued.

Government have examined the issue relating to fixation of accountability and responsibility
in the Urban Local Bodies.
Government hereby direct Director of Municipal Administration to fix responsibility and

accountability to the following levels:
Property tax:
Bill Collector, Revenue Inspector and Revenue Officer shall be made responsible for 100% collection
of taxes and non-taxes. Further they shall be made responsible for prompt remittance of the collected
amounts into the Municipal Treasury and a certificate from all the levels shall be taken once in every
month that all the properties including vacant lands are assessed properly and also for prompt
remittance.
Municipal Commissioner shall be made responsible for over all performance of tax assessment as
well as collection of taxes.
If any non assessment of property or under assessment is noticed severe disciplinary action need to be
initiated on all the officials concerned with tax collection.
If interest is not collected on belated payments, steps to be taken for recovery of the amount so lost
from the Bill Collector, Revenue inspector and Revenue Officer.
Misappropriation cases shall be sternly dealt with.
Incentives like additional increments to be given for good performance.
Collection of lease amounts from lessees of Markets, Slaughter Houses, Usufruct of trees, shop rooms
etc
Revenue Inspector and Revenue Officer shall be made responsible for prompt recovery amounts and
for taking prompt action against defaulters.
Municipal Commissioner shall be made responsible for slackness in supervision.
Water Supply
Municipal Assistant Engineer (water supply), Meter Reader and Tap Inspector shall be made
responsible for prompt assessment as well as collection of user charges from all the domestic Taps.
Fitter, Assistant Engineer (water supply), Municipal Engineer shall be made responsible for supply of
potable drinking water as well as for prompt arrest of pipeline leakages.
Execution of Works
Assistant Engineer (public works) / Deputy Executive Engineer / Municipal Engineer shall be made
responsible for proper quality of works
Street Lighting
Lighting Superintendent, Assistant Engineer. Municipal Engineer shall be for Proper burning of
lights and replacement of fused off bulbs, tubes etc
Sanitation
Sanitary Maistry, Sanitary Inspector, Sanitary Supervisor, Municipal Health Officer shall be made
responsible for up keep of sanitation in the Municipal Areas, and Municipal Commissioner case of his
failure to supervise
Implementation of prevention of food adulteration act.
The Sanitary Inspector who is performing the duties of Food Inspector and Municipal Health Officer
should be made responsible for reaching the targets fixed in lifting the sampies
Town Planning
Town Planning Building Overseer / Town Planning Supervisor, Town Planning Officer shall be made
responsible for ensuring all the building constructions strictly as per approved plans, for prompt
disposal of building permissions and taking effective action on unauthorised constructions and
deviations to sanctioned plans. Weekly targets will be fixed at each level.
Town Planning Supervisor in case of assessment & collection of Advertisement Tax and Town
Planning Building Overseer in case of collection of encroachment fees, and also both in case of
collection of BRS amounts, and Town Planning Officer in case of all above shall be made responsible
for proper discharge of above functions. The Municipal Commissioner also shall be made responsible
for proper supervision.
Stern disciplinary action against the concerned Town Planning Officials, if Unauthorised construction
is noticed.
Preparation of Accounts & Audit
The Assistants dealing with Accounts, Accountant shall be made responsible for prompt preparation
and submission of Monthly Accounts, Annual Accounts and also for the preparation and submission
of replies to the Audit Objections and the Municipal Commissioner in case of failure to supervise.
Education
In case where Educational institutions are under the Control of Municipalities. Head Masters, School
Supervisor shall be made responsible for their proper functioning.
The Director of Municipal Administration, Hyderabad is requested to take necessary action in the
matter.
