Severity of the problem

 Inadequate health insurance coverage is one of the largest barriers to health


care access and the unequal distribution of coverage contributes to
disparities in health
 Out-of-pocket medical care costs may lead individuals to delay or forgo
needed care and medical debt is common among both insured and
uninsured individuals
 People without access to healthcare receive fewer diagnostic and
therapeutic services and also have higher mortality rates
 Nearly 30 million Americans have no health insurance
 Overall, 16.9% of Americans report at least 1 financial barrier when it comes to
accessing healthcare
Policy goals

 The goal of a healthcare policy is to protect and promote the health of


individuals and the community
 Another goal is to prevent disease and improve health
Eligibility criteria

 Low-income individuals can sign up for health insurance coverage year-


round based on their income:
 $20,385 for a single person
 $34,545 for a family of 3
Benefits/ services offered

 Make affordable health insurance available to more people


 Expands the Medicaid program to cover all adults with income 138%
below the federal poverty level
 Doctors’ services, inpatient and outpatient hospital care, prescription drug
coverage, pregnancy and childbirth, mental health services, etc. are
covered under the Affordable Care Act
Funding

 Funding for the Affordable Care Act is paid for with a combination of cuts
in government spending and new revenue from several sources, including
tax increases
Population in need vs. population
served

 Population in need:
 Low-income families, Hispanic or Latino people are among the highest
uninsured population in the United States
 Population served:
 The affordable care act serves low-income families and households with
incomes between 100% and 400% of the federal poverty level
Policy outcomes

 11.4 million people are enrolled in plans for health insurance coverage
through the affordable care act
 The affordable care act protects people with preexisting conditions from
discrimination
 The affordable care act also established guaranteed issue, which means
that insurers must issue policies to anyone and can no longer turn away
people based on health status
Changes/ improvements/ strategies

 One improvement with the affordable care act is more coverage options
because people that are insured with this act are limited to fewer
providers they can see
 A strategy to improving this act would be to allowing more coverage and
finding other funding without having tax increases
