I. Answer the following questions.

1. a. What is government ?
b. Why do we need a government?
Ans – a. The government is a group of people with the authority to govern a country or
state.
b. Every country needs government to run the administration smoothly. Without
government there would be chaos.

2. Explain the structure of the Indian government.


Ans – a. India has a federal structure of government.
b. Powers have been distributed to Central government, State government and Local
government.

c. The central or union government works for important issues concerning the entire
country. This is the highest level of government.
d. The state government is the next level. Each state government makes decisions and
performs functions to meet the requirements of the people of that state.
e. The government for cities, towns and villages is called the local self-government. It
deals with the local problems and looks after the basic needs of the local people.

3, a) Why is it important to have local self-government?
b) Name the two kinds of local self-governing bodies in India.
Ans – a) Local self-government lies at the bottom of administrative level and
functions at the grassroot level, deals with people of a locality and their problems.
b) The two kinds of local self – governing bodies in India are -
i. Urban: It refers to towns and cities. Municipalities, corporations and cantonment
boards are urban local bodies.
ii. Rural: It refers to villages. Zila Parishads, Block Samitis and Panchayats are rural
local bodies.

4. a) What is Panchayati Raj?


b) Explain the various levels of the Panchayati Raj System in rural areas.
Ans – a) Panchayati Raj system is a form of local self government in the rural areas.
b) The local administration at village level is looked after through a three tier system
namely
 Panchayat ( Village Level) :- It is a committee of five elderly and responsible
persons of a village. It is the lowest level.
 Panchayat Samiti ( Block level) :- It works at the block level with Block
Development officer as its head. It is the second level in the Panchayat Raj System.
 Zila Parishad (District level) :- Block Samiti in a district grouped together to make
Zila Parishad. It is the top most level and heads the Panchayat Raj System .

5. Mention four compulsory functions of the village panchayat.


Ans - The functions of the village panchayat are following:
a) It provides drinking water, primary schools, health and sanitation facilities.
b) It constructs buildings, road and drains.

c) It records births and deaths in the village.
d) It helps farmers to develop and improve their farms and cattle.

6. What are the sources of income of panchayat?


Ans - The gram panchayat requires money to perform its duties. Its sources of income
are:
a) Taxes on buildings, fairs, shops and on goods that are traded in the village.
b) Grants and donations from the Zila Parishad .
c) Fines from people who are found guilty in petty criminal cases.
d) Fees for maintaining records of the sale of land and cattle.
