1.0 FOREWORD
The Construction scope of work for the “New Refinery in Karbala” Project includes:
the construction and erection activities of material and equipment to be carried out
at job site
(see following par. 1.3 and 1.4).
EPC CONTRACTOR shall prepare all required detailed specifications, procedures and
method statements which are required before and after the start of works at site in
order to fully support the correct execution of all field construction activities.
1.1 ORGANISATION

staff for incorporation into the design approach (e.g. lifting lugs sized to allow
insulation of vessel prior to erection).
Layout review of the plot plans to yield enhanced job site accessibility and
improved erection methods.
Coordination of information and drawings with special rigging
SUBCONTRACTORS and/or Engineers to ensure that special/heavy equipment
are designed and purchased in compliance with rigging requirements.

During the detailed engineering phase EPC CONTRACTOR shall perform preliminary
rigging studies through review of available Project drawings and documents, i.e. plot
plans, equipment location, structural and civil design and Vendor drawings and
suggest method statement for approval by COMPANY. The preliminary rigging studies
shall provide as a minimum:
Again during the detailed engineering phase EPC CONTRACTOR shall develop a
logistic plan to be submitted to COMPANY for review in order to assure the timely
delivery of material and equipment to the work site. The plan is to include, but not

EPC CONTRACTOR, during the detailed engineering phase shall provide for

EPC CONTRACTOR shall perform at Home Office all the required construction
planning activities to ensure proper definition of an optimum overall construction plan,
procedures and scope of work.
Home Office construction planning services shall be carried out by qualified and
experienced construction planning personnel with the support of the Construction
Manager and Construction staff. These services shall include, in general, but not be
limited to, the following:
EPC CONTRACTOR shall provide Field Engineering and Design Services during the
execution of field construction activities which shall include, but not limited to, the
following:
Monitor the execution of the field construction works to ensure the adequacy of the
completed work in compliance with the Specifications and Quality requirements.
Monitor that the level of information issued and available in field be complete,
accurate and update in terms of Project specifications, drawings, codes, VENDOR
documents etc., for the correct and timely execution of all the construction works.
Develop, according to approved procedure, additional drawings and details as
necessary to resolve problems resulting from Home Office/ VENDOR non-complete
design or from field specific issues.
Provide competent field engineering to develop rigging studies for the installation of
heavy equipment, special size equipment, and equipment with restricted access and
submit the same to COMPANY field staff for review and approval.
Develop specific field procedures and method statements for any construction
discipline wherever it is required to provide detailed instructions about the
sequence/method of execution of any particular construction activity in accordance
with Project/Vendor specifications.
Provide liaison and coordination among EPC CONTRACTOR Home Office,
SUBCONTRACTOR and VENDOR engineering groups.
Review, comment and approve SUBCONTRACTORS drawings, procedures,
method statements, documentation and calculations and provide any assistance
and direction as required.
Check the information indicated on drawings and make field changes if and as
required.
Initiate engineering queries and concession requests during construction related to
problems requiring Home Office involvement and COMPANY approval.
Provide any required field technical support.

1.4 CONSTRUCTION
EPC CONTRACTOR shall provide for all the construction works qualified labour, tools,
construction equipment, facilities, materials, consumables, scaffolding, supervision,
management, field staff, qualified and experienced personnel, technical and
professional services and each and every other item necessary for the completion of
all activities and works included in his scope of work in accordance with the contractual
specifications until the issuance of the PROVISIONAL ACCEPTANCE CERTIFICATE.
EPC CONTRACTOR shall be responsible for the mobilisation / demobilisation,
transportation of his manpower and personnel from / to country of origin to / from the
work site.
EPC CONTRACTOR shall keep at all times under control the progress of his works
and provide whatever is required to meet the agreed milestones dates including
increase of manpower, overtime work, second shift, selectively or generally as it is
required from time to time depending on the schedule.
The main activities to be carried out in field shall include, but not limited to the
following:

but not limited to, civil, buildings, steel structures, mechanical, piping, electrical,

EPC CONTRACTOR shall consider in his scope of work all the requirements

documents including those not specifically mentioned therein but which are applicable

Light-Weight Concrete, Water-Proof, Cement Tiles).
Plumbing and Sanitary Works.
Flooring Finishing Works, False Flooring.
Wall Lining and Painting (Internal and External), Cold/Acoustical/Thermal
Insulation of Walls as and where required.
Ceilings, False Ceiling, Cold/Acoustical Insulation of Ceiling as and where
required.
Movable Partitions.
Doors and Windows (Internal and External).
Lighting and Power System.
HVAC System.
Furniture and equipment as specified.
Telecom network.

domestic market.

Scope of this paragraph is to describe the Temporary Construction Facilities that are to
be provided by EPC CONTRACTOR at the site at his own cost.
Temporary Construction Facilities will include, but not be limited to, site and
construction offices, changing rooms, canteen facilities, shaded areas for working
personnel and suitable smoking areas, toilets and sewage disposal, shops for on site
fabrication of pipe, structural steel, rebar, electrical components, warehouse, air
conditioned warehouse, storage areas, concrete batch plant, potable water,
construction and hydrotest water and/or storage facilities, temporary power, ice
facilities, solid waste disposal, construction camp housing, material testing services,
first aid facilities. Temporary fencing and gates shall be installed by the EPC
CONTRACTOR around temporary construction and camp facilities areas.
In the following paragraph are described more in detail the Temporary Construction
Facilities to be provided by EPC CONTRACTOR at site.
EPC CONTRACTOR shall be responsible in above mentioned area for the security of
his own equipment / material stored / installed therein. Therefore he shall take care to
install temporary fence, guard house and to provide 24-hour guard services as
required to keep under control at all times the transit to/from said areas.
EPC CONTRACTOR shall provide for COMPANY review the detailed layout of all his
and his SUBCONTRACTORS Temporary Construction and Camp Facilities installed in
the areas assigned by COMPANY. Separate layout shall be issued to show the U/G
facilities and network in these areas.

EPC CONTRACTOR in the area assigned for Temporary Camp shall provide, install
and maintain his own Temporary Camp Facilities such as, but not limited to, lodge,
mess, recreation, support facilities as required to properly accommodate his personnel
working at site since the first phase of his site mobilisation.
EPC CONTRACTOR can use for this purpose areas other than those made available
by COMPANY but only at his own cost and charge.
EPC CONTRACTOR can accommodate his personnel using adequate facilities
available in the surrounding areas but at his own cost and charge.
The temporary camp facilities shall be equipped in any case with suitable heating / air-
conditioning equipment. EPC CONTRACTOR shall be responsible to provide the
required means to transport his personnel at site.
EPC CONTRACTOR shall also provide, install and maintain his own utilities to feed his
own camp facilities.
The accommodation standards program must satisfy all local regulatory requirements
for workers. Additionally, the program shall address, but is not limited to: number of
toilet facilities to be provided, sleeping accommodations (including number of people
per building), food service availability, sanitation and disease control.
Proper toilets facilities for use by all site personnel shall be provided and maintained by
EPC CONTRACTOR in such manner and at such points as approved by COMPANY.
EPC CONTRACTOR in the area assigned for Temporary Construction Facilities shall
provide, install and maintain his own Temporary Construction Facilities such as, but
not limited to, offices, workshops, warehouses, temporary roads, storage lay-down
areas and all other temporary facilities required to properly execute the works.

provided by EPC CONTRACTOR for his temporary construction facilities as required

EPC CONTRACTOR is to submit his actual calculated power requirement separately
for Construction, Temporary Construction Facilities and Temporary Camps for
COMPANY appraisal.
EPC CONTRACTOR is responsible to provide at his own charge and cost from locally
available water sources and/or by drilling new water wells the quantity of water
required for his needs during construction, and during the operation of his temporary
construction and camp facilities. EPC CONTRACTOR shall provide, install, operate
and maintain as required also a temporary water treating unit and a temporary drinking
water unit to fulfil also his requirements in terms of potable water.

EPC CONTRACTOR is responsible to design, supply, install, operate and maintain his
own temporary sewage system inclusive of underground lines, septic tanks and to
provide the required collection and disposal services.
EPC CONTRACTOR shall provide in his proposal the general arrangement of this
system according to his proposed layout for Temporary Construction Facilities and
Camp.
EPC CONTRACTOR shall also provide sewage collection and disposal from any field
office that will be installed inside any Plant Unit area upon agreement with COMPANY:
details of such sewage and disposal system arrangement shall be submitted for
COMPANY review and approval.
EPC CONTRACTOR shall be responsible for hauling and dumping his own solid waste
and construction debris to any disposal yard authorised to this purpose according to
the country regulation.
Any associated cost will be at his charge.
EPC CONTRACTOR shall supply and install his own ready mix concrete and asphalt
plant within his temporary construction facilities in accordance with the schedule
requirements. Alternatively he shall purchase concrete / asphalt from any local
authorised and approved concrete / asphalt ready mix batch plant.
Any of the utilities provided by COMPANY are limited to what indicated herein and any
additional EPC CONTRACTOR requirements are the sole responsibility of EPC
CONTRACTOR.
1.6 SUBCONTRACTS
EPC CONTRACTOR shall execute all subcontracting activities in accordance with the
requirements of contractual documents for successful completion of works, including
but not limited to, the following:
EPC CONTRACTOR shall implement systems and procedures for the receipt, control,
storage, issue of GOODS and spare parts in Field. Such system and procedures shall
include provisions for, but not limited to, the following:
Receipt, identification, checking for quality, damage and quantity of GOODS at the
SITE and other locations designated by COMPANY.
Maintain records of Issue of GOODS for construction.
Initiation of claims for defective and damaged items and shortages of GOODS,
materials or spares and the handling of such items.
Materials reconciliation and handling of Surplus Materials on completion of Project.
Storage facility requirements including covered storage, open storage areas,
MANUFACTURER’S storage recommendations and GOODS protection.
EPC CONTRACTOR shall follow also the guidelines for Reception and Warehousing
of Materials during Construction.
Initiate and administer over, short and damaged goods insurance claims.
Warehousing management.
Put into operation, a system giving appropriate advance warning of definite or
potential late site deliveries to Construction Management personnel so that they
may take appropriate action to avoid or minimise delay to construction activities.
Perform materials availability planning.
Proper and orderly organisation of the lay-down area, warehouse and storage
cabinets for easy access for stocking, retrievals and checking.

The site inspections shall cover all the construction disciplines such as, but not limited
to, material controls, civil, buildings, steel structures, mechanical, piping, electrical,
instruments, insulation, painting works.
EPC CONTRACTOR and his SUBCONTRACTORS shall plan a Field Staff to be
assigned to the inspection process and to the management of approved Construction
Quality Control Plans and related Forms/Reports.
This Field Staff shall be composed of, but not limited to, the following personnel:

EPC CONTRACTOR shall carry out, at any time and place, whatever checks are
deemed necessary to determine that the WORK is correctly performed and executed
by his or his SUBCONTRACTOR personnel, even where such checks are not provided
in the Project Specifications, Codes, Construction Quality Control Plans.
Authorised agent of COMPANY shall have the right of access, at any time and under
any circumstances, to the offices, workshops, warehouses, and to any other location
where WORK is performed or where materials and/or documents concerning the
WORK and the Project are located / stored.
