What is 4th industrial revolution? How will AI affect governance?

The 4th industrial revolution is the rise of technologies like artificial intelligence, automation,
and digitization in the processes and operations of many industries. The enhanced ability of
machines to carry out tasks as they can act intelligently and accomplish deliverables with high
speed and accuracy is now becoming superior; it has revolutionized the concept of doing
business. Robots are very common in the field of manufacturing, especially in the automobile
industry, where repetitive tasks can sometimes be performed better by machines with higher
accuracy and lower chances of error. 3D printing, which is a method of fabricating physical
objects, is also now becoming a popular method of manufacturing. Moreover, the huge amount
of data coming from users connected with technology can be processed and analyzed to forecast
the future, a considerable advantage when it comes to decision-making applicable to any area
like education and the economy. A great example of this is the scandal that Facebook got into
during the U.S. presidential elections, where Facebook allegedly sold the data coming from its
users to better strategize the election campaign of Donald Trump at the time.

The future of governance will likely be a response to the rapid advancement of technology,
where the interests of the public will prevail. Since it is anticipated that a lot of jobs will become
obsolete in the future, the government will likely come up with policies and programs that could
address the inevitable rise of unemployment due to technological advancement. The government
may also put control over these technologies, as it may result to inequalities and income gap.
Though the government can adapt these technologies to enhance or automate their delivery of
service, as these technologies really have potential, the “humanness” of public service is a debate
as to whether it will still be relevant or not.

Why is public ethics and accountability important? What is the ease of doing business act?
A society that isn’t built on a foundation of trust, fairness, and justice wouldn’t progress and advance, as
these values are all important in any society and community. To maintain cooperation and harmony,
they have established rules and regulations in the form of policies to be abided by citizens. Public
employees and officials, as instruments of the government in its implementation of these policies, are
expected to be at the forefront of conformity. Making public officials accountable by imposing sanctions
on any acts of misconduct would deter unethical behaviors that could proliferate in any government
office. Also, the accountability of officials is important to safeguard the resources they manage, as being
exposed sometimes tempts the officials to use the public funds to serve their own interests. Public
ethics is basically a moral standard that should serve as a guiding principle for all individuals in a
functional and fair society.

The ease of doing business act, or anti-red tape act, is a policy created during the Arroyo administration
that aims to eradicate practices of graft, corruption, and bureaucratic red tape in government agencies
and offices. The rules and regulations under it entailed a set of standards in the delivery of public
service, as well as sanctions for cases of noncompliance. Integrity, accountability, and proper
management of public affairs are encouraged to inhibit acts of graft and corruption that impair the
efficiency of government service. This has enabled the streamlining of public service delivery through
the removal of unnecessary procedures and the adaptation of systems that will shorten the transaction
times of clients. Standards of procedure are made public in the citizen’s charter to make public officials
and employees liable for the services being delivered. This Republic Act has been amended with the goal
of integrating technology to further enhance service deliveries.
