V. LEGAL BASIS:
Art. XIII, Sec. 14, 1987 Constitution : “The State shall protect working women
by providing safe and healthful working conditions, taking into account their
maternal functions, and such facilities and opportunities that will enhance their
welfare and enable them to realize their full potential in the service of the
nation.”
VI. RATIONALE
Equity is a systemic issue, and as such, making lasting change towards greater
gender equity in the workplace requires getting the whole workforce involved. The
aim of gender equity in the workplace is to achieve broadly equal opportunities and
outcomes for women and men, not necessarily outcomes that are exactly the same for
all.
Workplace gender equity will be achieved when the workforce are able to
access and enjoy equal rewards, benefits, resources and opportunities regardless of
gender.
In line with this, SDO I Pangasinan, adhering to GAD mandates, proposes GAD
SCHOOL TRAINING ON GENDER EQUALITY IN THE NEW NORMAL

ACTIVITY DESIGN
The Department of Education Advocates and campaigns for the promotion of gender
equality and social mobilization for GAD programs and projects. Pursuant thereof and in
consonance in Executive Order 273 known as “Approving and Adopting the Philippines Plan for
Gender Responsive Development”, Sual Central School as part of DepEd SDO Pangasinan I shall
have its development program for the senior citizens to recognize their special role in nation
building.
The care for older Filipinos is guaranteed by the fundamental law of the land. The 1987
Philippine Constitution ensures the promotion and protection of the rights and welfare of Filipino
senior citizens as a minority population sector. As an integral part of society, older Filipinos are
entitled to certain benefits and privileges through the enactment of Republic Act No. (RA) 9994 or
the Expanded Senior Citizens Act of 2010.
COVID-19 pandemic has magnified the vulnerabilities of the Filipino elderly, particularly
the poor. Since the government imposed what it calls the General Community Quarantine (GCQ)
under which people are prohibited from leaving their houses, poor senior citizens who still work,
many in the informal sector, have been deprived of their main source of livelihood. They are left
with very little choice but to rely on local government food packages that are simply not enough.
This Reach Out program of Sual Central School for identified Senior Citizen is the
school’s special way of giving care and attention to Senior Citizens for them to feel that the elderly
is valued and their welfare is thought of in this trying times. It is also hoped that through this
Reach Out program, the Senior Citizens may feel valued, loved and not forgotten. The activity
aims to promote the concept of respect and care for the elderly and inter-generations harmony.
VII. OBJECTIVES
1. Provide food packs/ meals/Health essentials to identified Senior Citizen of the community
2. Show support to the Psychosocial Well-Being of Senior Citizens
3. Strengthen coordination and collaboration among government agencies and other stakeholders
involved in the implementation of the Reach Out Programs for Senior Citizens
