Cathodic Protection Criterion

------------------------------
The cathodic protection criterion shall be in accordance with
NACE Recommended Practice RP 0169-2002 which specified a negative
polarized potential of at least 850 mV relative to a saturated Copper/
Copper Sulfate Reference Electrode.
- The contractor will also provide on-site briefing of Preventive

Maintenance done to our Location Engineer /Technician on duty and
mention the same on main checklist report.
- To conduct complete testing of CP System for ensuring proper the

reliability of the equipment/system in accordance with checklist.
Contractor has to fill the checklist during each visit and provide the
same to location incharge for his acknowledgement and verification.

- To conduct complete preventive maintenance in accordance with OEM

recommendations and guidelines as given in equipment manuals.
- To carry out the adjustments in the equipment/system as per OEM

recommendation and as per requirements to protect the equipment from

- Job also includes replacement of defective / worn out items (if

required) which shall be provided by PSO.

Scope of work for Emergency Visits:
- Trouble shooting of fault occurred suddenly in the equipment and

services are required 24/7/365 days including Sunday and Public
holidays.

- Replacement of defective / worn out items (if required) which shall be

provided by PSO.
- The contractor shall respond in a timely manner for each emergency

call. The contractor has to arrange visit for rectification of fault
within 24 hours on all locations.
- The emergency call will be made by PSO Aviation Station directly to

the contractor by Phone call, Fax or Email. If contractor fails to
respond the call within 24 hours time then a deduction of Rs. 1,000/-
per day will be made from the running bills after getting approval from
Location Incharge. (Deduction shall not be applicable to the situation
beyond the jurisdiction of the contractor i.e. Airport Entry Pass etc.)
- After rectification of fault, contractor will prepare job completion

report mentioning details of fault and action taken with details of
parts installed (if any) and suggestions to prevent reoccurrence of
fault. The job completion report will be signed by Location Incharge and
Airport Manager.
- Contractor will maintain the history card of each equipment and verify
it from the Location Incharge of the location. Also maintain replacement
parts history at each location.
- Contractor shall follow all HSE & Security Policies of the

company.

Terms & Conditions:

1- Validity of this maintenance contract is 01 year which may be
extended for another year on same terms and condition based on the
performance.
2- The contractor shall depute qualified team for preventive and

emergency visits with proper tools. The personnel shall be fully trained
with the trouble shooting, servicing of the CP System.
3- Contractor shall nominate the focal person at their area offices in

order to have proper and quick response to the calls from location.
4- The performance of the contractor would be evaluated on

Quarterly (Contract period) basis (on attached Vendor Performance
Report). In case, the performance of the contractor is not satisfactory
then PSO reserves the right to cancel the maintenance contract.
5- PSO reserves the right to cancel the contract if contractor fails to

perform the work according to the contract at any stage of contract
without assigning any reason.
6- PSO Location Incharge will ensure that all the visits and work done
by the contractor are properly recorded through updated check Lists and

10- The contractor shall go beyond the scope of work mentioned in the
PR.
11- The contractor shall submit a detail report after the completion of
audit.
12- Vendor shall submit the report within 07 days of the Technical
Audit.
The report shall encompass the following:

i-Readings of different tests that are conducted
ii- Detail of the present condition of the system
iii- Recommendations of the possible solutions in case of any problem to
CP System (if required).
iv- BOQ; charges for the supply of material and services for the
rehabilitation of the system (if required)

13- Job includes all cleaning jobs i.e Earthing Points, Terminals etc
needed for Field Visit during their visits at Sialkot Aviation.
14- Each visit is subject to the completion of the desired job at the

19- Part payment is allowed and Payment will be made on actual visit.

TAXATION:
(i) Vendors are required to clearly read & understand tax clauses
enforced by Govt of Pakistan / Provincial Revenue Board and quote
accordingly. In case of any tax exemption / exception claimed by the
bidder, the bidder has to provide documentary evidence i.e.
a) Relevant Govt SRO.
b) Undertaking or Affidavit stating exemption / exception of taxes.
(ii) The documentary proof will be treated as a part of bidding document
and in case of non-provision of the above documents by the bidder; the
tax may be adjusted from the quoted amount.
(iii) PSO invites bids inclusive of all taxes. In case any bidder quotes
otherwise (i.e. exclusive of taxes) then the bid shall be considered
non-responsive and maybe considered to be rejected.
(iv) Notwithstanding anything else contained herein, all rates quoted by
the bidder shall be deemed to be all inclusive including but not limited
to being inclusive of all taxes, levies, duties, transportation costs,

license fees etc.
(v) Along with a final all inclusive price, the bidder shall provide a
breakdown of its quoted rates showing clearly, amongst other price
components, the amount and name of the tax and/or taxes in the quoted
rates.
(vi) Bids shall be commercially evaluated without applicable taxes
(SS/PST/GST), whereby corresponding net amount (exclusive of taxes)
quoted for works, goods and services will only be considered for
commercial evaluation purpose and determined for the lowest responsive
bidder accordingly. However any change in SST/PST/GST after award of
contractor during the course of execution of contract whether increased
or decreased in % value of tax provided in relevant SRO shall be
applicable accordingly and incorporated in change order.
(vii) The bidder shall be solely responsible for the taxes that may be
levied on the bidder's person(s) or on earning of any of his engaged
workers and shall hold the PSO indemnified and harmless against any
claims that may be made against the PSO. PSO does not take any
responsibility whatsoever regarding taxes under Income Tax Act or any
other applicability of taxes, levies imposed by Federal / Provincial /
Local Govt on the bidder or his staff if it is obligatory under the
provisions of the Tax Act. Deduction of Income Tax and all other taxes
as mentioned above at source shall be made by the PSO.
(viii) Notwithstanding anything contained in any law for the time being
in force, the Contractor/Supplier shall be solely responsible to pay all
taxes, duties, charges, stamp duty, fees and levies whether payable
before or after the execution of this Purchase Order to Federal,
Provincial, or local Government or any other authority established under
the law for the time being in force.

(ix) The successful bidder shall be responsible to pay the stamp duty
before execution of this Purchase Order as per applicable rates of the
Stamp Act, as amended from time to time.
(x) The successful bidder shall collect the Purchase Order (unsigned)
from P&S department PSO within 10 days of the issuance of letter
of intent and would get the same stamped from the office of concerned
revenue authority after payment of stamp duty of appropriate value
within 05 days.
(xi) After payment of stamp duty and getting the Purchase Order properly
stamped, the bidder would execute the same and would return the signed
Purchase Order to PSO for execution on its part.
(xii) PSO would execute the Purchase Order and deliver a copy of the
same to the Contractor/supplier.
TERMS & CONDITIONS:
- The contractor must follow all HSE standards / Safety and Security
Rules laid down by PSO. He must also abide by any other instructions /
notifications issued by the company from time to time.
- The Contractor will provide adequate and fully functional PPEs to all
workers and ensure their proper safety.
- The Contractor will be responsible to ensure usage of all applicable
good quality PPEs (i.e. Safety Shoes, Gloves, Helmets, Goggles, Safety
harness, etc.) during execution of work. PSO reserves the right to
terminate the contract on non-compliance/violation of HSE instructions
given by PSO to the contractor.
- The Contractor will be responsible to ensure risk assessment,
undertake steps to mitigate risk and work planning for the high risk
jobs.
- All labour, tools, materials and transportation to be provided by the

- Acceptance of material / job is subject to entire satisfaction and
inspection / acceptance by consignee.
- PSO may get the material/services tested/inspected by a third party
after random sampling or ask the supplier to get the material tested to
check its compliance to offered specifications at any time.
- Payment shall be made after completion of the job on submission of the
bill, duly verified by the concerned officials.
- If the contractor fails to complete the work within stipulated time,
the concerned Incharge will be entitled to deduct from his bills for
work given in this order or other minor due to him by PSO, a value of
0.1% of Purchase Order per day and subject to maximum 10% value of the
PO.
- The contractor shall be fully responsible for any accident (fatal or
otherwise) caused while executing work for himself or his
representatives. In all such cases, compensation payable to the claimant
shall be on the contractors account and contractor shall keep PSO
absolutely indemnified and free from such responsibility.
- The contractor shall indemnify PSO, its offices, employees, agents and
representatives from and against all losses, costs, penalties, fines,
damages, claims or liabilities arising out of, resulting from or in
connection with services contemplated by this contract.
- Contractor shall be responsible to rectify any damage that occurs to
PSO property during execution of work without charging any cost to PSO.
- All Govt. taxes and transportation charges are included in price.

PAYMENT OF BILLS:
1. Payment against the Job(s) will be made against the vendor's scanned
invoices (Submitted through VIMS) after completion of job and passing
quality /quantity of goods /works and services including all
verifications /inspections by the PSO designated official in-charge as
per LAM within 30 days.
2. Bill Submission and Tracking:
a) The contractor/ supplier will submit his bill at Central Bill
Receiving Unit (CBRU) at PSO House, Ground Floor. At CBRU the PSO
representative will scan the invoice along with supporting documents and
an auto generated DP number will be shared on the registered email
address of vendor for future reference.
b) PSO has facilitated vendors to track their bills through web-based
application using the DP number. The tracking of bill is available at
https://www.psoinvsahulat.com.pk:8300/pso.
c) The user ID request by the vendor will be submitted to P&S
department and the ID/ Password will be generated automatically and
shared on the registered email address of vendor.
