Position Purpose:
The position purpose is to analyse and assess the historic payments made to contractors on selected TPL Project /
Programmes. The intention is to recover the overcharged portion of payments made to contractors. This shall
include the detailed analysis of the historic invoices and payment certificates that are required to be undertaken in
support of the contractual and legal strategies in trying to recover the overpayment.

The incumbent will function in a dynamic but structured environment within the TPL Programme Management Office (PMO)
where Quantity Surveying forensic and analytics expertise will facilitate the high probability of cost overcharging recovery
from contractors. The incumbent reporting to the Senior QS takes responsibility for adherence to project governance and
for the successful completion of the tasks associated with the cost recovery initiatives.

Position outputs:
# Align to Cost Recovery project strategy
# Assist in the evaluation of historic contracts and payments to identify focus areas where there are high probabilities of
contractor overcharge.
# Support and put into effect the strategy, approach and methodology to Cost Recovery project.
# Compile reports, spreadsheets and calculations and obtain the approval thereof on the Cost Recovery project.
# Assist in the compilation of memo’s, position papers, etc. pertaining to the contractual arguments of the Cost Recovery
project.
# Participate and engage with legal counsel, both internal and external to TPL where required.
# Support and put into effect the directives issued by the PMO Leads in the improvement of existing or future contracting
strategies based on lessons learnt from Cost Recovery project.
# Support and put into effect the directives issued by the PMO Leads in Quantity Surveying and Contract Management
strategies and methodologies.
# Assist in other Quantity Surveying and Contract Management matters within the TPL.
# A multitude of traditional tasks from rudimentary pre & post contract administration duties (measurement, tender
reviews, reporting, budget estimating etc.) and other responsibilities such as controlling purchase orders and site meetings,
inspections, compiling defects and assessing completions, assistance with project documentation.

# Duties Include:
o Working as part of the commercial team.
o Responsible for 1 or 2 projects at any one time.
o Submitting and negotiating valuations.
o Take accurate site measurements.
o Contract Administration (NEC).
Qualifications & Experience:
# B Tech/ National Higher Diploma or higher specialising in Quantity Surveying.
# Professional Registration with the SA Council of Quantity Surveying Professionals is preferred
Experience
# Minimum of 3 years’ experience working as a Quantity Surveyor preferably on large multidisciplinary construction /
engineering projects.
# Experience within the hydrocarbon/ petrochemical sectors is preferred.

Standard Job Requirements


# Possession of Code 08 / B Licence.
# Travel across provinces as required and approved.
# Requirement of Trust and Honesty in the handling of finances as per the National Credit Act Amendment 19.

Competencies:
# Working knowledge and experience in working with NEC suite of Contracts.
# Working knowledge in cost reporting and Commercial Management with a strong emphasis on forensics and analytics
(when dealing with Contracts).
# Knowledge on how to run projects / contracts from procurement to close out.
# QS’s knowledge on the control of construction costs by accurate measurement of the work required on a regular basis,
the application of expert knowledge of costs and prices of work, labour, materials and plant required to ensure that good
value is obtained for the money to be expended.
