In compliance to RA 9003 or the Ecological Solid Waste Management Act of 2000, DILG MC 2001-38 and
DILG MC No. 2004-19 and by the powers vested on me by law, the Barangay Ecological Solid Waste Management
Committee is hereby reorganized with the following composition and functions, to wit;
Section 1. Composition
1. Formulate a community solid waste management program consistent with that of the municipality;
2. Be responsible for the segregation and collection of solid waste specifically for biodegradable, compost
able and reusable wastes;
3. Establish within the barangay or cluster of barangays a Materials Recovery Facility (MRF)
4. Allocate barangay funds for the barangay ecological solid waste mgmt program, approved by the
Sangguniang barangay. The BESWMB committee shall organize a Core of Area/ street coordinators
through the conduct of trainings for barangay residents on waste segregation, composting, recycling and
livelihood opportunities from use of recyclable waste and to monitor their implementation;
5. Integrate the Ecological Solid Waste Management program in the barangay Development Plan;
6. Find alternative sources of funds other than the regular barangay budgets;
7. Submit a monthly report to the Municipal ESWMB on the progress of the program, copy furnish the
DILG office.

1. Lead in mainstreaming GAD perspectives in LGU policies, plans and programs. In the process;
ensure the assessment of the gender-responsiveness of systems, structures, policies, programs,
processes, and procedures of the LGU based on the priority needs and concerns of constituencies
and employees, and the formulation of recommendations including their implementation;
2. Assist in the formulation of new policies such as the GAD Code in advancing women’s
empowerment and gender equality;
3. Lead in setting up appropriate systems and mechanisms to ensure the generation, processing,
review, and updating of sex-disaggregated data or GAD database to serve as basis in
performance-based and gender-responsive planning and budgeting;
4. Coordinate efforts of different divisions/offices/units of the LGU and advocate for the
integration of GAD perspectives in all their systems and processes;
5. Spearhead the preparation of the annual and performance-based LGU GAD Plan and Budget
(GPB) in response to the gender issues and or concerns of their locality and in the context of the
LGU mandate; and consolidate the same following the form and procedures prescribed in the
JMC. The GFPS shall likewise be responsible for submitting the consolidated GPBs of the LGU;
6. Lead in monitoring the effective implementation of the annual GPB, GAD Code, other GAD-
related policies and plans

7. Lead the preparation of the annual LGU GAD Accomplishment Report (GAD AR) and other
GAD reports that may be required under the MCW and this JMC;

of local governance;
9. Promote and actively pursue the participation of women and gender advocates, other civil society
groups and private organizations in the various stages of development planning cycle; giving
attention to the marginalized sectors, and
10. Ensure that all personnel of the LGU including the planning and finance officers (e.g.
accountants, budget officers, auditors) are capacitated on GAD. Along this line, the GFPS will
recommend and plan an appropriate capacity development program on GAD for its employees as
part of and implemented under its regular human resource development program.

WHEREAS, Republic Act 10361 otherwise known as “Domestic Workers Act” or “Batas
Kasambahay”, was signed on January 18, 2013. Consequently, the Implementing Rules and Regulations
(IRR) of the said Act was promulgated in May 9, 2013 where Rule IX provides the registration system
for Kasambahay;
WHEREAS, DILG Memorandum Circular No. 2013-61 dated July 8, 2013 provides the Guidelines on
the Barangay Registration of Kasambahay pursuant to Republic Act No. 10361;
The Punong Barangay, through an Executive Order, shall designate Kasambahay Desk Officer
who shall be tasked to manage the Kasambahay Desk.
1. Receive the two (2) copies of accomplished Kasambahay Registration Form (KR Form 1) with
he attached Kontrata sa Paglilingkod sa Tahanan;
3. Stamp the date of receipt and assign a registration control number at the upper right corner of the
KR Form 1; and
4. Provide the employer or his authorized representative a duplicate copy which will serve as proof
of registration.
5. Keep copy of KR Form 1 with the corresponding signed contract for barangay safekeeping.
6. Encode or record the information about the Kasambahay in the Kasambahay Master list (KR
Form 2).
7. The Kasambahay Officer will furnish a copy of the report to the Punong Barangay who shall
submit the same to the Local Public Employment Service Office (PESO), a monthly
Kasambahay Report (KR Form 3) which includes data regarding the registration of the
Kasambahay.

the policy of the state to promote integrity, accountability, proper management of public affairs and
public property as well as to establish effective practices aimed at the prevention of graft and corruption
in the government;
WHEREAS, Republic Act 9485 mandates the barangay governments to set up services standards to be
known as Citizen’s Charter in the form of information billboards to be posted at the main entrance of the
officers or at the most conspicuous place, or in the form of published materials written either in English,
Filipino, or in the local dialect;
WHEREAS, the leadership advocates the promotion of the good barangay governance through clear,
transparent, accountable and responsive public service delivery;
WHEREAS, the leadership is aware of the benefits of having a Citizen’s Charter as it improves service
delivery, reduce vulnerability to graft and corruption, provide a basis for assessing the performance of

WHEREAS, it is the leadership desire for Barangay Zabali and its residents, to reap the said benefits
through the establishment of its own Citizen’s Charter
NOW THEREFORE, by virtue of the powers vested upon me as local chief executive of Barangay
Sabang, hereby order the following:
BISYON:
Isang barangay na may maayos at mataaas na antas ang pamumuhay ng mga mamamayan;
may pamunuan na maglilingkod ng tapat at magtataguyod ng isang makatao at pantay-pantay na
serbisyo tungo sa mapayapa, matiwasay, malusog, malinis at masayang pamayanan.
MISYON:
Magbigay ng maayos at tapat na paglilingkod tungo sa higit na pagpapalawig ng mga
programang magpapataas ng antas ng pamumuhay sa larangan ng KALUSUGAN, KALINISAN SA
KAPALIGIRAN, AT PAGAWAING PAMBARANGAY sa pamamagitan ng mabilisan at tuwirang
paggampan ng mga namumuno sa barangay.
Identification of the frontline services offered, and the recipients of such services;
The officer or employee responsible for each step;
The maximum time to conclude the process;
a. Documents to be presented by the clients, with a clear indication of the relevancy of said
document/s;
b. The amount of fee, if necessary;
c. The procedure for filling complaints in relation for the request and applications, including the
names and contact details of the officials/ channels to approach for redness;
d. Allowance period for extension due to unusual circumstances; i.e. unforeseen events beyond
the control of the barangay government , and
e. Feedback mechanism, contact numbers to call and /or persons to approach for
recommendations, inquiries, suggestions and complaints.
SECTION 4. Sanction
All concerned barangay officials, weather elective or appointive, shall also be held responsible
and accountable for the implementation of this Act and shall be held accountable to the public in
rendering fast, efficient, convenient and reliable service. Failure of all concerned barangay officials to
act accordingly shall be penalized pursuant to Section 1, rule VIII of Implementing Rules and
regulations of RA. 9485, to wit:
Offences:
1. Refusal to accept application and/ or request within the prescribed period or any documents
being submitted by a client;
2. Failure to act on an application and / or request or failure to refer back to the client a request
which cannot be acted upon due to lack of requirements within the prescribed period;
3. Failure to attend to clients who are within the premises of the office concerned prior to the
end of official working and during lunch break;
4. Failure to rendered frontline services within the prescribed period of an application and/or
request without due case;
5. Failure to give the client a written notice on the disapproval of an application or request and;
6. Imposition of additional irrelevant requirements other than those listed in the first notice
under Rule IV, Section 1 ( 6 ).
Grave Offense:
Fixing and / or collusion with fixers in consideration and/ or other gain or advantage.
Penalties: Dismissal and perpetual disqualification from public service.
Section 4. Funding:
All expenses that will be incurred on activities conducted to implement the Anti-red Tape Act of
Ra 9485 shall be charge against the regular budget of the barangay.

a.) The BHW perform the following duties and responsibilities independently:
1. Height and weight monitoring, and reporting the same to the BHC;
2. Monitoring and follow-up defaulters, and reporting the same to the BCH;
3. Reporting to the BHC any incidence of disease or any health cases in the community;
4. Communicating and coordinating with the community to participate in BHC activities;
5. Gathering data about the health of the community, filing, encoding, and reporting the same to
the BHC;
6. Administering first aid;
7. Conducting health visits; and
8. Responding in natural calamities and disasters.
b.) The BHW perform the following duties and responsibilities assistive to the Barangay Health

In compliance to Section 391 – 16 of the Local Government Code of 1991, the Barangay may
provide for the organization of a Community Brigades, Barangay Tanod or Community Service as may
be necessary to assist in the peace and order efforts of the LGU and by the powers vested on me by law,
the Barangay Tanod is hereby organized with the following composition and functions, to wit;

Section 2. The community brigades composed of civilian volunteer shall perform the following
duties and functions:
1. Assist the Barangay Officials in the prevention of crime and the promotion of public safety;
2. Conduct patrol/ronda in the barangay;
3. Report to the concerned barangay officials or through hotline the occurance of any crime,
fire, accident, public disturbance, and environmental degradation activities and other
untoward incident in the barangay;
4. Monitor the presence and or activities of suspicious persons, criminals and other lawless
elements with their jurisdiction and report the same to the proper authorities or through
hotline;
5. Conduct surveillance on crime breeding areas within the barangay/puroks and report their
observations/findings to the proper authorities or through hotline;
6. Assist the police and the lupong tagapamayapa in the execution of warrants and other
judicial processes such as tracking the whereabouts of missing persons, in arresting escaped
prisoners and other fugitives from justice, and in the recovery of stolen properties;
7. Coordinate closely with the barangay officials and police/local authorities in the drive
against all forms of crimes such as terrorism, smuggling, carnapping, drug trafficking, drug
pushing, illegal gambling, child abuse, crime against women, all forms of vices and
syndicated crimes;
8. Assist in the institutionalization of PATROL program;
9. Assist in the implementation of the Fire Code of the Philippines
10. Detect all forms of fire hazards and other public safety hazards/violations and to institute
corrective measures within their capability;
11. Assist in facilitating smooth flow of traffic; and
12. Perform other functions as may be directed by the Punong Barangay.

equipped with basic skills to assist mothers to breastfeed;

EXECUTIVE ORDER ORGANIZING THE BARANGAY ROAD CLEARING TASK FORCE FOR
THE PURPOSE OF CLEARING THE BARANGAY ROADS AND STREETS OF ILLEGAL
STRUCTURES AND CONSTRUCTIONS
WHEREAS, the President of the Philippines has made a clear directive during his 2019 State of the Nation
Address that all local officials are enjoined to exercise their powers essential to reclaim public roads which
arebeing used for private ends and in the process, rid them of illegal structures and constructions.
WHEREAS, the Department of Interior and Loical Government (DILG) has issued Memorandum Circular
No. 2019-1221 dated July 2019 directing all Local Chief Executives to implement the Presidential directive4,
develop strategies to address displacement issues and to revoke permits that give authority to private entities
to occupy public roads, alleys and other thoroughfares;
WHEREAS, the same DILG Memorandum demanded results within (60) calendar days which must be
documented and reported together with the efforts at the Local Government Unit (LGU) to sustain the same;
WHEREAS, there is a need to organize a Barangay Road Clearing Task Force for the purpose of Clearing
the Barangay roads and streets of illegal structures and constructions to implement and operationalize the
directive of the President and the DILG as well as the mandate of existing laws and ordinance;

In the implementation of the Presidential directive the Committee shall be assisted by the Barangay Task
Force, the PNP Personnel, Municipal Engineer who shall exert and give the violator’s sufficient warning to
voluntarily remove illegal structures and illegal parking in Barangay Zabali, Baler, Aurora.
SECTION 2. ROLE AND FUNCTION FOR BARANGAY ROAD CLEARING TASK FORCE – The
Barangay Road Clearing Task Force shall have the following functions:
a)Plan and map out a strategy to implement the Presidential directive and DILG Order to reclaim public
roads which are being used for private ends;
b)Develop a program of action to address displacement issues, giving sufficient warning to the violators and
according them opportunity to voluntarily remove illegal structures and illegal parking;
c)Prepare an inventory of all roads within the jurisdiction of the Barangay Zabali, Baler, Aurora;
d)Ensure tangible results which must be documented and reported together with the efforts sustain the same;
e)Coordinate with any other departments and offices for the effective implementation of this Executive
Order.
SECTION 3. SECRETARIAT – The Secretariat of the Barangay shall be headed by the Barangay Secretary
who shall be shall be responsible for providing documentation of proceedings, preparation of reports and
such other assistance as may be required in the discharge of its functions.
SECTION 4. EFFECTIVITY CLAUSE – This Executive Order shall take effect immediately.

Section 1: Creation: The Barangay Zabali , Anti-Dengue Task Force shall be created and spearhead,
drafting of the barangay strategic directions for the prevention and control of dengue.

Section 3. FUNCTIONS: The Barangay Anti-Dengue Task Force shall serve as the coordinating, planning,
implementing, monitoring and evaluating body on dengue prevention and control program and policies with
the following functions:
1. The Anti-Dengue Task Force shall enforce the provisions of this order.
2. Shall prepared action plan regarding program/activities for its prevention and control, conduct public
health campaigns involving the community,
3. Shall institute health education and training programs on pest management for local personnel who shall
oversee dengue prevention and control operation of public health importance based on sound ecological
principles.
4. Shall prepare prevention activities scheduled throughout the years in order not to reach cases of epidemic.
5. Shall make regular public announcements of the density level in different barangays and correlating these
levels with the potential danger of degree infection.
6. Shall coordinate with the Municipal Government, other government agencies and non-government
organization in order to achieve the goal for effective dengue prevention and control program.
8. Shall provide the necessary logistical and operational support as requested by the Barangay Anti-Task
Force and Anti-Dengue Action Team.
Section 3: Dengue prevention and control program shall be concerted efforts of all the leaders in the
community and the whole community.

8. Plan, strategize, implement and evaluate programs and projects on drug abuse prevention in the
barangay;
9. Organize the BADAX Auxiliary Team to compose an ideal number of 25 members per 2,000
population of the barangay representing streets, puroks, subdivisions or sitios;
10. Orient the BADAC Auxiliary Team of their roles and functions and in formulating plan of action
to address the problem;
11. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in the
campaign against street-level illegal drug trade through seminars or trainings
12. Coordinate and collaborate with other institutions implementing programs and projects on drug

13. Continuously gather and update data on all drug related incidents and its effect on the peace and
order situation in the barangay including listing of suspected drug users and pushers.

15. Refer suspected drug users to the MADAC and other institutions for corresponding counseling
and/or rehabilitation;

Identification of drug affected house clusters, work places, streets, puroks, and sitio where
manufacture, delivery, sale or use of illegal drugs are being conducted and to report the same
immediately to the PNP of the Philippine Drug Enforcement Agency (PDEA).
Conduct administrative searches of suspected drug dens/laboratories.
Conduct briefings, meetings prior to the launching of operations to ensure positive results and
safety of the operating teams and the community.

The elected barangay official present during the operations shall execute an affidavit and act
as witness in court hearings in the prosecution of drug cases.
Submit reports of drug – clearing operations conducted, if any, to the Municipal Anti – Drug

WHEREAS, Republic Act 9165, also known as the “Comprehensive Dangerous Drugs Act of 2002”,
protects the state and its individuals from the possible harms brought about by the abuse of illegal drug
substances and it also has provisions supporting the unrelenting campaign against trafficking and use of
illegal drugs through and effective enforcement of anti – drug policies, programs and projects;
WHEREAS, Article II, Section 23, 1987 Philippine Constitution stated that “The State shall encourage
non-governmental, community-based or sectoral organizations that promote the welfare of the nation”.
WHEREAS, the DILG issued policies on advocating peace and order, public safety, transparency and
accountability and anti – illegal drug campaigns such as Memorandum Circular No. 2015 – 63 or the
“Revitalization of the Barangay Anti-Drug Abuse Councils (BADAC) and their Role In Drug Clearing
Operations” which reinforces the mandates of the barangay to adopt measures towards the prevention and
eradication of drug abuse;
NOW, THEREFORE, in compliance to DILG Memorandum Circular No. 2016 – 116 dated September 02,
2016 on the implementation of the MASA MASID program, I REYNANTE B. MAPINDAN, Punong
Barangay of Barangay Zabali, Municipality of Baler by virtue of the power vested in me by law, do hereby
order:
ORGANIZATION:
To reorganize Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Iligal na Droga (MASA
MASID) team (MMT), organize the Masa Masid Volunteers (MMV) and the Community Rehabilitation
Network (CRN) and to implement the programs of Community Based Rehabilitation Program (CBRP) and
other Masa Masid programs (MMP) to curb criminality, corruption, and illegal drugs.

WHEREAS, Section 2 of Executive Order No.366 Series of 1996, signed by former President Fidel V. Ramos,
provides that every barangay shall organize a Peace and Order Committee to serve as implementing arm of the
City/Municipal Peace and Order Council at the Barangay level which shall include at least three (3) members of
existing Barangay-Based Anti-Crime or Neighborhood Watch Groups or an NGO Representative well-known in
his community;
WHEREAS, government efforts at peace and order need to be fully coordinated to effectively prevent and
suppress criminality and to maintain public order and safety in the community;
WHEREAS, there is a need to organize a Neighborhood Watch Group to help the barangay in addressing the
peace and order concern in the locality;
SECTION 2. ROLE AND FUNCTION OF THE NEIGHBORHOOD WATCH – The Neighborhood Watch shall
serve as an auxiliary team to the Barangay Peace and Order Council. As such, they shall have the following roles
and functions:

WHEREAS, it is the policy of the State to value the dignity of every human person and
guarantee full respect for human rights. It is likewise the policy of the State to recognize the role of
women in nation-building and ensure the fundamental equality before the law of women and men. The

WHEREAS, since 1995, sexual harassment in the Philippines has been specifically prohibited
under 7877, otherwise known as the Anti-Sexual Harassment Act of 1995”. However, definition of
sexual harassment under this law was limited and covered only the acts committed in work, education
and training-related environments. Further, it does not penalize the acts of sexual harassment
committed in many other spaces such as the streets, in restaurants and malls, public utility vehicles
(PUV) and other public spaces.
WHEREAS, the State values the dignity of every human person and guarantees full respect for
human rights. It is likewise the policy of the state to recognize the role of women in nation-building
and ensure the fundamental equality before the law of women and men. The State also recognized that
both men and women must equality, security and safety not only in private spaces but also in public
spaces.
WHEREAS, the passage of Republic Act 11313, otherwise known as the Safe Spaces Act (SSA)
expands the law on sexual harassment in the country to cover all its forms including verbal and
physical. Further, it seeks to secure all persons regardless of sex, sexual orientation and gender identity
expression from all kinds of gender-based violence and discrimination such as sexual harassment, not
only in private spaces but also in public spaces.
WHEREAS, the DILG and Philippine Commission on Women Joint MC No. 2022-01 dated
December 07, 2022 by provide the guidelines on the localization and implementation of Safe Spaces Act
and its IRR particularly the provisions of the CGSH in streets and public spaces.
2.2 Designate public spaces regardless of ownership and nature as safe spaces against GBSH;
2.4 Develop and distribute Information and Education Campaign materials developed by the
municipality and other entities that raise awareness for the concerns GBSH in streets and public spaces.
2.5 Create a mechanism for handling and documentation of complaints including those cases
covered by the Katarungang Pambarangay system;
2.6 Establish an Anti-Sexual Harassment (ASH) Referral Network to strengthen the coordination
among public and private service providers in addressing the needs of victim-survivors of GBSH in
streets and public spaces; and
2.7 Ensure the setting-up and maintenance of functional CCTV cameras in major roads, alleys and
sidewalks in their respective areas to aid in the filing of cases and gathering of evidence as well as in
the prevention of GBSH in streets and public spaces.
Section 4. Functions of Barangay Anti-Sexual Harassment Enforcers (BASHEs). The ASHEs shall have
the following functions:
4.2 Immediately apprehend the perpetrator if caught in the act of committing the crime;
4.3 Immediately bring the perpetrators to the nearest police station for appropriate action; and
4.4 Together with the Women and Children’s Desk of the PNP stations, keep a ledger of
perpetrators for the purpose of determining if the perpetrators is a first-time, second-time or third-time
offender.
Section 5. Establishment of Anti-Sexual Harassment (ASH) Desk. The VAW Desk of the Barangay
which is located at Barangay Hall of Barangay Zabali shall also serve as the ASH

Section 6. Designation of the ASH Desk Office (ASH-DO). The VAW Desk Officer MAYBEL
POTESTADES shall also serve as the ASH Desk Officer. The ASH Desk Officer, shall be trained on the
forms of sexual harassment, as well as the functions and protocols in responding to GBHS in streets
and public spaces.
Section 7. Functions of Barangay Anti-Sexual Harassment Desk Officers (BASH-DO). The ASH-DO
shall have the following functions:
7.1 Receive, documents and respond to complaint and reports of GBSH in streets and public
spaces;
7.2 Facilitate the referral of cases and persons to the appropriate public and private service
providers for further assistance such as legal, medical, psychosocial, safety, security and other services.
7.3 Record the number of cases of GBHS in streets and public spaces received and referred to
other agencies and submit a quarterly report to the DILG Field Office and the GAD Office;
7.4 Keep case records confidential and secure and ensure that only authorized personnel have
access to these records;
7.6 Coordinate with pertinent agencies in monitoring the status of GHS-related complaints and
reports; and
Section 8. Establishment of BASH Hotline. The barangay shall institutionalize the ASH Hotline, with
cellphone number 09513390416 or landline number (042) 72466624. IEC materials containing the hotline
shall be reproduced, distributed and displayed in major convergence areas within the Barangay and
shall be posted in Barangay’s Official Social Media page. The Duty-Officer of the Day shall also serve as
the operator for the ASH Hotline.
Section 9. Functions of Barangay Anti-Sexual Harassment Desk Hotline Operator. The ASH Hotline
Operator shall have the following functions:
9.2 Assess the nature of the assistance needed and facilitate the referral to ASH Desk or to the
appropriate service providers for legal, medical, psycho-social, safety, security, and other assistance or
services;
9.3 Record, maintain and update a database of complaints/report received through the ASH
Hotline; and
Section 10. Establishment of a Barangay Anti-Sexual Harassment Referral Network (ASH-RN). The
ASH-RN of Barangay Sabang, Municipality of Baler, Aurora is hereby organized and shall be
composed of the following:

Section 11. Functions of the Barangay Anti-Sexual Harassment Desk Referral Network (ASH-RN). The
ASH RN shall have the following functions:
11.1 Strengthen coordination among public and private service providers in addressing the

11.2 Provide legal, medical, psychosocial, safety, security, and other relevant services.
VII. This Executive Order shall take effect immediately upon signing.
