PREAMBLE

We, the Secretariat of the G.D. Goenka International School International


School Model United Nations (GDGISMUN), in pursuit of fostering global
cooperation, understanding, and the ideals of diplomacy among students, do
hereby establish this Constitution to guide our organisation's mission, principles,
operations, and discipline.

Recognising the importance of education in shaping informed and responsible


global citizens, and acknowledging the value of simulating international
diplomacy through Model United Nations conferences, we affirm our
commitment to creating a platform where diverse perspectives, ideas, and
solutions can be explored and shared.

Guided by the principles of mutual respect, open dialogue, and the promotion of
peace, security, human rights, and sustainable development, we strive to
empower students with the knowledge, skills, and mindset necessary to engage
in constructive discussions, negotiate effectively, and propose innovative
resolutions to the complex challenges facing our world.

In pursuit of these objectives, we pledge to uphold the following values:

1. Diplomacy and Collaboration: We believe in the power of diplomacy to bridge


divides and find common ground. We commit to fostering an environment
where collaboration, negotiation, and consensus-building are at the forefront of
our interactions.

2. Inclusivity and Diversity: We recognize the strength that comes from


embracing diverse backgrounds, experiences, and perspectives. We aim to
create an inclusive space where every voice is heard and valued.

3. Education and Empowerment: We are dedicated to providing educational

United Nations Charter.

foundation of productive and respectful discourse. We commit to maintaining a
high level of professionalism in all interactions, upholding the rules and
regulations set forth by GDGISMUN.

6. Leadership and Responsibility: We acknowledge our responsibility to inspire


and cultivate the next generation of leaders. We strive to provide opportunities
for personal growth, leadership development, and positive societal impact.

As the Secretariat of GDGISMUN, we come together under the umbrella of these


principles to contribute to a more interconnected, peaceful, and prosperous
world. With this Constitution as our guide, we pledge to work tirelessly to fulfill
our organization's mission and uphold the ideals of the United Nations.

Adopted on this day ___________ by the founding members of GDGISMUN


under the mission statement "The Dawn of Equity and Justice".

THE CHARTER

ARTICLE 1 NAME

The name of this Organisation is G.D. Goenka International School


Model United Nations (GDGISMUN) followed by the chapter number
(Eg: GDGISMUN 4.0)

ARTICLE 2 MEMBERSHIP CRITERIA

Any student or alumni of G.D. Goenka International School, Surat may


apply for membership of GDGISMUN. Criterion for specific positions
have been elucidated in Articles(3-6)

ARTICLE 3 THE SECRETARIAT

The Secretariat is the official oversight committee of GDGISMUN and


handles all matters pertaining to both organisational and academic
avenues.

I. President: The President is the head of GDGISMUN. The Director


Principal of G.D. Goenka International School, Surat is the ex-officio
President of GDGISMUN.

II. Secretary General: The Secretary General of GDGISMUN is the official


Chief Executive of the conference and executes the decisions of the
President of GDGISMUN.

III. Director General: The Director General receives a portfolio(Either


Operations or Academics) on the discretion of the Secretary General.
The Director General serves as the supervising authority for all avenues
pertaining to that portfolio.

IV. Deputy Secretary General: The Deputy Secretary General serves as


the assistant to the Secretary General and is assigned all tasks by the
Secretary General.

V. Deputy Director General: The Deputy Director General serves as the


assistant to the Director General and is assigned all tasks by the
Director General.

VI. Charge d'Affaires: The Charge d'Affaires is Head of Organising


Committee and supervises the all affairs of the Organising Committee
on the direction of the Director General.

VII. Deputy Charge d'Affaires: The Deputy Charge d'Affaires serves as


the assistant to the Charge d'Affaires and is assigned all tasks by the
Charge d'Affaires.

ARTICLE 4 THE EXECUTIVE BOARD

The Executive Board members are the respective heads of their


assigned committees. All committee pertaining matters fall under the
purview of the Executive Board. They serve under the Secretary General
and may only be overruled by him/her. The standard complement is 2
EB members per committee, one Chairperson along with one Vice
Chairperson. The standard complement may be amended on the
discretion of the Secretary General.

ARTICLE 5 THE ORGANISING COMMITTEE

The Organising Committee plans and executes the logistical affairs of


GDGISMUN. The Organising Committee functions under the directive of
the Charge d'Affaires. The said directive must not be breached by the
Organising Committee The standard complement is 1 OC member for
every 10 delegates that GDGISMUN hosts. The standard complement
may be amended on the discretion of the Secretary General or the
Faculty Advisors as needed.

ARTICLE 6 ELIGIBILITY FOR APPOINTMENT

I. SECRETARIAT

A. SECRETARY GENERAL:
Candidate must have completed at least 2 Model United
Nations Conferences as Secretariat member from recognised
organisations.
Candidate must be in good standing of GDGISMUN for a
minimum of 1 year.
Candidate must be well versed in the Rules of Procedure of
GDGISMUN.
Candidate must be academically proficient with a good
command over the english language.
Lastly, a candidate must pass the Secretary General's exam
established under the GDGISMUN Charter(Article 7). It is
mandatory to pass the aforementioned exam to be appointed
as Secretary General.
The final decision rests with the President of GDGISMUN and is
unappealable.

B. DIRECTOR GENERAL:
Candidate must have completed at least 2 Model United
Nations Conferences from recognised organisations along
with experience in event management.
Candidate must be in good standing of GDGISMUN for a
minimum of 1 year.
Candidate must be well versed in the Rules of Procedure of
GDGISMUN.
Candidate must be academically proficient with a good
command over the english language.
The final decision rests with the President of GDGISMUN on
the advise of the Secretary General and is unappealable.

C. DEPUTY SECRETARY GENERAL:


Candidate must have completed at least 3 Model United
Nations Conferences from recognised organisations.
Candidate must be in good standing of GDGIS
Candidate must be well versed in the Rules of Procedure of
GDGISMUN.
Candidate must be academically proficient with a good
command over the english language.
The final decision rests with the President of GDGISMUN on
the advise of the Secretary General and is unappealable.

D. DEPUTY DIRECTOR GENERAL:


Candidate must have completed at least 1 Model United
Nations Conferences from recognised organisations.
Candidate must be in good standing of GDGIS
Candidate must be academically proficient with a good
command over the english language.
The final decision rests with the President of GDGISMUN on
the advise of the Secretary General and is unappealable.

E. CHARGE D'AFFAIRES:
Candidate must have completed at least 4 Model United
Nations Conferences from recognised organisations along
with experience in event management.
Candidate must be well versed in the Rules of Procedure of
GDGISMUN
Candidate must be in good standing of GDGIS.
Candidate must be academically proficient with a good
command over the english language.
The final decision rests with the President of GDGISMUN on
the advise of the Secretary General and is unappealable.

E. DEPUTY CHARGE D'AFFAIRES:


Candidate must have completed at least 1 Model United
Nations Conferences from recognised organisations along
with experience in event management.
Candidate must be in good standing of GDGIS.
Candidate must be academically proficient with a good
command over the english language.
The final decision rests with the President of GDGISMUN on
the advise of the Secretary General and is unappealable.

II. EXECUTIVE BOARD

A. CHAIRPERSON:
Candidate must have completed at least 10 Model United
Nations Conferences from recognised organisations.
Candidate must be in good standing of the Regional MUN
circuit
Candidate must be well versed in the Rules of Procedure of
GDGISMUN.
Candidate must possess a good command over the english
language.
The final decision rests with the Secretary General of
GDGISMUN and is unappealable.

B. VICE CHAIRPERSON:
Candidate must have completed at least 4 Model United
Nations Conferences from recognised organisations.
Candidate must be well versed in the Rules of Procedure of
GDGISMUN.
Candidate must possess a good command over the english
language.
The final decision rests with the Secretary General of
GDGISMUN and is unappealable.

I. ORGANISING COMMITTEE

Candidate must have experience in event management.


Candidate must be in good standing of GDGIS
Candidate must possess a good command over the english
language.
The final decision rests with the President of GDGISMUN and is
unappealable.

Any candidate may be disqualified on disciplinary/academic grounds


and no explanation may be offered for the disqualification.

ARTICLE 7 SECRETARY GENERAL'S EXAM

For the appointment of Secretary General, every candidate must


possess extensive knowledge about the United Nations and current
affairs. Candidates should also be able to draw the connection between
Model UN committees and their corresponding agendas as per the
current MUN trends of the Circuit in order to provide delegates with a
wholesome experience academically.

The test for the position of Secretary General includes:

A two-part exam:

I. Part 1 - A short written exam(closed book) comprising of basic


questions to gauge the knowledge of the applicant with regards to
world order and affairs. Part 1 must be administered in a restricted
environment and should be no more than 15 minutes long.

II. Part 2 - An open book test(plagiarism prohibited) that requires each


candidate to draw a rudimentary plan of the entire Model UN
Conference. The plan should include the following details: Six
committees(5 UN and 1 Indian) along with agendas, comprehensive
study guides for all committees, a thorough and well researched Rules
of Procedure Document and lastly a Crisis Committee with agenda
along with a thorough Study Guide, Rules of Procedure and Directive
Principles. Part 2 stands for 2/3rds of the exam while Part 1 comprises of
the remaining portion.

III. Lastly, an applicant must correctly answer 75% of the questions in


Part 1 and should at least have 85% accuracy in documentation for Part
2 of the exam to qualify as the Secretary General.

ARTICLE 8 STANDARD OPERATING PROCEDURES

I. All delegates shall be issued Unique Identification Cards which they


are required to wear throughout. The QR code on the backside of the
IDs maybe scanned at any time to verify the delegate's identity.

II. Discipline is the foundation of GDGIS and deviation from that is


unacceptable. Any delegates who breach the disciplinary conduct of
GDGISMUN shall face the consequences on the discretion of the
Secretariat.

III. Delegates using Abusive Language or cuss words of any sort in the
premises of GDGIS shall be immediately sent home.

IV. Bags of delegates may be checked and frisking may occur at the
discretion of the School Security to ensure a safe environment for all in
attendance.

V. Dress code must be strictly followed. Any deviation from the code
will result in denial of entry to GDGISMUN.

A. Skirts of any sort are not permitted


B. Midriff and transparent clothing are not permitted
C. Sleeveless/Backless/Deep neck are not permitted
D. Jeans of any sort and T-Shirts are not permitted
E. Only trousers/shirts/blazers/kurta-pyjama for boys
F. Only trousers/shirts/blazers/salwar suit/sarees for girls

VI. Timings as prescribed in the final itinerary shared must be followed


and no exceptions will be made with regards to entry into the school if
the itinerary is breached.

VII. Delegates must remain in the prescribed areas given to them by


the Organising Committee. Any deviation from the same will be met
with severe consequences on the discretion of the Secretariat.

VIII. Food items such as : Chips, Aerated Drinks, Homemade Food etc.
will not be allowed on campus and shall be confiscated at the Main
Gate.

IX. Considering that GDGIS is against the mass use of single-use plastic,
GDGISMUN shall not provide any water bottles/plastic glasses to
delegates. Delegates are instructed to carry empty transparent bottles
and may fill them in GDGIS campus. Any pre-filled liquids will be
discarded at the School Main Gate.

X. Each delegate is expected to punch out during departure. This


process will be carried out at the School Main Gate and the QR behind
the IDs will be used to verify the same. Moreover, delegates must
inform the respective committee teachers of their departure. Failure to
punch out will result in a penalty.

XI. Should delegates face any issue with respect to the conduct of
Secretariat members, Organising committee members or Executive
Board members, delegates possess the right to approach the Secretary
General. With regards to the same, the decision of the Secretary
General will be final and binding.

XII. Failure to conform to any of these points will result in severe


consequences including cancellation of registration and denial of entry
on the discretion of the Secretariat.

ARTICLE 9 FINANCE AND FUNDING

I. GDGISMUN is a non-profit organisation that serves to provide the best


experience to its delegates.

II. GDGISMUN is completely funded by the delegates it hosts and


pledges to provide delegates with a worthwhile experience.

III. The dispensation of funds shall be made on the discretion of the


MUN Co-ordinator upon the advise of the Secretary General.

IV. The Secretariat is not liable to provide any member of GDGISMUN


with the Chapter Budget.

ARTICLE 10 MEETINGS

The President, MUN Co-ordinator and Secretary General reserve the


right to call a meeting with any and all members on a four hour notice.
Failure to attend will result in consequences as prescribed in this
charter.

ARTICLE 11 RULES OF PROCEDURE

I. The Rules of Procedure(ROP) of GDGISMUN have been intricately


designed by the First Secretary General of GDGISMUN to include all
technicalities of the United Nations along with an easy level of
comprehension. It must be followed precisely by all committees.

II. Each committee is required to prepare a minimum of one paperwork


for the successful completion of the conference

III. Amendments to the ROP may only be made by a unanimous vote of


the Secretariat.

ARTICLE 12 COLLABORATIONS AND ASSOCIATIONS

I. GDGISMUN currently holds a collaboration with the United Nations


Information Centre for India and Bhutan and shall fulfil all
responsibilities as prescribed by the UNIC.

II. GDGISMUN currently holds a collaboration with the United Nations


High Commissioner on Refugees and shall fulfil all responsibilities as
prescribed by the UNHCR.

III. A new collaboration with a domestic/international organisation


many be formed upon the sole discretion of the President of
GDGISMUN.

ARTICLE 13 GUEST DELEGATION

Any Executive Board Member/ Secretariat Member/ Organising


Committee Member possess to right to guest delegate in any
committee upon the discretion of the respective Chair of the
committee. However, if the Chair wishes to discontinue the guest
delegation they may do so at their discretion.

ARTICLE 14 CRISIS COMMITTEE

I. Any Executive Board member possesses the right to declare a crisis in


their committee. However, only the Secretary General and Deputy
Secretary General possess the right to execute the crisis, without their
presence a committee can not enter in a crisis.

II. To successfully move out of a crisis a committee must mandatorily


prepare a Working Paper.

III. The discussions of the crisis may not be included in the final Draft
Resolution prepared by the committee.

ARTICLE 15 FORMAL VOTING

Only delegates and Executive Board members are permitted in


committee during the formal voting procedures.

ARTICLE 16 CONFIDENTIALITY

I. All Secretariat and Organisation Committee meetings are highly


confidential. Disclosure of confidential meeting discussion may result
in suspension.

II. All discussions that occur within committee sessions must remain
confidential. Delegates are required to respect the privacy of
committee debates, deliberations, and negotiations. Confidentiality is
essential to create a safe space for open dialogue, where delegates can
express their opinions and engage in discussions without fear of
judgment or external consequences.

ARTICLE 17 FACULTY ADVISORS

Each committee must have at least one designated faculty advisor


from G.D. Goenka International School, Surat. Faculty advisors play a
critical role in guiding delegates, offering subject matter expertise, and
ensuring that committee proceedings align with GDGISMUN's
educational objectives.

ARTICLE 18 RECORD KEEPING

I. The Secretariat is responsible for maintaining accurate records of all


GDGISMUN activities, meetings, and conferences.

II. All Executive Board members must submit relevant committee


documents to the Secretary General on the last day of the GDGISMUN
Chapter. The Secretary General is required to relay them to the
President.

ARTICLE 19 SOCIAL MEDIA POLICY

I. All official GDGISMUN social media accounts shall adhere to a social


media policy that promotes positive engagement and reflects the
organisation's values. Given the prevalence of social media in
communication and networking, this policy ensures that GDGISMUN
maintains a professional and respectful online presence.

II. Unauthorised use of GDGISMUN's name or logo on social media is


prohibited. Protecting GDGISMUN's identity and reputation is crucial,
and this prohibition prevents any misuse or misrepresentation of the
organisation on social media platforms.

ARTICLE 20 COMMUNICATION PROTOCOLS

I. GDGISMUN shall establish clear communication protocols to ensure


effective dissemination of information among members, faculty
advisors, and stakeholders. Timely and accurate communication is
essential for the success of GDGISMUN's activities.

II. Communication protocols will outline preferred channels of


communication, response times, and guidelines for addressing queries
or concerns. Establishing a structured communication framework
enhances organizational transparency and coordination.

ARTICLE 21 EMERGENCY RESPONSE PROCEDURES

I. GDGISMUN shall establish emergency response procedures to


address unexpected events that may disrupt conferences or activities.
Preparedness ensures the safety and well-being of all participants.

II. Emergency response plans will include communication protocols,


evacuation procedures, and coordination with relevant authorities.
Safety remains a priority in all GDGISMUN events.

ARTICLE 22 AWARDS AND RECOGNITION

I. SECRETARY GENERAL'S AWARD: It is the highest honour at


GDGISMUN and is bestowed upon the best delegate among all
committees. It is awarded on the discretion of the Secretary General.

II. BEST SCHOOL DELEGATION: It is awarded to the School with either


the highest number of delegates or the highest number of awardees on
the discretion of the President of GDGISMUN.

III. BEST DELEGATE: It is the highest honour in a committee. It is


awarded on the discretion of the Executive Board.

IV. HIGH COMMENDATION: It is the second highest honour in a


committee. It is awarded on the discretion of the Executive Board.

V. SPECIAL MENTION: It is the third highest honour in a committee. It is


awarded on the discretion of the Executive Board.

ARTICLE 23 FEEDBACK

I. The Secretary General must conduct a feedback session for the


delegates on each day of the MUN.

II. No member other than the Secretary General, Director General and
the delegates maybe present in the committee during the feedback
session.

III. A feedback must be taken via the official QR code of GDGIS and
must be submitted to the President immediately.

IV. The Secretary General reserves the right to act on the feedback
given in order to rectify any issues the delegates face.

ARTICLE 24 DELEGATE REMEDY

I. Each and every delegate possesses the right to approach the


Secretary General with any and all issues they face.

II. The Secretary General may take remedial action on his/her


discretion.

ARTICLE 25 DISQUALIFICATION

The Secretary General reserves the right to disqualify any delegate from
the committee on account of ethical misconduct, indiscipline or the
breach of this Charter. The disqualification does not warrant an
explanation

ARTICLE 26 SUSPENSION

I. SECRETARY GENERAL: The President reserves the right to suspend


the Secretary General upon the advise of the MUN Co-ordinator on
grounds of ethical misconduct, indiscipline or the breach of this
Charter. The suspension does not warrant an explanation.

II. SECRETARIAT: The President reserves the right to suspend any


Secretariat member upon the advise of the Secretary General on
grounds of ethical misconduct, indiscipline or the breach of this
Charter. The suspension does not warrant an explanation.

III. EXECUTIVE BOARD: The Secretary General reserves the right to


suspend any Executive Board member on grounds of ethical
misconduct, indiscipline or the breach of this Charter. The suspension
does not warrant an explanation.

IV. ORGANISING COMMITTEE: The Secretary General reserves the right


to suspend any Organising Committee member upon the advise of the
Charge d'Affaires on grounds of ethical misconduct, indiscipline or the
breach of this Charter. The suspension does not warrant an
explanation.

ARTICLE 27 GUESTS AT GDGISMUN

Every GDGISMUN Chapter must have a Chief Guest upon the discretion
of the President of GDGISMUN. The Chief Guest must be finalised
atleast one month prior to the Conference,

ARTICLE 28 ENDORSEMENT OF THE CHARTER

I. This charter, representing the collective principles and values of


GDGISMUN, is endorsed by the Secretariat. The charter outlines the
framework for the organization's activities and governance.

II. Members of GDGISMUN, including faculty advisors and delegates,


acknowledge their commitment to abide by the provisions of this
charter. This endorsement solidifies their dedication to upholding
GDGISMUN's standards.

We, the undersigned members of the GDGISMUN, hereby acknowledge and


endorse the principles, values, and operational framework outlined within this
charter. Through our dedicated efforts, respectful conduct, and adherence to the
guidelines set forth herein, we aim to create an inclusive, engaging, and
