Call before u Dig (CBuD) App is a single platform for coordination while carrying
out digging activities between all agencies and Telecom operators. CBuD App was
launched across the country on 22 nd March 2023 by Hon'ble Prime Minister to minimize
the damage to the buried underground assets (including OFC). The user IDs of all the
transmission maintenance officers of Telangana circle were created in CBuD App (41
No.s) & thereafter Vide ref.1 above (copy enclosed), BAs/OAs were requested to
extensively use CBuD application for avoiding cable cuts due to external agencies
activities.
Now vide letter at Ref.2, Spl. DGT, AP LSA, DoT has stated that none of the TSPs
including BSNL has posted a single notification/digging enquiry on CBuD App. It was also
remarked by the Spl. DGT that unless TSPs themselves actively patronage the CBuD
App , it will be difficult to expect patronage from various state Govt Departments involved
in the digging activities .

All OA/BA heads are therefore advised to ensure that hereafter, all digging
activities including that of 4G Saturation OFC laying & OFC rehabilitation works are duly
posted in the CBuD App . A monthly report on the number of digging enquiries posted in
CBuD App may please be submitted to this office for onward transmission to DoT.

Dear Shri Srinivas Chaganti Ji,

This is to bring to your notice that Hon'ble Prime Minister Sh. Narendra Modi
ji has launched Call Before UDig (CBuD) mobile application on 22nd March 2023.
As youare aware that CBuD App is launched across the country to minimize the
damage to the buried underground assets (including OFC) by onboarding both the
asset owners and digging agencies/departments on to the common platforn i.e.,
CBuD App.

This office engaged with allthe digging departments in the state of Telangana
viz. MA &UD, GHMC, HMW&SSB, HMRL, TSIIC, TS-SPDCL, TS-NPDCL, TS
TRANSCO, T-Fiber, PR-ED, PR-RE, Mission Bhagiratha and R&B. Around 1241
no. of users from the above-mentioned departments have been onboarded on to the
CBuD App. A detailed presentation has been given to the officials of above
mentioned departments on the functioning of the CBuD App.

Whereas the efforts are being made by LSA in promoting the utilization of
CBuD App for the benefit of safeguarding underground assets of various Telecom
Licensees, it is observed that none of the TSPs including M/s Bharat Sanchar Nigam
Limited has posted a single notification/digging enquiry on the CBuD App. It is
pertinent to mention here that unless TSPs themselves actively patronage the CBuD
App, it will be difficult to expect patronage from various State Govt Departments
involved in the digging activities.

It is understood that all your projects/O&M/installation teams are already


trained inthe usage ofCBuD App by DoT HQ and COAI. This office also conducted
an awareness session on CBuD App 22nd Sept 2023 for the TSPs.

Hence, it is requested to bestow your personal attention on this matter and


instruct the concerned project/O&M/Installation teams of your organization who are
involved in the digging activity to actively utilizethe CBuD App. Please ensure that,
from the month of Oct'23 onwards, all digging activities of M/s Bharat Sanchar
Nigam Limited are duly posted in the CBuD App in compliance to the Indian
Telegraph Infrastructure Safety (IT IS) Rules 2023(Copy attached). A monthly
report on the number of digging enquiries posted in CBuD App may please be

along with precautionary measures for coordination in avoiding damages to the telegraph infrastructure.
(4) The person exercising legal right todig or excavate shalltake appropriate action on precautionary measures
provided by the licensee as per sub-rule (3).

(5) In case no licensee provides details within the prescribed time as per section 19(A) of the Act. the nerson
having Jegal right to dig or excavate shall be free to dig or excavate the property thereafter.
4. Damage charges for breach of provisions of the rule. () Any person, who in exercise of legal richt
has dug or has excavated any property in such a manner causing damage to a telegraph intrastructure duly placed in
accordance with the provisions of the Act shall be liable to pay the damage charges to the telegraph authority :

(2) Thedamage charges under sub-rule (1) shall be computed based on such expenses as may be incurred in
restoring damages.
