1.0 FOREWORD

The Construction scope of work for the “New Refinery in Karbala” Project includes:

 the pre-construction activities to be carried out at EPC CONTRACTOR Home


Office
during the phase of detailed engineering
(see following par. 1.1 and 1.2);

 the installation in field of the temporary construction facilities required to


support the construction activities
(see following par. 1.5);

 the construction and erection activities of material and equipment to be carried out
at job site
(see following par. 1.3 and 1.4).

The construction activities shall be carried out in accordance with construction


drawings, Project specifications and applicable codes.

EPC CONTRACTOR shall prepare all required detailed specifications, procedures and
method statements which are required before and after the start of works at site in
order to fully support the correct execution of all field construction activities.

1.1 ORGANISATION

EPC CONTRACTOR shall issue for COMPANY review and approval:

 the organisation chart of his Home Office Construction Department;

 the Project Home Office Construction organisation chart with indication of the
construction staff assigned to the Project;

 the organisation chart for the job site where the construction works included in his

EPC CONTRACTOR shall ensure that the organisation charts include all necessary
functions/disciplines, provide the job description for each position of the organisation

1.2 HOME OFFICE SERVICES

Upon award of Contract, EPC CONTRACTOR shall assign his Project Construction
Manager and senior construction staff at Home Office to perform all the required pre-
construction activities.

Objectives of the pre-construction effort shall be:

 the start-up of all Project activities necessary for job site construction
performance;
 the study and optimisation of overall Project activities to ensure that the Project
Construction Plan is aligned with schedule for detailed Engineering and
Procurement.

Construction Manager and his staff shall recommend innovative or appropriate


Construction methods to Engineering staff for incorporation into the design of the work.
In this frame, concepts such as modularization, prefabrication and pre-assembly shall
be investigated and if deemed appropriate shall be included in the constructability
studies and afterwards reflected into the respective design.

Construction staff shall also participate with Engineering and Procurement staff to the
finalisation of the overall Project schedule, in order of verifying availability of “design
deliverables” and “materials” at the proper times to provide optimum sequencing of
field construction work.

Therefore a Constructability plan shall be developed covering as minimum the


following points:

 Determine the proper construction work sequencing and accordingly the relevant
priorities in terms of drawings, materials and equipment.
 Review of Project specifications for constructability applications.
 Use existing proven constructability techniques and propose them to Engineering
staff for incorporation into the design approach (e.g. lifting lugs sized to allow
insulation of vessel prior to erection).
 Layout review of the plot plans to yield enhanced job site accessibility and
improved erection methods.
 Coordination of information and drawings with special rigging
SUBCONTRACTORS and/or Engineers to ensure that special/heavy equipment
are designed and purchased in compliance with rigging requirements.

 Review content of any subcontract tender packages including scope, schedule,


interfaces, special site requirements, quality assurance and labour source.
 Evaluation of roadways, railheads and port facilities relative to handling and
unloading equipment, skids, etc…

During the detailed engineering phase EPC CONTRACTOR shall perform preliminary
rigging studies through review of available Project drawings and documents, i.e. plot
plans, equipment location, structural and civil design and Vendor drawings and
suggest method statement for approval by COMPANY. The preliminary rigging studies
shall provide as a minimum:

 Determination of special equipment and rigging needs.


 Development of a preliminary rigging plan for each heavy lift.
 Determination of type, rating and anticipated duration for all lifting major
equipment.
 Incorporation of heavy lift equipment needs and duration into the Project
Construction Schedule.

Again during the detailed engineering phase EPC CONTRACTOR shall develop a
logistic plan to be submitted to COMPANY for review in order to assure the timely
delivery of material and equipment to the work site. The plan is to include, but not
limited to:

 schedule of materials and equipment delivery.


 Custom clearance and temporary storage after custom clearance procedure.
 Transportation to work site procedure.
 Routing plan to and in work site plan.
 Special over-sized / over-weighted equipment list and procedures / methods for
transportation to work site.

In particular EPC CONTRACTOR shall determine the requirements for the


transportation of heavy and / or oversized equipment to the site. Transport studies
shall be made for each piece of equipment that cannot be transported to site by
conventional and locally available means of transportation. These studies shall be
developed taking into due account the local limitations on road transport.
The coordination of movement with government agencies and other CONTRACTORS
is to be solely the responsibility of EPC CONTRACTOR.

EPC CONTRACTOR, during the detailed engineering phase shall provide for
COMPANY’s review also the following:

 Construction Quality Assurance Plan.

 Construction Quality Control Plans for each field discipline.


 Field Inspection Coordination Procedure.
 Construction Safety, Security, Environment and Health Program.

EPC CONTRACTOR shall perform at Home Office all the required construction
planning activities to ensure proper definition of an optimum overall construction plan,
procedures and scope of work.

Home Office construction planning services shall be carried out by qualified and
experienced construction planning personnel with the support of the Construction
Manager and Construction staff. These services shall include, in general, but not be
limited to, the following:

 Determination of all the requirements to be processed on priority basis for a rapid


start of site mobilisation.
 Planning of living camp supply and services. A manpower histogram detailing
number and types of personnel to be housed in the construction camp.
 Planning all Field Temporary Construction Facilities required for the construction
phase of the Project.
 Preparation for approval by COMPANY of a detailed construction plan covering
the overall construction strategy for Project, definition of individual construction
packages and the proposed coordination of their activities and interfaces.
 Pre-qualification of SUBCONTRACTORS.
 Preparation of Project subcontract strategy and plan.
 Preparation of format and procedure for weekly and monthly construction progress
reporting for COMPANY approval.
 Provision of the necessary construction input into the overall Project Master
Schedule and detailed networks / schedules and participate in the review of these
documents.
 Evaluation of construction bids including clarification and negotiations with Bidders
and finalisation of Subcontracts.
 Coordination with Verification / Certification Authorities.

1.3 FIELD ENGINEERING SERVICES

EPC CONTRACTOR shall provide Field Engineering and Design Services during the
execution of field construction activities which shall include, but not limited to, the
following:

 Monitor the execution of the field construction works to ensure the adequacy of the
completed work in compliance with the Specifications and Quality requirements.
 Monitor that the level of information issued and available in field be complete,
accurate and update in terms of Project specifications, drawings, codes, VENDOR
documents etc., for the correct and timely execution of all the construction works.
 Develop, according to approved procedure, additional drawings and details as
necessary to resolve problems resulting from Home Office/ VENDOR non-complete
design or from field specific issues.
 Provide competent field engineering to develop rigging studies for the installation of
heavy equipment, special size equipment, and equipment with restricted access and
submit the same to COMPANY field staff for review and approval.
 Develop specific field procedures and method statements for any construction
discipline wherever it is required to provide detailed instructions about the
sequence/method of execution of any particular construction activity in accordance
with Project/Vendor specifications.
 Provide liaison and coordination among EPC CONTRACTOR Home Office,
SUBCONTRACTOR and VENDOR engineering groups.
 Review, comment and approve SUBCONTRACTORS drawings, procedures,
method statements, documentation and calculations and provide any assistance
and direction as required.
 Check the information indicated on drawings and make field changes if and as
required.
 Initiate engineering queries and concession requests during construction related to
problems requiring Home Office involvement and COMPANY approval.
 Provide any required field technical support.

 Provide coordination with Verification / Certification Authorities.

1.4 CONSTRUCTION

1.4.1 EPC CONTRACTOR’S duties

EPC CONTRACTOR shall provide for all the construction works qualified labour, tools,
construction equipment, facilities, materials, consumables, scaffolding, supervision,
management, field staff, qualified and experienced personnel, technical and
professional services and each and every other item necessary for the completion of
all activities and works included in his scope of work in accordance with the contractual
specifications until the issuance of the PROVISIONAL ACCEPTANCE CERTIFICATE.
EPC CONTRACTOR shall be responsible for the mobilisation / demobilisation,
transportation of his manpower and personnel from / to country of origin to / from the
work site.

EPC CONTRACTOR shall supervise and coordinate his SUBCONTRACTORS,


Licensor, VENDORS, Local Suppliers, and all ancillary and temporary services which
are required to perform all activities and works in accordance with CONTRACT
provisions.

EPC CONTRACTOR shall keep at all times under control the progress of his works
and provide whatever is required to meet the agreed milestones dates including
increase of manpower, overtime work, second shift, selectively or generally as it is
required from time to time depending on the schedule.

The main activities to be carried out in field shall include, but not limited to the
following:

 Site preparation works and temporary facilities installation.


 Construction.
 Construction Management.
 Field Engineering and Design.
 Field Procurement.
 Materials Management and Control.

 Construction Planning / Scheduling.


 Contingency / Remedial Plans.
 Construction Cost Control.
 Field Changes and Revisions to Drawings.
 Subcontract Accounting and Administration.
 Labour Relations.
 Application of Project Quality Plan.
 Application of Construction Quality Control Plans per discipline.

Reports.
 Coordination activities with Verification / Certification Authorities.
 Application of Construction Safety, Security, Environment and Health Program.
 Application of all Site Safety procedures issued and approved.
 Issue for COMPANY approval and application of a Site Work Permit Procedure, to
regulate the cold and hot works permits in case of PLANT Unit(s) under
COMMISSIONING/START-UP contemporary to other(s) PLANT Unit(s) still under
construction located nearby.
 Safety / Quality Field Audits.
 Coordination with COMPANY of Interfaces with Other CONTRACTOR(s).
 As-Built drawings.
 Reporting.
 Documentation and Drawing Control.

COMPANY and any personnel authorised by him shall have free access to any work
site and documents files

1.4.2 Construction Works

The construction works shall include the works of all construction disciplines such as,
but not limited to, civil, buildings, steel structures, mechanical, piping, electrical,
instruments, insulation, painting as required and appropriate to perform, according to
Project drawings, specifications and codes, for the complete erection of all of the Plant
Facilities which are part of New Refinery in Karbala scope of work.

EPC CONTRACTOR shall consider in his scope of work all the requirements
mentioned herein and all of the duties and obligations deriving from the contractual
documents including those not specifically mentioned therein but which are applicable
which it is specifically furnished or outside the extent of the agreed upon right of use.

For each and any construction discipline EPC CONTRACTOR shall provide, as
applicable and appropriate, all the required items such as, but not limited to, those
listed here -below:

 All materials/equipment and related accessories and documentation for COMPANY


review and approval.
 All construction materials and consumables (formwork, welding and abrasive
materials, protective materials, chemical pickling agents, solvents, etc…) with
relevant documentation.

 Suppliers / Vendors services as and when required.


 To store in an orderly manner and per Type / Manufacturer in the storage yard all
the materials loose or prefabricated so as to withdraw them without difficulty at the
time of their field erection.
 Protection and maintenance of all materials / equipment as per Vendor / Supplier
instructions and as per Project specifications until the Provisional Acceptance of the
Works.
 Protection of the site facilities when these might be affected from particular
construction activity (sandblasting, painting, fireproofing etc.).
 The replacement of any material found defective, irregular, of non-adequate quality,
or not in accordance with Project technical specifications.
 Implementation and monitor of piping traceability and identification system.
 Selection of material sources and dumping areas for COMPANY approval.
 Laboratory or laboratory services for all the tests required on materials to verify their
stability, operability and compliance with contractual requirements.
 Surveys and checks to provide / verify the correct positioning of all the items to be
constructed / erected.
 Inspections and tests at site (NDT, Heat Treatment, Hydraulic as required, etc.) and
use of adequate / accurate inspections and tests equipment and instruments.
 Procedures / method statements, heavy lift studies, proposed welding procedures
and welders qualification tests for COMPANY review and approval as well as
materials, equipment, personnel and laboratory services to perform said
qualification tests.

a) Civil Works and Buildings.

The Civil Works shall include, but not limited to, the following:

 Site preparation.
 Excavations (General and Section Excavations).
 Embankments.
 Backfill.
 Storage Tanks Foundation (tank pad with concrete ring wall).
 Ditches (earth and concrete type).
 Roads and Yards.

 Underground Piping (atmospheric and pressure piping).


 Concrete Foundations.
 Levelling and Anchoring Mortars (grout).
 Concrete Sleepers.

 Concrete Pits.
 Concrete Anchor Blocks.
 Electrical/Lighting Cable Trenches.

Insulation of Walls as and where required.
 Ceilings, False Ceiling, Cold/Acoustical Insulation of Ceiling as and where
required.
 Movable Partitions.
 Doors and Windows (Internal and External).
 Lighting and Power System.
 HVAC System.
 Furniture and equipment as specified.
 Telecom network.
 Fire fighting.
 Fire & smoke detectors.

b) Steel Structures

The Steel Structures Erection Works shall include, but not limited to, the following:

 Erection of Piperack Steel Structures.


 Erection of Process / Service Steel Structures.
 Erection of Shelters and Sheds.
 Erection of Platforms, Ladders, Stairs, Steps, Gratings, Checkered Plates,
Handrails for Access to Piperack, Process / Service Steel Structures,
Equipment, Machinery, Buildings, Concrete Structure and any other Structure
which it is specifically furnished or outside the extent of the agreed upon right of use.

c) Mechanical Works

The Mechanical Works shall include, but not limited to, the following:
 Erection of Steel Tanks.
 Heavy Lifts.
 Erection of Fired Tubes Boilers.
 Erection of Vertical and Horizontal Static Equipment.
 Erection of Flares.
 Erection of Machinery (Pumps, Compressors, Fans, Turbines, etc.).

1.4.3 General Information about New Refinery Site

The Project scope of work refers to a New Refinery having the capacity of
140.000 BPSD to be located in Karbala (Republic of Iraq) and aimed to supply the
domestic market.

1.5 TEMPORARY CONSTRUCTION FACILITIES BY EPC CONTRACTOR

Scope of this paragraph is to describe the Temporary Construction Facilities that are to
be provided by EPC CONTRACTOR at the site at his own cost.

Temporary Construction Facilities will include, but not be limited to, site and
construction offices, changing rooms, canteen facilities, shaded areas for working
personnel and suitable smoking areas, toilets and sewage disposal, shops for on site
fabrication of pipe, structural steel, rebar, electrical components, warehouse, air
conditioned warehouse, storage areas, concrete batch plant, potable water,
construction and hydrotest water and/or storage facilities, temporary power, ice
facilities, solid waste disposal, construction camp housing, material testing services,
first aid facilities. Temporary fencing and gates shall be installed by the EPC
CONTRACTOR around temporary construction and camp facilities areas.

In the following paragraph are described more in detail the Temporary Construction
Facilities to be provided by EPC CONTRACTOR at site.

1.5.1 Areas for Temporary Construction Facilities and Camp

The subject areas will be assigned by COMPANY in New Refinery Area.

EPC CONTRACTOR shall be responsible in above mentioned area for the security of
his own equipment / material stored / installed therein. Therefore he shall take care to
install temporary fence, guard house and to provide 24-hour guard services as
required to keep under control at all times the transit to/from said areas.

EPC CONTRACTOR shall provide for COMPANY review the detailed layout of all his
and his SUBCONTRACTORS Temporary Construction and Camp Facilities installed in
the areas assigned by COMPANY. Separate layout shall be issued to show the U/G
facilities and network in these areas.

1.5.2 Temporary / Permanent Roads

During construction activities if EPC CONTRACTOR cuts through any temporary /

by COMPANY but only at his own cost and charge.
EPC CONTRACTOR can accommodate his personnel using adequate facilities
available in the surrounding areas but at his own cost and charge.

The temporary camp facilities shall be equipped in any case with suitable heating / air-
conditioning equipment. EPC CONTRACTOR shall be responsible to provide the
required means to transport his personnel at site.

EPC CONTRACTOR shall also provide, install and maintain his own utilities to feed his
own camp facilities.

The facilities shall be provided in accordance with international standards and


respecting adequate sanitary living conditions. EPC CONTRACTOR shall be
responsible for working with his SUBCONTRACTORS to establish a program of site
specific standards for accommodations provided by EPC CONTRACTOR and his
SUBCONTRACTOR for their employees. This program will be reviewed and approved
by COMPANY.

The accommodation standards program must satisfy all local regulatory requirements
for workers. Additionally, the program shall address, but is not limited to: number of
toilet facilities to be provided, sleeping accommodations (including number of people
per building), food service availability, sanitation and disease control.

Proper toilets facilities for use by all site personnel shall be provided and maintained by
EPC CONTRACTOR in such manner and at such points as approved by COMPANY.

1.5.4 Temporary Construction Facilities

EPC CONTRACTOR in the area assigned for Temporary Construction Facilities shall
provide, install and maintain his own Temporary Construction Facilities such as, but
not limited to, offices, workshops, warehouses, temporary roads, storage lay-down
areas and all other temporary facilities required to properly execute the works.

1.5.5 Temporary Telecommunication System

EPC CONTRACTOR is responsible to provide his own telephone network internal to


his area in order to communicate from his site office with COMPANY site office and,
through local public network, with other users inside and outside Iraq.

The costs of the telephone services will be all at EPC CONTRACTOR charge.

EPC CONTRACTOR shall be fully responsible for personal international and national
calls of his own personnel.

1.5.6 Temporary Construction Electrical Power

EPC CONTRACTOR is to provide, install, operate and maintain all the power sources,
including UPS, and related distribution network required to feed his users for field
Construction, Temporary Construction Facilities (including offices and workshops) and
Temporary Camps.
EPC CONTRACTOR is to submit his actual calculated power requirement separately
for Construction, Temporary Construction Facilities and Temporary Camps for
COMPANY appraisal.

According to the requirements of his Construction Schedule EPC CONTRACTOR is to


provide the necessary design, materials, equipment, labour and supervision to allow
for the early start-up of the Utility Units and any other Unit (as required) until the
permanent power is fully available and operational.

1.5.7 Water Sources

EPC CONTRACTOR is responsible to provide at his own charge and cost from locally
available water sources and/or by drilling new water wells the quantity of water
required for his needs during construction, and during the operation of his temporary
construction and camp facilities. EPC CONTRACTOR shall provide, install, operate
and maintain as required also a temporary water treating unit and a temporary drinking
water unit to fulfil also his requirements in terms of potable water.

1.5.8 Temporary Sewage System

EPC CONTRACTOR is responsible to design, supply, install, operate and maintain his
own temporary sewage system inclusive of underground lines, septic tanks and to
provide the required collection and disposal services.

system according to his proposed layout for Temporary Construction Facilities and
Camp.

1.5.10 Concrete / Asphalt Ready Mix Batch Plant

EPC CONTRACTOR shall supply and install his own ready mix concrete and asphalt
plant within his temporary construction facilities in accordance with the schedule
requirements. Alternatively he shall purchase concrete / asphalt from any local
authorised and approved concrete / asphalt ready mix batch plant.

1.5.11 EPC CONTRACTOR Cooperation

The Temporary Facilities need to be properly designed, installed, operated and


maintained throughout the entire project. These considerations are to be fully
described in the technical documents. EPC CONTRACTOR shall specifically describe
his Temporary Facilities interface points, schedules, and other appropriate information
that is to be shared among other CONTRACTORS, if any, which are expected to
cooperate, coordinate and support each other in a timely manner for the overall project
benefits.

Any of the utilities provided by COMPANY are limited to what indicated herein and any
additional EPC CONTRACTOR requirements are the sole responsibility of EPC
CONTRACTOR.

Upon completion of the project, EPC CONTRACTOR is to remove all Temporary


Construction Facilities and Camps and leave the areas as originally received.

1.6 SUBCONTRACTS

EPC CONTRACTOR shall obtain COMPANY approval of any SUBCONTRACTOR (s)


to which he proposes to award a subcontract. EPC CONTRACTOR shall retain
technical evaluations for all such Subcontract tenders for possible review and
submission to COMPANY.

EPC CONTRACTOR shall execute all subcontracting activities in accordance with the
requirements of contractual documents for successful completion of works, including
but not limited to, the following:

 Select SUBCONTRACTORS and contracting services as per approved construction


plan, specifications and in accordance with schedule requirements.
 Pre-qualify proposed Subcontract Tenderers as required. EPC CONTRACTOR
shall assess the solvency, current work load and compatibility with COMPANY
requirements of SUBCONTRACTOR.
 Obtain COMPANY approval for Subcontract Tenderers list through submission of
necessary documentation.
 Issue status reports on subcontracting activities as per COMPANY approved
formats and frequency.
 Perform separate technical and commercial evaluations after review of the tenders
and prior to submitting a detailed technical recommendation to COMPANY for
approval of award.

1.7 MATERIAL MANAGEMENT IN FIELD

EPC CONTRACTOR shall implement systems and procedures for the receipt, control,
storage, issue of GOODS and spare parts in Field. Such system and procedures shall
include provisions for, but not limited to, the following:

 Receipt, identification, checking for quality, damage and quantity of GOODS at the
SITE and other locations designated by COMPANY.
 Maintain records of Issue of GOODS for construction.
 Initiation of claims for defective and damaged items and shortages of GOODS,
materials or spares and the handling of such items.
 Materials reconciliation and handling of Surplus Materials on completion of Project.
 Storage facility requirements including covered storage, open storage areas,
MANUFACTURER’S storage recommendations and GOODS protection.

EPC CONTRACTOR shall follow also the guidelines for Reception and Warehousing
of Materials during Construction.

EPC CONTRACTOR shall be responsible for coordination of the Field materials


control with EPC CONTRACTOR’S Home Office such as maintaining, at all times, an
updated status of projected Field arrivals of materials shipments. EPC CONTRACTOR
coordination shall extend to EPC CONTRACTOR Home Office, Freight Forwarding
CONTRACTOR and EPC CONTRACTOR Field procurement office.

EPC CONTRACTOR shall provide information as input to construction planning and


scheduling in such detail and frequencies as may be demanded by the WORKS.

The Services for materials management and control shall include:

 Issue Materials Receiving Reports (MRR).


 Identification, checking for quality, damage, and quantity of materials and
equipment at the Field location.

 Initiate and administer over, short and damaged goods insurance claims.
 Warehousing management.

1.8 INSPECTIONS AT SITE

1.8.1 EPC CONTRACTOR’S and SUBCONTRACTOR’S Personnel Assigned to the Task

The construction activities shall be inspected in accordance with Construction Quality


Control Plans that will be issued by EPC CONTRACTOR for COMPANY review and
approval for all the construction disciplines.

to, material controls, civil, buildings, steel structures, mechanical, piping, electrical,

EPC CONTRACTOR and his SUBCONTRACTORS shall plan a Field Staff to be

Quality Control Plans and related Forms/Reports.
This Field Staff shall be composed of, but not limited to, the following personnel:

The number of above specialists by EPC CONTRACTOR and his


SUBCONTRACTORS shall be adequate to the amount of inspection activities to be
carried out during the various phases of construction works as per construction

1.8.2 Inspection Meetings

The following meetings will be held with regard to the site inspections activities:

1.8.3 EPC CONTRACTOR’S Duties for Inspections at Site

EPC CONTRACTOR shall carry out, at any time and place, whatever checks are
deemed necessary to determine that the WORK is correctly performed and executed
by his or his SUBCONTRACTOR personnel, even where such checks are not provided
in the Project Specifications, Codes, Construction Quality Control Plans.

Authorised agent of COMPANY shall have the right of access, at any time and under
any circumstances, to the offices, workshops, warehouses, and to any other location
where WORK is performed or where materials and/or documents concerning the
WORK and the Project are located / stored.

EPC CONTRACTOR or any of his SUBCONTRACTORS shall provide the samples of


materials supplied by them for COMPANY review and approval. If COMPANY requires
lab tests or analysis certificates of such materials, the EPC CONTRACTOR shall duly
provide these lab tests and certificates at no cost to COMPANY.
