MODERNIZATION OF PUJ’S IN THE PHILIPPINES

The Department of Transportation’s (DOTr) program to overhaul the iconic Filipino public

transporter has been in the market for quite some time already. Former LTFRB Chairman Winston

Ginez explained that a transport system with modern and roadworthy PUJ’s plying the national roads

prevents pollution and ensures a reliable and safe commute for the riding public, and thus auditing

jeepneys older than 15 years. The PUV modernization program should be implemented in the

context of an industrial policy that will truly develop a PUJ manufacturing based on requirements

such as genuine local content to diminish costs and lack of mass transportation system.

Testa (2017) states that to reorganize the public transportation system, the LTFRB will

overhaul the jeepneys from the ground up. Transportation Secretary Arthur Tugade states that

jeepneys, instead of being powered by Euro 2 engines, should either be powered by Euro 4 engines

or electrically powered engines with solar panels for roofs, as cited by Talabong (2017). The modern

jeepney should also be equipped with safety features, such as a speed limiter, closed-circuit

television camera (CCTV), GPS, and dashboard camera. It will also be outfitted with an automated

fare collection system to make it compatible with the current payment system being implemented in

Metro Manila’s 3 train lines, as Francisco and Sy (2017) projects.

AGHAM, or Advocates of Science and Technology for the People, states that in absence of

a clear plan for a mass transport solution for urban centers and rural areas, the government should

instead support and subsidize the informal public transport alternatives like the jeepneys which has

taken up the slack. The government should not burden the small drivers and operators with

expensive alternatives and financing schemes and should instead replace their vehicles with minimal
or no-cost to them. Capital expenditures such as construction of terminals should be shouldered by

the government, at the same time, it should make available maintenance and repair shops to

upgrade current vehicles while new replacements are brought in.

Such a modernization program will directly benefit drivers and small operators, and the

commuting public as a whole. It will also make the rehabilitation and uptake of new technologies

faster instead of putting the burden to the already impoverished jeepney drivers. According to Rey

(2017), evaluation for road worthiness should be done at a per-unit basis instead of a fixed standard

as “older than 15 years” which now stands. Auditing all registered PUJs which could still be

“rehabilitated" and should be complemented by an assured regular maintenance program at "no or

minimal cost to the cooperative.

In addition, the government should establish a partnership with driver and small operator

cooperatives by limiting franchises to genuine (operating) cooperatives or associations. This way,

the jeepneys can be modernized in a way that respects the small drivers and operator's right to

work. The government, at the same time, should make available maintenance and repair shops to

upgrade current vehicles while new replacements are brought in, should shoulder capital

expenditures such as construction of terminals.

Instead of favoring foreign-owned companies with factories inside the country, government

should subsidize local car manufacturing companies. This should be complemented by a program of

technology transfer to ensure that a genuine domestic PUV manufacturing sector, not only of body

parts but primarily of the main components, is being developed. The PUV modernization program

should be actualized with regards to a mechanical strategy that will build up a PUJ fabrication in

view of prerequisites, for example, veritable neighborhood substance to decrease expenses and

absence of mass transportation framework.


The government should pursue a comprehensive program for mass transport system that will

serve the needs of national industrialization and rural development, facilitate regional dispersal, and

is affordable to low-income working people. This program shall be oriented towards state ownership

of major transport utilities and operation of comprehensive nationwide system of land and sea

transport complementing railway transport system. The government should ensure people’s

participation in planning and management of the transport system, traffic governance, and in

defining transport fares.
