GENERAL REPORT
Firstly, I would like to say thank you to everyone especially to my family and friends
that participate on my life and get me in this intensity, an individual who support,
share ideas and also helping me to be like this. Next, I would like to say thank you to
My Personal Advisor, Dr Siti Mariam Binti Abdul Rahman, My Visit Lecturer which
is Encik Mohd Tolha bin Subhi and My Coordinator for industrial training, Dr
Zurriati Mohd Ali and Sir Mohd Helmi Mustamil that also played an important role
before I undergone internship as gave me guidelines on steps to register the internship
place and a recommendation on which place is the most suitable. Moreover, I am very
thankful to Perbadanan Bekalan Air Pulau Pinang (PBAPP) for having me and gave
the opportunity to undertake my 10 weeks internship in their working area. For me,
this is my second experiences entering and working in the industrial area and that is a
plus for me because it is such a valuable and educational experiences. Not forgetting
to the engineer and technician there, Puan Harmuni, Puan Amilia, Encik Khairul
Azrin, Encik Kamal, Encik Shaafirul, Encik Ikram, Encik Maliki and Encik Shukri
for helping and giving me important advice about internship in mechanical field as
well as guidance on the logbook and final report in outstanding manner. They also
showed me conventional method on how to do process such as installing the air
conditioner, maintenance for elevators and maintenance for vehicle. That does help
me a lot. Besides, I would like to thank my supervisor, Ir. Ts Siti Fadzilah Binti Mohd
Hashim for endless support in the servicing unit. Also to all the lecturers of
Mechanical Engineering who brought me to my present performance and mold me to
become who I am today. Last but not least, I would like to give my deepest thanks to
all the workers because there I have made new friends with and they also help me in
so many aspects. They gave me strength to endure through some hardship and were
there to support me. Also for those who do not listed in the above but support me in

Perbadanan Bekalan Air Pulau Pinang Sdn Bhd (PBAPP) is the licensed water supply
operator that serves the State of Penang. It is a 100% owned subsidiary of PBA
Holdings Bhd, which is listed on the Main Market of Bursa Malaysia.Corporatism in
1999, PBAPP commemorated 20 years of public service for the benefit of Penang and
its people in 2019. PBAPP operates in accordance to the following certifications:

OHSAS 18001:2007 for Occupational Safety & Health Management

Looking ahead, PBAPP is already planning to implement critical water supply
programme and projects which will support Penang’s Vision 2030 aspirations of
becoming a “Family-focused Green and Smart State that Inspires the Nation”.

PBA Resources Sdn Bhd (PBAR), is a management company which operates the
Penang Water Services Academy. The Penang Water Services Academy (PWSA) was
set up in 2007 to provide Knowledge-based and Competency-based training for the
water supply industry. Drawing on the PBA Group’s experience and expertise, PWSA
promotes and provides industry-relevant education and training programme to build a
knowledgeable and capable water supply workforce for today and tomorrow. Besides
Penang, PWSA currently has joint-venture training partners in Melaka and Selangor.

1.1 Background
Tuan Chow Kon Yeow, the 5th Chief Minister of Penang, officially opened the
Expanded Mengkuang Dam (EMD) with an upgraded effective capacity of 86.4
billion liters. PBAPP supported the Penang State Government’s decision to
officially take back the EMD from the Federal Government in October 2020,
although the following two phases of the MDEP have not been completed:
1. Phase 2B: Laying of 7.0km of a 1.6m diameter raw water pipeline from the Mak
Sulong Pumping Station to the Sungai Dua WTP to upgrade raw water draw
down capacity from 300 MLD to 600 MLD.
2. Phase 2C: Construction of the 440 MLD Lahar Yooi Pumping Station to enable
the pumping of additional raw water from Sungai Muda during wet seasons.
For strategic reasons, it is more prudent for Penang to have the EMD’s raw water
reserves on hand in 2021, to mitigate the twin threats of climate change and the
on-going Covid-19 global pandemic.
The Penang State Government and PBAPP have proposed for the Federal
Government to set up an independent Ulu Muda Basin Authority (UMBA) to
protect, manage and conserve the Ulu Muda Basin sustainably for the benefit of
4.2 million people and all the businesses in Perlis, Kedah and Penang that
contributed an estimated RM147.8 billion to the national GDP in 2019.
The UMBA’s role would be to manage Ulu Muda and Sungai Muda holistically,
sustainably and equitably as key components of a protected NCER water basin.

PBAPP has suggested for the UMBA to be modeled after the Murray-Darling
Basin Authority (MDBA), a federal statutory body which is managing the
Murray-Darling Basin in Australia as one water resource for 5 Australian states:
Queensland, New South Wales, the Australian Capital Territory (ACT), Victoria
and South Australia.

2.2 Safety And Health Features
Perbadanan Bekalan Air Pulau Pinang is very concerned about the organization's
safety and health. PBAPP had created a programme for facilities, safety and the
environment in order to keep the workplace safe, eliminate or reduce hazards, protect
workers and visitors, maximize workers' health and wellness, and maintain workers'
welfare. Each employee will be trained on the programme, plans, and procedures
related to their job responsibilities. Examples of safety and health environmental
objectives include fire safety, evacuation planning, injuries and accidents, hazard
management and electrical equipment. The following are the health facilities offered
by PBA Pulau Pinang: a water heater and cooler, comfortable furniture for workers to
take a short break, air conditioning for good ventilation and temperature control, a
pantry, restrooms, a mosque for Muslims to pray and a first-aid kit in case an accident
occurs.

When it comes to safety, PBA Pulau Pinang is very strict. In all designated areas,
personal protective equipment, such as safety shoes and a safety vest, must be worn
and all site safety policies must be followed. Safety boots are required for all
technicians. They provide hearing protection, safety googles, working gloves, safety,
reflective vests, safety boots, a fire extinguisher and a mask for all departments and
workshops. Furthermore, engineers and assistant engineers are provided by CIDB
green cards which are renewed on a regular basis. An internship student must also
have a CIDB green card in order to enter the site.

3.0 INDUSTRIAL EXPERIENCES
From industrial experiences that I gain from PBA Pulau Pinang is separated into three
compartments which are experiences in checking the plans submission by consultant
about the plumbing meters locations and other specifications, inspection and
maintenance in Pressure reducing valve, magflow meter, check leakage in piping
inspection and maintenance in piping and valve for project handle by PBA.
Job Scope
Internship student duties and tasks carried out during internship
Check the plans submitted by consultant about the water demand required in
buildings.
Check the external water supply (location of the plumbing meters, fire hydrant,
piping locations, pump house and suction tank).
Check the CCF (Capital Contribution Fund) calculations.
Transfer the data from submission file to IRMS (Integrated Revenue
Management System).
Check the planning guideline of SPAN (Suruhanjaya Perkhidmatan Air Negara)
and PBA in term of scale, sizes of the pipes, plat number, symbol, engineer
information, owner information, colour code, standard plan, reduce level (RL) on
the site plan and terms in installing external pipes and meter.
Make no objection letter from PBAPP and hand it over to MBSP to be given to
consultant.

Check the ABB meter or Siemens meter reading to check the pressure (Magflow
meter).
Do a flushing process at PRV to remove rust.
Setting the pilot pressure flow and follow up with contractor.

4.0 INDUSTRIAL PROJECTS
The industrial project done by practical students based on job scope. While we were
doing project, we must took safety actions as well and running the project followed
the procedure to avoid any injury. In addition, we must also maximize the quality of
work piece and project. We completed the project in planning time to avert any
addition cost.

4.2 Maintenance in Pressure Reducing Valve, Meter and Pipe Leakage
Non-revenue water (NRW) is equal to the total amount of water flowing into
the water supply network from a water treatment plant (the ‘System Input Volume’)
minus the total amount of water that industrial and domestic consumers are authorized
to use (‘The Authorized Consumption’). Utility managers should use the water
balance to calculate each component and determine where water losses are occurring,
as described in the next sections. They will then prioritize and implement the required
policy changes and operational practices. NRW components cover the entire water
utility supply system from the water treatment plant outlet meters to the customer
meters, which means that managing NRW is the responsibility of the entire operations
department. When I was been assign at Non Revenue Department for four weeks the
technician there explain to me that this department job scope is wide and more
practical when it comes to inspection and maintenance. This department is established
is because PBAPP want to reduce water loss. Despite the fact that this department
taught me a lot, it also required me to work outside of the office because we had to go
on site visits.
Firstly, their department mostly involved with inspection and maintenance in
pressure reducing valve (PRV), Magflow meter and identify pipe leakage problems.
Checking the meter reading is the first thing a technician must do when they get on
site. From there they will know the problem if the reading is lower than the setting
level. To begin with, when it comes to Pressure Reducing valve, most problem that
always occurs is the pressure is slow. The problem is strainer at the PRV is clogged
with branch, dry leaves or others. Hence, PBA must perform routine maintenance to
keep the precise water level pressure flow that they have set. On the other hand, rust
in the PRV is the reason why PRV pressure is slow, thus PBA must do a flushing
process in which it will remove all the rust that is obstructing the water from flowing
smoothly. Since there are tons of meter in Penang, non revenue department must
identify which pipe is leaks from which zone meter area to district by district meter
area in Penang. However, this department manage to solve the leakage problem by
two different method which is by calculation and graph. To find leaks there are two
method that can be done which is by visual leaks inspection and step test. Although,
for step test the process must be done at night because consumer no longer use water

at that time. In addition, there are two types of device use that can help to detect and
find leaks which is by listening stick or ground microphone.
For the diversion department, i was assign to work with them for two weeks.
This department handle project that has been assign at PBAPP. Most of the tasks from
this department is it requires me to work both inside and outside of the office. When it
comes to working in the office and dealing with consultants, the job scope of the
diversion department is nearly identical to planning department. The consultants must
show them the pipe planning that they want to relocate and it must be approved by the
diversion department. The majority of the work that the diversion department does
involves inspecting pipes and valves that need to be removed or moved to new
locations. The majority of the work we did was material checking, where I had to
assess the pipe's size in terms of its length, bitumen coating thickness, outer diameter
(OD), thickness of the steel, and thickness of the concrete lining. While for the
inspection of valve, firstly, we have to know the type of valve used. After that, the
type of hydrostatic tests for the hydrostatic body leak test and hydrostatic seat leak
test must then be verified. The duration of the test and the valve pressure, together
with whether or not it is leaking, are two things that need to be recorded. The
descriptions of the valves, which include Nominal Size (DN), Pressure Rating, Body
Materials, Brand of Valve, Arrow to Indicate Direction of Flow (on Valve Body),
Standard Number, Year of Manufacturer, Valve Serial Number, Arrow to Indicate
Direction of Opening or Closing, Rubber Seat Material Identification and Type B
(Gate valve). Then, after doing all of the checklist diversion department must open the
tender, start working on the projects and followed by the claim from the contractors
after the project completed.
