Foreword

HEALTH AND SAFETY WARNING

Compliance with Instructions in this Manual


The instructions and information in this manual are provided in compliance with Section
6 of the UK Health and Safety at Work Act, as amended by Schedule 3 of the Consumer
Protection Act 1987.
The purchaser is responsible for making sure that everyone, whether in his employment or
not, who will be associated with the products supplied by Elster Metering Systems, and to
which these instructions and information apply, are made familiar with the contents of
this manual.
This applies to all persons who may be involved in activities such as unpacking,
inspecting, testing, setting, cleaning, installing, commissioning, operating, maintaining,
decommissioning or disposing of the products.

Safety of Persons using Electrical Products


Employers are reminded that they have a duty to ensure, as far as is reasonably

provided in this manual is intended to ensure that products are properly installed and

Putting into Service


Products supplied by Elster Metering Systems have been designed and manufactured, in
accordance with appropriate standards, to operate under specified conditions, when properly
installed.
The purchaser or delegated contractor is responsible for the "Putting into Service" of any
Elster Metering Systems products which have been supplied as "Non-connected". All
related activities must therefore be carried out with due regard to any applicable
legislation, standards and good practice.

Communications Modules

1 SCOPE
This Chapter covers the operation and installation of the RS232 module, RS485 module and
CLI modem module that plug directly into the communications port of the A1700 meter.
For using peripheral equipment such as V22/V23/V32 or CLI modems, PAKNET or GSM
modems with an RS232 or RS485 module, see Appendix A, B and C or D respectively.
Before installing a module or module peripheral equipment, read the Safety Warnings,
Warnings, Precautions for handling electrostatic discharge sensitive devices and EMC
Guidelines below.

2 WARNINGS, CE MARKING AND EMC

SAFETY WARNINGS

Dangerous voltages are present


If the terminal cover plate is not fitted to the A1700 meter, all supplies to the meter must be
isolated before a module or module peripheral equipment is installed or removed.
Failure to do so may result in electric shock.
External circuits connected to the A1700 meter internal relay terminals (or any fitted output
module) may be at line potential. Isolate all external circuits connected to the internal relay
terminals or output module before installing a communications module or module peripheral
equipment.
Failure to do so may result in electric shock.
The CLI modem module has rear and lower safety covers to protect circuitry at line
potential.
Do not fit a CLI modem with the covers removed.
Failure to observe this instruction may result in electric shock.

WARNINGS

Caution
Installation of a faulty module or module peripheral equipment may affect the main meter
functionality.
RS232 and RS485 module multi-drop terminals must be used only for the interconnecting
of modules used in multi-drop mode, and for no other purpose.
When installing or removing a module, be aware that multi-drop terminals may be
energised from other A1700 meters.

2.1 Handling

CAUTION

Observe precautions for handling electrostatic discharge sensitive devices


When handling communications modules and module peripheral equipment described in this
manual, observe electrostatic discharge precautions at all times.
Avoid touching connector pins and printed circuit boards on communications modules and
module peripheral equipment where the PCB is exposed.
Failure to adhere to this instruction may result in electrostatic damage, contamination or
corrosion.

2.2 CE Mark

A1700 meters and their internal modules delivered to customers for use in European
Economic Area (EU & EFTA) countries are CE marked to indicate compliance with the
requirements of the Electromagnetic Compatibility Directive.
This compliance has been demonstrated by subjecting representative samples of the
product, installed in accordance with the instructions and guidelines given in this
document, to the tests prescribed in the following standards:
EN 61036 : 1996, Alternating current static watt-hour meters for active
energy (Class 1 and 2)
EN 50081 - 1 : 1992, Electromagnetic compatibility generic emission standard -
Part 1 : Residential, Commercial and Light Industry
EN50082 - 1 : 1992, Electromagnetic compatibility generic immunity standard -
Part 1: Residential, Commercial and Light Industry
EN60687 1992 , Alternating current static watt-hour meters for active energy -
(Class 0.2s and 0.5s)
The user can therefore be confident that, provided the guidelines and instructions are
properly followed, all units installed will satisfy the requirements for residential,
commercial and light industrial premises.
Elster Metering Systems holds on record the appropriate Declaration of Conformity, and
supporting documentation, against which the CE mark is affixed.

The CLI Modem Module (MODVB*A) (See Section 6) and CLI modem (PAYFCA) (see
Appendix A) described in this manual have been independently tested and approved
against the appropriate telecommunications standards, and where appropriate, are marked
with the approval information.

2.3 Guidelines for Compliance with EMC Directive


The RS232 module, RS485 module and CLI modem have been designed and tested for
compliance with the EMC and other applicable directives.
It is, however, the responsibility of the installer to ensure that an installed system conforms to
the directives.
In order to assist the installer the following guidelines are given:
1. Keep a.c. circuits and d.c. circuits separated by a minimum of 50mm where ever possible
2. Where a.c. and d.c. circuits cross, they must do so at right angles to each other
3. The cables for each circuit must be bunched together to minimise the loop area enclosed
4. Where the environment is electrically hostile, screened twisted pair cables may be required.
The screen must be connected to earth at one point only
5. Ancillary equipment must also be CE marked

The RS232 or RS485 incoming cable should always be connected to the first meter in a multi-drop
chain.
Connecting the cable to a meter in the middle of a chain is not recommended.

3 COMMUNICATIONS MODULE TYPES


Three types of communications modules are available for use with the A1700 meter, an RS232
module (see Section 4), RS485 module (see Section 5) and a CLI (Caller Line Identification)
modem module (see Section 6). All module to meter interfaces are of the same mechanical
design, allowing the module to simply plug directly into the A1700 meter communications port.
All modules can be inserted or removed without isolating the meter power, however all Safety
Warnings, Warnings, Precautions for handling electrostatic discharge sensitive devices and
EMC Guidelines in Section 2 must be observed. Meter certification is not affected.
All modules are isolated to protective Class II.

4 RS232 MODULE
4.1 Introduction
The RS232 module (type MODVBR D) allows direct connection to any
RS232 communications device including V22/V23/V32 modems (see
Appendix A), PAKNET (see Appendix B) and GSM Modems (see
Appendix D). The module can be used to multi-drop up to 10 meters from
a single communications device.
For RS232 module installation or removal instructions, see Section 7.

• Multi-drop will operate correctly if one (or more) meters are powered down

4.2 Point to Point Mode


Point to point mode allows an A1700 meter to be connected directly to a PC using an RS232 module.
The PC will require PMU, MV90 or Datalink plus installed to communicate with the meter.
See Appendix A, B or D for connection of other peripheral equipment to the RS232 module.

4.2.1 Point to Point Installation Procedure


1. Observe all Safety Warnings, Warnings, Precautions for handling electrostatic discharge
sensitive devices and EMC Guidelines in Section 2
2. Remove the terminal cover from the meter
3. Connect the RS232 cable from the PC to the RS232 module (See Figure 4.1 for connection
diagram)
4. Refit the terminal cover and fit appropriate seals

4.3 Multi-drop Mode


The RS232 module has a row of terminals that allow up to 10 meters to be connected in multi-
drop configuration. Each meter in the chain must be fitted with an RS232 module. If a modem
is used it will draw its power from any energised meter.
To avoid the risk of inadvertently shorting the low voltage supplies, the multi-drop wiring should
be made with the RS232 modules withdrawn from the meters.

4.3.1 Multi-drop Installation Procedure


The connection diagram for multi-drop mode is shown in Figure 4.2.
1. Observe all Safety Warnings, Warnings, Precautions for handling electrostatic
discharge sensitive devices and EMC Guidelines in Section 2
2. Remove the terminal cover from the meters
3. With all RS232 modules withdrawn from the meters, connect a multi core cable between Screwdriver
the multi-drop terminals on all modules as shown in Figure 4.2. The wire size can be
between 0.08 mm2 and 1.0 mm2. To insert a wire, strip back the insulation by 5-6 mm.
Insert a small screwdriver into the top of the terminal block as shown and press on the

4. Insert an RS232 module into the first A1700 meter in the multi-drop chain (see Section 7)
5. Plug the RS232 lead or modem into the D-type connector on the RS232 module (see Figure
4.2 for D-type connections).
6. Replace the terminal cover and fit appropriate seals
7. Insert the next RS232 module in the multi-drop chain as shown in Section 7
8. Replace the terminal cover and fit appropriate seals
9. Continue to the next meter.
10. When all meters are fitted with an RS232 module, connect the PSTN lead to the telephone
socket (where appropriate) and switch on the supplies

5 RS485 MODULE RJ45 or RJ11


(RS485)
The RS485 module allows up to 32 meters to be
connected from a single device. The module connects to
external equipment via either an RS485 or RS232 input.
When the RS232 input is used the signal is converted to
RS485 and output via the RJ45/11 socket. Tx, Rx
LED’s
The following external equipment can be connected:
V22/23/V32 modem (see Appendix A)
PAKNET (see Appendix B)
GSM modems (see Appendix D). RS232

Two versions of the module are available:


MODVBS E - RS485 multi-drop connection via RJ45 (8 pin) sockets
MODVBS F - RS485 multi-drop connection via RJ11 (6 pin) sockets.

WARNING
Caution

Mixing type MODVBS E (RJ45) and MODVBS F (RJ11) modules in the same multi-
drop chain is not recommended.

For RS485 module installation or removal instructions, see Section 7.

5.1 Features
• Up to 32 meters from single device
• 2 RS485 RJ45 (8 pin) or RJ11 (6 pin) multi-drop sockets

5.2 Point to Point Mode


Point to point mode allows an A1700 meter to be connected directly to a PC using an RS485
module. The connection type can be RS232 or RS485.
For PC to RS485 connection an RS232/485 converter must be connected to the PC serial port (see
Section 5.2.2, Amplicom model 485 connections).
The PC will require PMU, MV90 or Datalink plus installed to communicate with the meter.
See Appendix A, B or D for connection of other peripheral equipment to the RS485 module's
RS232 port.

5.2.1 Point to Point Installation Procedure


1. Observe all Safety Warnings, Warnings, Precautions for handling electrostatic
discharge sensitive devices and EMC Guidelines in Section 2
2. Remove the terminal cover from the meter
3. RS232 connection - connect the RS232 cable from the PC to the RS485 module D-type
connector (see Figure 4.1 for RS232 cable connections)
4. RS485 connection - connect the Amplicom line amplifier (see Section 5.2.2 for connection
diagram) to the left RJ45/11 socket of the RS485 module
5. At this point, communications with the meter can be checked by sending an appropriate
scheme to the meter (see Section 5.4)
6. Refit the terminal cover and fit appropriate seals

5.2.2 Amplicom Model RS485 Line Driver


The Amplicom Model RS485 line amplifier converts RS232 transmission from a PC serial port
to RS485 for use with an RS485 module.
This configuration allows transmission over longer distances (up to 1.2km) than an RS232
point to point connection.
The connections for the line driver are shown below.

5.3 Multi-drop Mode


Two types of RS485 modules are available with either RJ45 (8 pin) or RJ11 (6 pin) multi-drop
connectors. The module can be used to multi-drop up to 32 meters from a single
communications device. Each meter in the chain must be fitted with an RS485 module. If a
modem is used it will draw its power from any energised meter.

5.3.1 Multi-drop Mode Installation Procedure


Figure 5.1 gives reference to the D-type and RJ45/11 connections and RJ45/RJ11 plug and cable
types.
1. Observe all Safety Warnings, Warnings, Precautions for handling electrostatic
discharge sensitive devices and EMC Guidelines in Section 2
2. Remove the terminal cover of the first A1700 meter in the chain
3. Insert the RS232 external device into the 25-way D connector (RS232) of the RS485 module. For
RS485 connection, connect the external device via the left RJ45/11 socket of the module
4. Insert a multi-drop lead into the right hand RJ45/11 socket of the module
5. At this point, communications with the meter be can checked by sending an appropriate
scheme to the meter (see Section 5.4)
6. Replace the terminal cover and fit appropriate seals
7. Observing all Safety Warnings, Warnings, Precautions for handling electrostatic discharge
sensitive devices and EMC Guidelines in Section 2, remove the terminal cover of the next
A1700
8. Insert the multi-drop lead from the first A1700 meter into the left RJ45/11 socket of the module
9. Insert a new RJ45/11 lead into the right socket to link to the next meter in the chain
10. Insert the RS485 module as shown in Section 7
11. Check the communications (see Section 5.4)
12. Replace the terminal cover and fit appropriate seals
13. Continue to the next meter

5.4 Checking Communications


The RS485 module has two LED's that can be used as an aid to
check communications.
Tx, Rx
1. Create a suitable scheme (set time) with PMU LED’s
2. Activate 'Quick send'
3. Select the connection type, meter outstation number, password
and baud rate
4. Send the scheme
5. The 'red' LED on the RS485 module will flash to indicate the selected meter is receiving data.
The 'green' LED will flash to indicate the selected meter is responding

6 CLI (CALLER LINE IDENTIFICATION) MODEM MODULE

6.1 Introduction
There are two models of CLI modem that allow direct connection to an A1700 meter and fit
directly under the terminal cover.
MODVBI A is for use in the UK and uses a BT connector.
MODVBE A is for use outside of the UK and uses a standard RJ11
connector.
The CLI modem has two modes of operation:
1. 'Normal' Ring mode operating on a shared or dedicated telephone line
2. CLI mode, i.e. a transparent 'No Ring' mode
In either mode, if any parallel telephone is picked up then the modem releases
the line (programmable option). The modem has full CTR21 approval.
The modem operates at 1200 baud.
For CLI modem module installation or removal instructions, see Section 7.
For programming the modem, see Appendix C.

The CLI modem fits directly into the A1700 communications port and allows the meter to be
interrogated remotely by a V22 modem.

6.2.2 Communications Options


A PC can be connected to the modem via the PSTN or PTN. ISDN is supported by use of a
simple adapter. A diagram of each mode of communication is shown in Figure 6.1.

6.3 Configuration
The modem is configured directly via a WindowsTM software package (see Appendix C), or via the
meter.

6.3.1 Default Configuration/Reset


If the modem is not configured from the meter on power up the following default mode is
initiated:
1. No CLI
2. No Dial Out
3. Timed response for any time
4. Answer after three rings
5. Automatic line release
6. Hourly time/date synchronisation with host meter

6.4 Modes of Operation


A description of the modes of operation can be found in Appendix C (CLI Modem
Programming Tool).

6.5 Testing the Modem


To test the modem, dial the modem number (with CLI not withheld, if appropriate) from a valid
telephone and check the response.

7 INSTALLING AND REMOVING MODULES

7.1 Receiving the Equipment


Remove the equipment from its container and inspect for damage.
If damage has been sustained in transit a claim should be made immediately to the Transport
Company and a report sent to the Elster Metering Systems branch office or agent.

7.2 Installation/Removal
Installing
Note – Communications modules must be fitted in the right hand slot of the meter.

WARNING

The CLI modem printed circuit board contains high voltages. Ensure the module’s rear and
lower covers are in place before installing the CLI module into the meter.
For RS232/RS485 modules, to avoid damage by inadvertently shorting the cables, make all
multi-drop connections before the modules are inserted into energised meters.

2. Remove the meter terminal cover
3. Slide the module into position as shown opposite, making sure that the
module clicks into place

A1 RS232/RS485 Module to Modem

A1.1 Introduction
The RS232/RS485 modules allow a standard modem to be utilized to enable communications to
take place over the Public Switched Telephone Network (PSTN). This Appendix describes the
installation of modems for the following applications.

A1700 fitted with a standard terminal cover


A number of modems are available that plug directly into an A1700 RS232/485 module and
can be enclosed by a standard A1700 meter terminal cover.
The modem must meet the following specification:
1. The pin configuration of the modem must match the module pin configuration
2. Power drawn from the meter to power the modem must not exceed +10V 80mA
3. The baud rate must not exceed 9600

Note: Other modems may also be connected outside the terminal cover, using an appropriate
RS232/485 lead. It should be noted that some external modems require an external power
supply.

A1700 fitted with a short terminal cover


CLI modem (PAYFCA) is designed specifically for use with an A1700 fitted with a short
terminal cover. The features of this modem can be found in Sections 6.2 to 6.4. This modem is
installed in the input/output port (left port) of the meter and connects to the RS232/485 module
by a ribbon cable. The module is powered from the meter. See Section A1.2.2 for installation
instructions

A1.2 Installation Procedure


Warning: Note the following points:
1. BT master sockets contain elements that provide protection against transients on the
telephone line and also components needed to separate the ringing signal. All telephone
connections into or out of an installation must be via a master socket. Where a telephone
line is being provided, the master socket should be installed close to the modem
2. For all installations outside of the UK, refer to your local telephone provider's procedures
for connecting modems to telephone networks
3. If the modem has to be plugged into an RS232/485 module in an energised A1700, check
the modem is orientated and aligned correctly with the mating connector. Incorrect
orientation or alignment may damage the modem

The PAYFCA CLI modem has been designed specifically for use with an A1700 meter
fitted with a short terminal cover. This modem should not be used for any other purpose.

2. Remove the short terminal cover from the meter
3. Insert the modem into the input/output port (left port) of the meter
making sure the modem is securely in place
4. Connect the D-type ribbon cable from the modem to the RS232/485
module in the right port
5. Connect the telephone cable to the modem making sure the cable can
be routed through the recess at the side of the terminal cover
6. Refit the short terminal cover and fit appropriate seals
7. Plug the telephone cable into the BT master socket or equivalent. The
telephone cable should be kept clear of all other a.c. and d.c. circuits by a minimum of
50mm where possible

A1.2.3 Connecting the Modem in Multi-drop Mode


Up to 10 meters (RS232) or 32 meters (RS485) can be connected in multi-drop mode.
An RS232 or RS485 module must be connected to each A1700 meter and the modem fitted to
one end of the multi-drop chain.
For RS232 connection, see Section 4.
For RS485 connection, see Section 5.

A1.3 Commissioning
1. Check power is supplied to the meter
2. Check that the meter is operating correctly as detailed in the operating manual
3. To test the modem, first confirm that it will auto answer a telephone call via the telephone
system by manually dialing the number from a handset and listening for the 'carrier tone'. If
this is not heard, check the connections to the modem
Dial it from a PC running - the dial up software i.e. PMU, MV90, Datalink plus etc.
The following data must be correct in order for communication to be established:
1. The correct telephone number must be used to dial the modem
2. The correct outstation number must be used for the A1700 meter. This will have been set to
001 during manufacture and can be changed via the optical communications port on the
meter
3. The correct password must be used to logon to the meter
4. The baud rate must be set to match the baud rate of the meter
5. In the multi-drop mode, each meter must have a different outstation number
In the event that no connection is made, contact Elster Metering Systems for advice.

Where a CLI modem is used with CLI mode enabled, it should be called from the designated
telephone line. The incoming line must have the CLI facility enabled via the telephone service
provider.

A single Radio PAD is all that is required to enable a number of A1700 meters to communicate
with a Central PC via the PAKNET Radio Network. For full installation the following equipment

B1.2 Guide to PAKNET Installation


Setting the Radio PAD Parameters
The Radio PAD parameters can be configured before the Radio PAD is installed on site. To
configure the parameters, follow the procedure below:
1. Temporarily connect the PAKNET Radio PAD to a PC via the RS232 (NTP1) port and use
the terminal software to configure the parameters specified in Section B1.3
2. If NPT2 is to be used, temporarily connect the PAKNET Radio PAD to a PC via the RS232
(NTP2) port and use the terminal software to configure the parameters specified in Section
B1.3

Installing the Radio PAD on Site


1. Ensure that all required items are available. Reference should be made to the PAKNET
reference manuals listed in Section B1.1 (6)
2. Install the PAKNET Antenna a minimum of 1 metre from the meter, in a suitable reception
area
3. Install the PAKNET Radio PAD, and Power Supply
4. Connect the Antenna to the Radio PAD

B1.3 PAKNET Radio PAD Settings


The PAD's are set using terminal (Windows 3.1) or Hyperterminal
(Windows 95 onwards) using the following procedure:
Set Baud Rate of 9600, 7 data bits, 1 stop bit and even parity.
(Details of Setup for other terminals will be given in their
handbook).
For correct operation with the Central PC and A1700 meter, the
PAKNET PAD’s parameters must be set.
To view the current parameters, type PAR? <return>

B1.4 Testing the Communications


Power up the PAKNET Radio PAD and check the signal
strength. This can be done either by proprietary equipment
available from PAKNET or as described in Section B1.3.
The communications link can be tested using a PC running
Power Master Unit Software. The communications route
must be set to PAKNET using the System/communications
server setup (see opposite).
Communications Server Setup
1. Select System/ Communications server setup
2. Double click on Com1 and select PAKNET
Retrieving Data
Once the communication path has been established, set up a
read and use Quicksend to retrieve the data
1. Right click on the scheme and select Quicksend
2. Set up PAKNET, Outstation number, Radio PAD number
and Remote password
3. Press OK (the comms server will open and communicate

Verify the readings to confirm correct operation.

C1 CLI Modem Programming Tool (Alpha V6)

C1.1 Introduction
The Alpha Programming Tool is a WindowsTM software package that allows the Elster modem
type MODVBIA to be configured for use by an A1700 meter.
The CLI modem has two modes of operation:
1. `Normal Ring’ mode operating on a shared or dedicated telephone line
2. CLI mode, a transparent `No Ring’ mode
In either mode, if any parallel telephone is picked up then the modem releases the line
(programmable option).
For modem description, see Section 6.
For modem installation instructions, see Section 7.

C1.2 Configuration
The modem is configured directly via a WindowsTM
software package, or by uploading a file created by
the same package to the meter. The modem is then
configured from the meter.
The Windows package uses data identifiers that
allow the CLI number, Timed Response etc. to be
set. The time also forms part of the configuration
data ensuring the modem always remains in sync
with the meter.
Configuration is initiated at the following times: -

1. On power up
2. Periodically – The periods form part of the configuration data and are initiated by the
modems internal clock. If a configuration fails, the modem retains its previous
configuration and retries at the next designated time
3. A default configuration can be programmed. (See Section 6.3.1)
If a configuration is in progress and a communications session is requested, the configuration
session will be terminated, giving priority to the communications session.

C2 Programming the modem


The window is split into a main menu bar and three panels for Incoming Calls, Ring Back and
Programming the modem.

C2.1 Main Menu Bar


The Main Menu has the following dropdown lists:
File
Open: This allows saved configurations (*.mdm) to be opened and edited.
Save As: This option allows a configuration to be saved as a new file name. The files are saved
as *.mdm files and can be exported for use in the Power Master Unit.
Exit: This allows the Alpha program to be exited.

Communications
Port: This allows the modem port to be set on Comm 1 – 4.
AutoAnswer: Test facility for the modem.
Disconnect: Disconnects the modem.

Systems
This allows the passwords for the software and the modem to
be changed. (See C2.5).

C2.2 Incoming Calls


The modem has two basic modes of
operation, Ring Only or CLI Mode.
Options available with these modes are
given below.

Ringing Only
In Ring Only mode the number of rings
before the modem answers can be set. If
zero ring is set, the modem effectively seizes the line before other phones can answer. It is
recommended that this mode is used in a Ring Window, as incoming call may affect the modem
operation.

Ring Window
In Ring Window mode, the modem will only respond between programmed start and finish
times. The time is set using the 24-hour clock notation.
If the start and finish times are the same, the modem accepts calls at all times. The default is set
from 00:00 to 00: 00 (any time). The number of rings before the modem answers can be set
between 0 and 7 rings.

CLI Only
The modem stores 8 numbers (up to 20 digits) that are recognised as valid for `No Ring’
operation. The modem seizes the line before the ring tone causes other parallel phones to react.

CLI & Ringing


The modem will react to a call from any telephone configured in CLI Numbers, but will not
respond to un-recognised numbers before the number of rings set in the Number of Rings
option. The option of 0 to 7 rings can be set. If 0 is set, the modem seizes the line before other
phones can answer.

CLI Window
The modem will react to a call from any telephone configured in CLI Numbers, between the
times set in the Answer Window.

CLI/Ring Window
This gives the option of Ringing and Window operation as explained above.

Reconfigure (hours)
The modem will be reconfigured every x (01 - 24) hours as set in the Reconfigure (hours)
option.

Parallel Phone Detection


Parallel Phone Detection is a programmable facility, extended to all modes of operation, that
allows the modem to detect if a parallel device has been picked up on the line. On detection, the
communications session is terminated and the modem releases the line.
Note: Where a subscriber is required to make outgoing calls at any time (e.g. '999 calls'), this
facility must be enabled.

The Ring Back mode allows the modem
to ring up to 8 numbers in turn at a
specified time. The number of retries for
a phone to answer can be set from 1 to

This option allows the software access password and level one
modem password to be altered.

The default password is set to 222222.
To change the Access Password:
1. Enter the current Access Password for the software

APPENDIX D

D1 RS232/RS485 Module to GSM Modem


GSM (Global System for Mobile) Communications Modems are ideally suited for use in remote
areas where it is not practical to connect to a PSTN telephone network. The modems can be used
in any area that provides GSM coverage.
Four types of GSM modems are recommended for use with the A1700 meter:
Elster GSM modem PAXVCA (battery powered)
Elster GSM modem PAKVCA (mains powered)
Siemens M20 Terminal
Wavecom (WM0D2B)
The Elster modems PAXVCA and PAKVCA have been custom designed for use with the A1700
meter and interface directly to an RS232/RS485 module beneath the terminal cover. The M20
Terminal and Wavecom interface to the meter via an RS232 serial cable and are situated external
to the meter.
GSM modems can be used with the Service provider of your choice.
Meters can be multi-dropped if required (See Section D6 for multi-drop connections).

D2 General Information
About the SIM
The SIM must be configured by the GSM, Service Provider with the following settings:
Data telephone number
Air baud rate: 1200 - 9600 (the SIM baud rate must be configured to match the meter serial port
baud rate)
Transparent (no error correction) or non-transparent (error correction)
The preferred settings for the A1700 are - 9600 baud, non-transparent

SIM security pin disable


It is highly recommended that the SIM Card Pin Security Number for all types of GSM
modem is disabled on installation. If the pin security number is enabled and the modem is
powered down, a site visit will be necessary to re-enter the pin number.
To disable the pin number the following command should be entered when configuring
the modem:
AT+CLCK = SC,0,xxxx Where xxxx = the original security pin number

Error checking
The GSM system allows full verification of all data received when configured in non-
transparent mode.

Antenna
There is a wide range of antennae, each with their own characteristics for use with
GSM modems. It is therefore important to choose an antenna most suitable for your
installation.

How to Site the Antenna


The antenna should be mounted vertically in a position where it is possible to receive
good mobile phone reception from your Service Provider. Signal strength may be
tested by using the monitor on a mobile telephone providing the mobile uses the same
service provider as the SIM in the GSM.
It is recommended that the antenna is mounted at least 1 metre from the installation.
The signal strength can also be tested using the AT+CSQ command:
AT+CSQ
The command is used to ask for the networks field strength and the current bit error rate.

D3 Elster GSM Modems (PAXVCA and PAKVCA)


Elster GSM modems type PAXVCA (battery powered) and PAKVCA (mains powered) are
custom designed for use with the A1700 meter. For additional security the modems are housed
and sealed beneath the meter standard terminal cover.

The modems connect to the meter via an Elster RS232 or RS485 module. This allows several
meters to be multi-dropped from a single modem.

Automatic Reset Facility


The modem assumes a lockup condition if no communications have been detected on the serial
port for a 36 hour period. After this period an automatic reset is initiated to unlock the modem.

Connecting the Modem in Multi-drop Mode


Up to 10 meters (RS232) or 32 meters (RS485) can be connected in multi-drop mode.
An RS232/485 module must be connected to each A1700 meter.

The initial settings will depend on whether the meter is configured for a Standard Data to Read
or Data Stream Mode.

Battery Warning

The Elster GSM Modem Type PAXVCA contains a re-chargeable Lithium-ion battery. The
battery must only be recharged in accordance with manufacturer’s instructions. It is completely
safe under normal conditions, however it must never be disassembled, punctured in any way,
heated above 100° C, incinerated, or have the contents exposed to water.
Fire, explosion or severe burns may result if these instructions are disregarded.
The modem must not be dismantled. Should a fault occur, or the Battery need replacing, advice
should be sought from Elster Metering Systems.
In the interests of safety, environmental protection and possible legislation, Lithium batteries
require careful disposal.
Disposal of Battery
The battery should be fully discharged before arranging for disposal. Users should satisfy
themselves that the proposed means of disposal is both safe and compliant with local legislation
requirements.

1. Check the modem battery is charged


2. Remove the meter terminal cover
3. Check the terminal cover plate is fitted to the A1700 meter. If the terminal cover plate is not
fitted, all supplies to the meter must be isolated before a module or module peripheral
equipment is installed or removed.
4. Set the modem isolation switch to the ON position (to the right) to apply power to the modem
5. Insert the modem into the RS232/RS485 module 25-way D type connector making sure the
modem is securely in place
6. Connect the antenna lead to the modem (the antenna should be sited at least 1 metre from the
installation)
7. Configure the modem (if required). (See Section D5)
8. Check the modem has locked on to the GSM network and the modem is communicating with
the data collection PC (see communications status LED below)
9. Refit the terminal cover and fit appropriate seals

Communications status LED


The communications LED has four operational states:
Permanently on: The modem is powered on but has not locked on to the network
Flashing once every 2 seconds: The modem has locked on to the network
Flashing once every second: The modem is communicating over the network
Flashing once every ½ second: The modem battery is low

D3.3 Modem Type PAKVCA


The PAKVCA modem is powered directly
from the mains supply (100 – 240V a.c, 50 or
60Hz). The modem is protected by a 5A fuse.
The mains can be connected to the modem in
the following ways:
1. To the A1700 main terminals under the
meter terminal cover

WARNINGS

Observe all Safety Warnings, Warnings, Precautions for handling electrostatic discharge
sensitive devices and EMC Guidelines in Section 2 of this Chapter.
The PAKVCA modem is powered from Mains “Live”.
Modem powered from meter terminals - Isolate all meter supplies before connecting the
modem power to the main meter terminals.
Modem powered from an external supply - Isolate the external supply before connecting
the modem.
Failure to do so may result in electric shock or death.

Modem Powered from Meter Terminals


The modem power is supplied by two banana plugs that are inserted through apertures in the
terminal cover plate of the A1700 meter. The banana plugs mate to special screws designed to
firmly grip the banana plugs or to the voltage connection links of the meter. The modem power
pick-up is dependent on the system configuration of the meter (see Figure D1)
1. Isolate the A1700 meter main supply
2. Remove the meter terminal cover and terminal cover plate
3. Fit the special screw(s) to the correct terminal of the meter (see Figure D1)
4. Fit the terminal cover plate with apertures provided
5. Insert the banana plugs through the apertures
6. (Go to step 7)

Modem Powered from an External Supply


1. Isolate the external mains supply and connect the external supply to the modem
2. Check the terminal cover plate is fitted to the A1700 meter. If the terminal cover plate is not
fitted, all supplies to the meter must be isolated before a module or module peripheral
equipment is installed or removed
3. (Go to step 7)

Modem Internally and Externally Powered


7. Insert the modem into the RS232/RS485 module 25-way D type connector making sure the
modem is securely in place
8. Observing all Safety Warnings above
9. Connect the antenna lead to the modem (the antenna should be sited at least 1 metre from the
installation)
10. Restore all supplies
11. Configure the modem (if required). (See Section D3.2)
12. Check the modem has locked on to the GSM network and the modem is communicating with
the data collection PC (see communications status LED below)
13. Refit the terminal cover and fit appropriate seals

Safety and Installation Notes

1. To protect the device against incorrect polarity, the supply line of the positive supply
voltage must be equipped with a 1.25A quick-break fuse
2. If the correct fuse is not used (max. 1.25A quick break fuse), and incorrect polarity
occurs, the device may not function for safety reasons. The safeguards in the device may
only be reset by the Service Operator
