Outreach Program Proposal

Title: “Rise Beyond Limits: A Beacon of Hope in Remote Realms”

Theme: “Unleashing Potential, Igniting Dreams”

Abstract

This outreach program proposal outlines a comprehensive initiative designed to empower and uplift the
underserved and geographically isolated community of Boac the Barangay Tugos in the province of
Marinduque. Our Advocacy is designed to inspire and encourage the community in remote areas,
portraying our program as a beacon of hope and empowerment. It emphasizes the idea that everyone
has the potential to achieve their dreams regardless of their circumstances. The program's core
objectives are to promote the importance of education, particularly through government-sponsored
scholarships such as TESDA, and to inspire residents to aspire to their full potential. Brgy.Tugos of Boac,
situated far from the provincial center and accessible via challenging, rough roads, is home to a limited
population that faces unique barriers to educational and personal development. Through a combination
of advocacy, educational workshops, and mentorship, this program seeks to break down these barriers,
shedding light on the transformative potential of education, and instilling the belief that dreams can be
realized, regardless of geographical constraints. This proposal details the program's core components,
objectives, and a path forward to uplift the community of the Brgy. Tugo, fostering a culture of lifelong
learning and self-improvement.

Executive Summary:

In response to the pressing needs of the remote community in Brgy.Tugos,Boac, Marinduque, we


propose an outreach program designed to uplift and empower its residents. As renowned philosopher
Albert Schweitzer once said, "The purpose of human life is to serve, and to show compassion and the
will to help others." We are inspired by these words and believe that reaching out to underserved
communities is not only a moral imperative but also an opportunity to enact positive change. The
statistics in the Philippines underscore the urgency of this endeavor, with a significant population living
in poverty and dire need of assistance. In Marinduque, the Municipalities with the most significant
concentration of impoverished households includeBoac, Santa Cruz, and Buenavista. At the Barangay
level,TugosYook, Tungib-lipata, Libas, and Daykitin in Buenavista as well as Malibago in Torrijos, have
reported the highest number of impoverished residents. This data is based on the Listahanan Third
Round Households Assessment (Listahanan 3) conducted by the Department of Social Welfare and
Development (DSWD) MIMAROPA, Which revealed that out of the total 52,738 households assessed in
the province, 11, 628 households, or approximately 22%, fall below the poverty line. (Published on: June
1, 2023 by DSWD MIMAROPA) this outreach campaign will therefore select the Marinduque Barangay
Tugos, Boac.

To bring this vision to life, we plan to conduct a fundraising campaign named "Piso mo tulay ng
karunongan at pagmalasakit sa nangangailangan" (Your Peso, Bridge to Knowledge and Compassion for
the Needy). This campaign will serve as the financial cornerstone, allowing us to allocate resources for
essential aspects, including a gift-giving program, a feeding program, and various educational initiatives.
Our primary objectives encompass advocating for education, particularly government scholarships like
TESDA, and inspiring the community to reach their fullest potential. The purpose of this community
service is to foster a sense of belonging, showing that everyone, regardless of their circumstances, is a
valued member of our community. In the words of Aristotle, "What is the essence of life? To serve
others and to do good. That essence is embodied in this program, and we are committed to making sure
it succeeds.

"In a focused effort, we intend to execute this outreach program within the span of a single day,
harnessing the collective dedication of our MMTSI scholars. During this intensive day of engagement, we
will conduct advocacy discussions on an array of crucial topics, all designed to empower and uplift the
Brgy. Tugos community. By consolidating our efforts and expertise into a concentrated timeframe, we
aim to maximize the impact of our outreach program, offering vital knowledge and support to those
who need it most."

We are deeply grateful to MMTSI School for their support and approval of this outreach program.
Our shared goals is to make a positive difference in the lives of Barangay Tugos people.

I. Program Objectives:
1. Promote Educational Advocacy
 To raise awareness about the vital importance of education in personal and
community development.
 To advocate for the benefits of lifelong learning and skill development.

2. Encourage Uptake of Government Scholarships


 To Inform and Educate out-of-school youth, parents, and students about
available government scholarships, such as TESDA.
 To facilitate the application process for these scholarships and empower
participants to access quality education.

3. Inspire Dreams and Aspirations


 To inspire individuals to dream big and aspire to achieve their goals in life.
 To provide mentorship and guidance that empowers participants to take
actionable steps toward realizing their dreams.

4. Forster a Culture of Lifelong Learning


 To instill the idea that learning is a lifelong journey, and education continues
beyond formal schooling.
 To encourage the community to embrace a culture of continues self-
improvement and personal growth.

II. Target Audience:

 The Barangay Tugos is a remote and secluded area nestled in the heart of
Marinduque, poses unique challenges due to its isolation. The rough, unpaved roads
make access to educational opportunities a daunting task, especially for the limited
number of residents who call this remote province home. Our target audience
comprises the resilient and determined individuals of Brgy. Tugos, including out-of-
school youth, parents striving for a better future for their children, and students
eager to break free from the constraints of their circumstances. These residents,
despite their geographic isolation, are brimming with untapped potential and
dreams waiting to be realized. Through our outreach program, we aim to shine a
light on their aspirations, connecting them with educational opportunities, and
inspiring them to reach their full potential in the face of the unique challenges of
their remote environment.

III. Program Activities:"EmpowerU: Bridging Knowledge and Hope in Remote Realms"
Each trainee will have 15-25 minutes to present their respective topics to
the community.
 1. Flag Ceremony and Prayer:
 Commence the day with a flag ceremony, symbolizing unity and respect.
 Begin with a prayer, seeking blessings for the day's endeavors.
 2. Group Introductions:
 Introduction of the participating groups and organizations involved in the
program.

 Organize a fun and engaging game for entertainment, ensuring that the
community enjoys the program.
 Offer a cash prize to the game's winners, adding excitement and
participation.

 Following the advocacy discussions and game, provide a nutritious meal to
the community, fostering unity and well-being.
 6. Grocery PackageDistribution:
 Distribute grocery packages to 50 allocated constituents, offering practical
support and sustenance.
 7. Video Presentation:
 Showcase a video promoting MMTSI school, highlighting the opportunities
for education and personal growth offered by the institution.
 8. Group Picture:
 Capture a group photo, commemorating the day's shared experience and
cooperation with the community.
 9. Acknowledgment and Closing:
 Extend gratitude to the Barangay for their support and for allowing the
humanitarian program in their community.
 Conclude the program with a final prayer, symbolizing hope and
togetherness.

IV. Partnership and Collaborations:
 To enhance the effectiveness and reach of our community outreach program, we
recognize the importance of forging strategic partnerships and collaborations. We
are pleased to announce our collaboration with the Department of Social Welfare
and Development (DSWD) in Marinduque, which shares our commitment to
community well-being. DSWD will provide valuable expertise, guidance, and support
in identifying and reaching the most vulnerable households in the region, ensuring
that our assistance is directed where it is needed most.

 We are also deeply grateful for the generous support of our sponsors, including Mr.
&Mrs. Mendoza, and Mrs. & Mr. Mascareñas and Engr. Pelaez and Mr. John Dasco
and Atty. Rivamonte. Their financial contributions make this outreach program
possible and underline their dedication to improving the lives of the Tugos
community.

 Additionally, we have established a collaborative effort with MMTSI School, who


graciously approved and endorsed our outreach program. MMTSI School shares our
vision of empowering the youth and providing opportunities for personal growth
and education. This partnership extends beyond support, as MMTSI School will
contribute volunteers and resources, playing an instrumental role in the success of
our program.

 Our program is specifically focused on the residents of Barangay Tugos of Boac,


Marinduque which further solidifies our commitment to addressing the unique
needs and challenges of this community. This partnership with the local barangay
ensures that our program aligns closely with the community's priorities and fosters
a sense of ownership and involvement among its members.

 In addition, we are working closely with the Technical Education and Skills
Development Authority (TESDA) to create opportunities for scholarship recipients
within Marinduque province. TESDA's involvement is instrumental in providing
access to educational and skill development programs, ultimately enriching the lives
of the Tugos community and beyond.

 We remain open to further partnerships with local businesses, non-governmental


organizations, and other stakeholders who share our dedication to improving the
lives of the residents of Tugos,Boac,Marinduque. These collaborations will amplify
the impact of our program and ensure a more comprehensive and sustainable
approach to community development.

V. Timeline

This timeline outlines the activities and their scheduled times for the outreach
program on November 24, 2023, from 8:00 am to 2:00 pm.

 November 24, 2023


8:00 am - 8:30 am: Arrival and Setup
Participants and volunteers arrive at the outreach location and set up the necessary
equipment and materials.

 8:30 am - 9:00 am: Flag Ceremony and Prayer


Commencement of the program with a formal flag ceremony and a prayer to invoke
blessings.

 9:00 am - 9:30 am: Group Introductions


Introduction of the participating groups, organizations, and sponsors.

 9:30 am - 11:30 am: Advocacy Discussions


Successive delivery of educational sessions by assigned trainees on various essential
topics, with 15-25 minutes allotted to each topic.

 11:30 am - 12:30 pm: Entertainment and Game


Engaging and entertaining game for participants, with a cash prize for the winners.

 12:30 pm - 1:00 pm: Feeding Program


Serving a nutritious meal to the community to foster unity and well-being.

 1:00 pm - 1:30 pm: Grocery Package Distribution


Distribution of grocery packages to 50 allocated constituents in need.

 1:30 pm - 1:45 pm: Video Presentation


Showcase a video promoting MMTSI School to highlight educational opportunities.

 1:45 pm - 2:00 pm: Group Picture and Acknowledgment


Group photo with the community, acknowledging the support of the Barangay and
sponsors.

 2:00 pm: Program Conclusion


Conclude the program with a final prayer to signify hope and togetherness.

VI. Budget:
The funds that have been collected will be allocated for the purchase of groceries,
which will be combined with the rice contributed by the trainees. Additionally, these
funds will be utilized to cover the costs associated with feeding program, prizes,
transportation, and any other unanticipated expenses.

VII. Evaluation and Impact Assessment

The success and effectiveness of our outreach program are essential to us. To ensure we
meet our objectives and make a meaningful impact, we have established a comprehensive
evaluation and impact assessment plan.

 Before the outreach program's commencement, we will conduct a baseline


assessment of the community's needs, focusing on their access to
education, resources, and overall well-being. This initial assessment will help
us tailor our activities to address specific needs and priorities.

 2. Real-time Monitoring:
 Throughout the program, we will implement real-time monitoring to track
attendance, participation, and engagement of community members. This
data will enable us to make immediate adjustments if necessary to enhance
the impact of our program.

 3. Post-program Evaluation:
 Following the outreach program, we will conduct a thorough evaluation to
assess the following key aspects:
- Knowledge Acquisition
We will gauge the community's understanding of the topics covered during the
advocacy discussions.
- Feedback and Suggestions
We will actively seek feedback from participants to understand their
perspective and gather suggestions for improvement.
- Impact on Well-being
We will measure the tangible impact of the program on the community's well-
being, such as increased access to resources and improved awareness of rights
and opportunities.

On behalf of the TESDA-Scholar of MMTSI, We would like to request permission to conduct a community
outreach program on 24th day of November 2023 from 8:00 AM to 2:00 PM.

Title: “Rise Beyond Limits: A Beacon of Hope in Remote Realms”

Theme: “Unleashing Potential, Igniting Dreams”

The purpose of the community outreach program is to enable the understanding of out -of-school
youth, parents and adolescents, undergraduate, and graduated students to take advantage of the
government’s free scholarship program. Additionally, the program aims to reach out the constituents of
the Barangay who need most of assistance. Specifically, the program intends to provide modest grocery
packages to the families belonging to indigent sector with youth members, aged 15 to 30 years old. This
somehow augments to their necessities and we will also organize a feeding program.

Another significant objective is our advocacy. Part of our advocacy includes educating the community
about the importance of education in today’s world. We aim to teach various essential topics, such as
Financial Education, Communication skills, Health awareness, Conflict management, Agricultural
practices, Family values, Gender sensitivity, and Career Development, Responsible technology usage,
how to overcome depression &stress, and basic human rights. All of these lessons will have a significant
impact, instilling in their minds the tools to mold and shape their dreams, leading to a better and more
fulfilling life.
