EXECUTIVE SUMMARY

1.The Opportunity

Hydraform Interlocking Solution was formed in January, 2013 in Windhoek, Namibia, as a Close
Corporation, although its operations started way back in 2004. The reason for the latter registration of
the company was to test the viability and the market of the project.

The dynamic management team responsible for the design, building, and development of the company
policy and hands-on-management of the daily operations are well skilled. In addition, a team-oriented and
customer-focused staff will support the management team. Hydraform Interlocking Solution will retain the
services of a CPA firm to prepare the final financial statements and company audits to assist in setting
achievable long-range strategic goals, while the internal Account will be responsible for the preparation of
taxes and payroll, and general financial duties.

Hydraform Interlocking Solution is a newly established real estate agent, specializing in building low costs
houses, using the Hydraform block system. Currently, there is a demand to build 300 000 houses in the
Namibia. Out of this background we did get green light from the Region and Local Councils and Municipalities
to build houses in 14 Namibia regions, and have market to build 28 000. These 28 000 thousand houses will be
in to 6 six phases, with the first phase of 10 990 houses that will be built in various regions across Namibia. The
company is in possession of signed documentation from the local Government (Town Council and
Municipalities) authorizing Hydraform to construct the said Houses. Service/products include the
manufacturing of Hydraform blocks on site, which will be utilized to build the houses. Other additional
products to the project are the provision of electricity and water as basic commodities.

The mission of Hydraform Interlocking Solution is to increase minority homeownership in Namibia. While
many people hope one day to purchase their own property this is the time, it’s not a dream anymore;
shortages in affordable housing are the burning issue that can prevent these dreams from materializing.
Hydraform Interlocking Solutions is working to keep these dreams alive.

2.Project Leadership

❖ Mr. Marius !kharigub(Executive Managing Director/Founder)

Mr. Marius !kharigub possess a wealth of knowledge in various trades that are of immense
contribution to the success of the project. With a wealth of knowledge in construction for 20
years not limited to Management, Engineering and strategic analysis his background is the back
bone of and pillar towards the success of Hydraform Interlocking Solutions and the much-
envisaged new project “Rent to Own Rent to Buy” termed the 21/99 Namibian Housing Initiative.

With his early lifetime accomplishes in regional politics as a Hardap Local Youth Co-Ordinator
tasked to address youth unemployment. Hardap Region Capital Facilitation and the Co-

ordination, management and implementation of the Hardap Aids convention. His current
Leadership roles are far reaching as the Managing Director (Founder) of Hydraform Interlocking
Solutions. Under his Leadership Hydraform Interlocking Solutions was transformed from a single
operational business to a Regional Level. With Construction contracts throughout Namibia. The
endorsement and End- User from Nedbank was the panicle of his Career. He possesses a wealth
of knowledge for 20 years in Management, Advisory services, technical overview and Financial
Analysis.

❖ Mr. Rudolf Schuster (Non-Executive Member/Co-Founder)

Mr. Rudolf Schuster is a well admired patron of the insurance industry. His knowledge of
procurement services obtain from years in the construction industry was the driving force for the
two founders to combine their skillset and set up Hydraform Interlocking Solutions.

Mr. Rudolf Schuster’s actuarial skills and financial intellect was sure a contributing factor towards
him maintaining the position of Financial Manager in Hydraform Interlocking Solutions until 2016.
Currently Mr. Schuster wealth of knowledge acquired throughout the years in various sectors are
being contributed towards the success of our business projects on an advisory capacity.

❖ Mr. Daniel Isaaks (Finance Manager)

Mr. Daniel Isaaks brings with him wealth of knowledge from the Banking Sector. Putting focus on
his expertise in various trades within the banking industry. His contribution towards the success
of the project is of high pillars. With skills sets ranging from Property Finance, Credit, Retail and
Sales and Forex. Mr. Isaaks skills and tenacity is a well-kept asset at Hydraform Interlocking
Solutions.

With his contribution and financial oversight of the Company, Hydraform Interlocking Solutions is
thriving from high to high. His expertise and Contribution towards the Four Major banks in
Namibia have been transferred as an asset to our company Hydraform Interlocking Solutions
where it is best implemented and utilized for the greater good and benefit of the disadvantaged
masses.

3.Impact (Business Case)

❖ The backlog of affordable housing in the Republic of Namibian is a stress that the Nation as a
whole is trying to solve. The shortage of Housing currently is the pressing issue addressed that
might deter the Namibian Central Government from achieving the much-envisaged Vision 2030.

❖ The current Administration under the Leadership of our Current President Dr. Hage Geingob in
his Hareembe Prosperity plan outline the steps to be taken to achieve and combat the shortage
of Housing throughout Namibia. The current volumes of Housing shortage throughout the 14
regions of Namibia are totaling to 300 000 units Nationally.

❖ Our much-envisaged Housing Initiative termed the 21/99 Namibian Housing Project will put much
focus on the ultra-low income, low income and Middle-income classes/ household that we to
accommodate within our Housing Project. This income gaps comprise of the large percentage of
employed individuals within Namibia and are mostly affected by the Housing crises (Shortage) in
Namibia as the current price range and product availability is structured in such a way to set them
in a disadvantageous position.

❖ PROJECT SELF SUSTAINABILITY: Tariff fee charges on water, electricity and land will be collected
monthly for a period of 25 years. The housing units will be sold and rented under program called
“RENT TO OWN RENT TO BUY”

• Estimated job creation during planning period is 65 Jobs


• Estimated job creation during construction period is 375 Jobs
• Permanent job creation when business is operational is 154 Jobs
• Estimated job creation in supplier and downstream industries is 204 Jobs

4.FEASIBILITY

❖ The current status of the project for feasibility is proven to be viable and positive. All this based
on the fact that the Housing Backlog as per the NSA (Namibian Statistics Agency) proves the need
of such an initiative. The affordability is best defined and mitigated by the implementation of the
“Rent to Own Rent to Buy” concept. With all the projects being approved on Local Authority
(Mandate Holders of Land) all projects currently under view are ready to be launched.

❖ The current project status is at planning and implementation. But due to the lack of financial
resources we are experiencing difficulties to fast track and expedite the project to reach the next
level which will be the EPC.

❖ It will take us about six (6) months for the engineering and another four (4) months for the
Procurement. After which we will immediately implement and start with the construction of the
first phase of houses in various regions to the tune of 10 990 Units.

5.PROJECT BUDGET:

❖ Namibia 21/99 Housing Project is seeking U$300 000 000.00 (Three Hundred Million US Dollars
only).

❖ NB: U$1.00 =N$14.47

5.1 Equity (Capital) Buy In:

❖ Initial Capital Injection Requirement : U$20 000.00


❖ Total Capital Buy In : U$200 000.00

❖ Total Equity Investment : U$220 000.00

6.RETURN ON INVESTMENT (Return Profile)

❖ The financial projections on the proposed Housing Initiative reveal satisfactory levels of profitability and
liquidity.

❖ The proposed Housing Initiative is projected to achieve Net Sales Revenue of U$401 175 000.00 within
the first year of operations.

❖ The proposed Housing Initiative is projected to post a Net Profit of U$250 316 007.00 in the first year
of operations and is projected to post U$57 290 154.00 by the end of five years.

❖ This is a National Project to enable Namibian base municipalities, in all 14 regions to cater for the
basic needs of its citizens and communities in all towns.
