INTRODUCTION
The picture shows the map of barangay San Miguel where the school located. It can be gleaned that
the school is along the highway or main road.
I. OBJECTIVES
This Contingency Plan covers Doṅa Tiburcia Carpio Malvar Elementary School, l, Sto.
Tomas North District, Division of Batangas. It focuses on Bomb Threat.
The general objectives of the contingency plan are as follows:
To ensure the protection of lives and properties in the event of Bomb Threat in Sto.
Tomas Senior High School;
To determine the immediate needs and the resources that will meet the needs in the event
of bomb threat;
To establish coordination and linkages between and among the stakeholders of Sto.
Tomas Senior High School in the event of the bomb threat.

Flowchart. This will allow us to better coordinate horizontally with other NDRRMC agencies as
B. Deactivation – when the Sto. Tomas City, Batangas Police Department declares the
premises clear and safe, the incident commander, with the approval of the school head
will request the demobilization and deactivation of the CPs, and the return to the Normal
Alert Status.
C. Non – activation – The Contingency Plan will not be activated if the Sto. Tomas City,
Batangas Police Station provides adequate support and prepares a response that is suitable
for the requirements of the affected individuals in the school.
B. Command and Control The chart below was the Doṅa Tiburcia Carpio Malvar
Elementary School’s Incident Command System of which will actively engage in the
protocol response operation of the school contingency plan.
Timeline of Response
The member of the investigation team should coordinate with the Sto. Tomas
City, Batangas Police Department once reported.
VI. PREPAREDNESS MEASURES OF THE SCHOOL
School should prepare an emergency or contingency plan with logical and chronological
steps to handle these situations and properly disseminated and oriented to all concerns.
When a school receives a bomb threat, the primary concern must be always be the safety
of the pupils and personnel. It is required to have a bomb threat response policy to ensure the
maximum margin of safety.
In the event of a bomb threat and an evacuation is initiated, the exit routes and assembly
areas should be searched prior to vacating the premises. All pupils and personnel should not be
allowed to re-occupy the school premises and resume normal activities until a search has been
conducted.

EFFECTIVITY
This contingency plan for Bomb Threat shall be effective upon publication. The plan shall
be considered a “working document “and be subjected to continuous review and enhancement by
the School Disaster Risk Reduction Committee based on latest scientific studies about human
induced hazard, risk assessment findings and innovations in DRRM policies and standards.
