White Paper
Prologue
The decision to issue this White Paper is to reflect the deep concerns shown by the
public at large in Pakistan about their stolen mandate and international level serious
observations pertaining to blatant abuse of democratic norms and values which were required
to take roots on strength of ballot. The opportunity to bring political stability has once again
been lost due to meandering and manipulation of Election Results.
The White Paper is a collection of detailed information from national and international
electronic and print media and records provided by our lawmakers who contested election
and were a witness to ground realities and various abuses demonstrated by ECP in stealing
the public mandate.
The reporting of international and national watchdogs, NGOs and human rights
organizations was given special space to authenticate the situation prevalent in Pakistan in
relation to atrocities, inflicted to PTI workers and leaders leading up to and on day of poll and
post-poll including managing the election results as per pre-planned rigging strategy.
The data collected based on Form-45 of all snatched national and provincial
constituencies was fed to an Analysis Cell comprising experts and analysts for collation,
interpretation and transforming it into cognizable material evidence to prove the corruption
and corrupt practices committed by the ECP staff and ROs. The analysed data was also
subjected to third-party audit for its correctness and authenticity.
To this end Pakistan Tehreek e Insaf finds it as a sacred responsibility, being majority
federating Political Party, towards people of Pakistan who came out and voted or supported
(being abroad); to ascertain the truth, fair play and transparency of General Elections 2024.

Pakistan General Elections 2024
Part-1-Structure of Elections
1. Enshrined under Article-218 of Constitution of Pakistan Election Commission of Pakistan
(ECP) as an independent Constitutional Body is established to conduct elections to all
public offices as specified by the law. ECP consists of four members who have been Judges
of a High Court from each Province and a Chairman. The duty of Election Commission shall
be to organize and conduct election honestly, justly, fairly and in accordance with laws and
that corrupt practices are guarded against.
2. Duties of Commission are preparation of electoral rolls for election to the National and
Provincial Assemblies, Senate, appointing Election Tribunal and holding of General and
local government elections.
3. ECP performs the duties of Returning Officers (ROs), appoints enumeration staff and
prepare proposals for Deputy and Assistant to ROs.
4. Form 45. On conclusion of polling the presiding officers (POs) in the presence of all polling
agents counts the ballot papers and issues it to the polling agents and is publicly displayed
outside each polling station. The form is authenticated by the senior most Assistant PO
and also by PO with signatures and thumb impression.
5. Form 47. Form-47 aggregates the results of entire constituency based on Form-45 results.
This form consolidates the data from all signed Form 45s received from POs in presence
of contesting candidates or their representatives and is attested by the RO. The total of
Form-47 must match with Form- 45 vote count.
6. The rigging with impunity by changing the Form-45 or in certain cases Form-47 by the RO
at stage of compilation was committed.
7. Presiding Officer is the highest authority at polling station responsible for smooth running
of the affairs and he reports to a RO. He ensures security of ballot boxes and related
material and everyone follows ECPs code of conduct. He takes Form-45 to his RO and
ensures it is duly received.
8. ROs are generally judges by profession, contrary in Elections 2024, executive officers were
deputed these duties. ROs receive nomination papers, scrutinize them as per the law,

appoint polling staff, supplies election material, collect Forms-45 and consolidate results
of whole constituency.
9. The returning officer prepares provisional consolidated statement of results of the count
of the constituency under Section 92 of Elections Laws. The RO announces the same in the
presence of the candidates or elections agents or authorized observers as may be present
and shall affix a copy of such results in his office.
10. The Election Act, 2017 Section 13(3) binds RO to communicate the scanned copy of the
Form-47 to ECP electronically on or before 02:00 am the day immediately following the
polling day and in case of delay reasons to be submitted in writing along with the result.
The provisional results must be sent as soon as compiled but not later than 10:00 am.
11. As per Election Act ,2017 Section 90, Presiding Officer gives signed results to each polling
agent and as per Section 95 RO provides consolidated result to each candidate or to his
agent or authorized representative.
12. Election observers as per Section 238 of Election Act 2017 are the organization's tasks to
monitor various phases of elections for greater transparency and fairness in Elections.

Part-2-Pre-Poll Rigging
3. Partial, biased and well planted Federal and Provincial Caretaker Setups to favor PDM
a) The caretaker cabinet included members with strong political affiliations naming few
Mr. Fawad Hassan Fawad, who served as PS to two former PMs of PMLN, Nawaz Sharif
and Shahid Khakan Abbasi, Umar Saif who served under Shahbaz Sharif as Minister in
Punjab, Mr. Sarfraz was senator of PPP and Jalil Abbas Jilani cousin of former PM of
PPP, Yousaf Raza Gillani. All others had also political affiliations and lineage towards
PDM in one form or the other.
b) These caretakers already involved inflicting atrocities to PTI during PDM Regime
continued with their nefarious fascist designs unabated rather at intensified level
during their tenure till election.
c) The open abductions, torture, harassment, destruction of property and a general
crack-down on people supporting the PTI, remained dark side of caretaker setup.

5. False Flag Operation of 9th May and Post PTI focused Operations
a) The former PM Imran Khan was forcibly abducted on 9th May 2023 from within the
premises of Islamabad High Court. This barbaric abduction sent waves of shock and
anger of manhandling of Pakistan most popular leader.
b) Abduction was done by the persons in Rangers uniform, a force commanded by
uniform Army Officers, it was hence presumed to be act of Military Establishment.
Crowds gathered at distant points from the prohibited areas like cantonments etc.
were instigated to move towards various Army Centres to voice their protests. It
included corps commander residence Lahore, GHQ Rawalpindi and few other places
in Peshawar and Faisalablad.
c) It was public at large and not PTI response only which was accurately anticipated and
precisely utilized to exploit the situation against the PTI.
d) Documentary by BBC and other notable media have proven this was a pre planned
operation, created so as to instigate and then guide and lead the public to move to a
particular point.
e) The false flag operation was used to abduct thousands of men and women of PTI,
leaders, workers and supporters and to this day final references have not been filed in
the courts.
7. Murder of Zille Shah and Death of incarcerated PTI leader Ibad Farroq's Son
a) Ammar son of Ibad Faroooq already suffering from a mental illness could not bear the
shock of repeated raids harassment and arrest of his father and died in hospital.
b) Zille Shah a handicapped PTI supporter was picked up, killed in Police custody and was
thrown on roadside pretending to be a road accident. PMIK was implicated in this
murder on baseless charges.
9. Role of Judiciary
a) Petitions of various grievances submitted before the Courts were either not
entertained or were put to pending.
b) Petitions like role of caretaker beyond 90 days, their illegal status, and dispensations
(against constitution) were intentionally not persued by SCP.
c) Overall SCP remained in area of wanting in protecting the Constitution of Pakistan.

10. Electoral Rolls and Polling Schemes Rigging
a) Constituencies where PTI had secured a large number of votes were changed/ altered.
The rule was amended where administration boundaries could be ignored in forming
the Constituencies. Free and Fair Election Network (FEFEN) has made its observations.
b) Registration of New Voters
i) NADRA was involved in pre poll rigging by allotting polling stations to newly
registered voters at far away locations. Most of the young voters were
believed to be PTI supporters.
c) Deletion of Names from Electoral Rolls
i) Large number of votes were deleted from the voters list, which created
huge problems and shortage of PTI vote bank.
d) Stoppage of information available through 8300 by NADRA
i. For several weeks prior to election the facility of 8300 providing the
details of votes was discontinued and got re-activated one week close
to election date causing it to stall under heavy traffic.

15. Rejection of 90% of Nomination Papers and 90% reversal of ROs decision by the Courts
a) About 90% of nomination papers were rejected by the ROs of PTI candidates on flimsy
grounds and contrary 90% ROs decision were reversed by the Courts. The executive
officers already involved in committing atrocities to PTI appointed as ROs gave
repeated performance.
b) The Human Rights Commission documented a litany of legal oblongs by PTI including
fake FIRs and rejection of nomination papers raised suspicions of manipulated
electoral process.
c) Human Rights Pakistan says PTI being dismembered in a systematic manner and
election process is being engineered as 90% of their nomination papers have been
rejected.

17. Blockade of PTI Virtual Rallies
a) Virtual rallies of 17 December 23 and 20th Jan 24 were disrupted nationwide.
b) According to Live Metrics provided by internet tracking agencies these disruptions
raised concern about freedom of expression.

22. Exclusion of Top Leadership of PTI from General Election
a) Following cases of PMIK former Federal Minister Mr. Shah Mehmood Qureshi and
former First Lady Bushra Bibi were hurriedly concluded (3 Cases within 5 Days) and
punishments were handed down to keep them out of election and to deter voters not
to vote to a convict, morally and financially corrupt leader. The TURN OUT, on 8 Feb
proved other way round.
I. Iddat Case
After framing of charge, twelve and eighteen-hours hearing were conducted
on two consecutive days and seven years punishment was given to PMIK and
Bushra Bibi. The critique says that in last fourteen hundred years of Islamic
history, a man was first time punished in performance of Sunnah of “Nikah”.
II. Tosha Khana Case of NAB
PMIK was awarded 14 years imprisonment under the baseless allegations of
taking away gifts from Tosha Khana by under invoicing and also bypassing the
official channel. Case was tried in jail where defence witnesses were not
allowed, prosecution witnesses not permitted to be crossed examined and
plea of accused went missing. All these steps being essential milestones of fair
trials were denied to accused person PMIK. It was one sided biased and unjust
trials with utter abuse of criminal laws procedures and practices.
III. Cypher Case
a. Ten years sentence was awarded to PMIK and former Finance Minister Mr.
Shah Mehmood Qureshi on the allegations that disclosure affected the
bilateral relationship, compromised national security and disturbed
diplomatic communication channel.
b. The Act of 1923 amended in Aug 2023 retrospective applied was illegal.
c. Defence was not allowed to cross examine witnesses.
d. FIR instead getting registered by MOF was lodged by MOI.
e. As per rules departmental inquiry on misplacement/ loss of cypher and based
on the inquiry police investigation to recover or establish the crime of its
recovery from on illegal unauthorized recipient was not established.
f. PM Oath binds him to reveal issues of public interest hence there was no
violation of oath.
g. Cypher down classified by highest executive authority i.e Cabinet lost the
security status.
IV. Tosha Khana Misdeclaration case of ECP
a. ECP forwarded Tosha khana gifts mis-declaration case for trial where PMIK
was awarded three years imprisonment alongside disqualification to keep him
out of election.
b. Same property, same set of accused with crime committed in a same timeline
cannot be put to trial twice. In this case punishment was awarded by District
& Session Judge (3 Years) and as well as by Special Judge Accountability (14
Years).

c. It was maximum an Income Tax case that too civil in nature.
d. During trial defence star witness MS to PM and accountant were not
permitted to appear.
b) Apart from above referred white collar crime related cases, around 200 police cases
of different nature were registered mainly under terrorist act against PMIK and PTI
Leadership.

forced out of the ROs office and then RO was forced to sign the doctored results.
7. Testimonial of other Parties Contesters So far around fourteen political figures of other
parties admitted the win of PTI and either surrendered their constituencies or gave
testimonial statement regarding manipulation of results. These concerns were echoed by
TLP and JI Candidates with the acknowledgement that PTI candidates received the highest
number of votes and supported the contention of irregularities in the electoral process.

members of the affected party would not be eligible for reserved seats.
c) Report by Free and Fair Election Network (FAFEN)
FAFEN reported that its observers were not allowed in 135 constituencies out of a
total 260 by the ROs. All provisions on Election Laws 2017, like consolidation for Form-
47 provision of Form-48 under section 95 (9), and Form-49 (final consolidated results)
were not adhered to. ROs in 65 constituencies prohibited candidates from
participating in the tabulation process.
d) PILDAT Report on General Elections 2024
I. Considerable delay in scheduling of the election.
II. Suspension of communication on polling day compromised EMS and restricted
participation in electoral process.
III. Delay in announcement of results cast shadow over the election process.
IV. Widespread allegations of discrepancies in Form-45 and 47.
V. Failure to publish Form 45, 46, 47, 48 and 49 on ECP website within 14 days
questioned integrity of election results.
VI. Delayed decision of allocation of reserved seats, to SIC or otherwise.
VII. Way Forward
a. Decision by Election Tribunals within 180 days and increasing their number to
the level of Election 2018 where Punjab had 8 now there are two.
b. Election inquiry Commission on the form of Election 2013 to ensure
accountability of electoral process for fair play and merit.

vii) Stuffing of ballot papers and misconduct during consolidation.
viii) Manhandling of media reporters and harassment.
c) PATTAN has reported massive rigging in by elections including ballot stuffing and
fraudulent practices of advance signing of Form-45 prior to beginning of election.
Polling stations were changed, polling agents of SIC were not allowed to sit, 40%
exiting voters claimed to vote for SIC, and 25% for PMLN. Popularity of PTI since 8th
February as per report has not changed.
d) Intelligence agencies blamed by PTI in manipulating elections including IB, ISI, Special
Branch, Field Intelligence Unit and MI are demanded to be questioned.

b. Analysis of NA Position of PTI
1) Out of National Assembly House of 266, PTI has 158 NA seats with 60 to 100%
of actual Form-45 held and analyzed.
2) With winning proportion established at 59% and below based on original Form-
45, PTI has a total of 173 NA seats; four less than 2/3rd majority i.e. 177.
2. The petitions filed before Election Tribunals list of 72 NA PTI candidates with supported
Form-45 is appended below. This number of constituencies has prosecutable evidence
supported with Form-45 and Tribunals under the law if dispense decisions within
stipulated period of 180 days; the National Assemble position will shift to 94+72= 166
seats meaning by more than simple majority of 133 and 11 short of 2/3 majority
threshold.

6. Analysis of KP Assembly
a. PTI in KP assembly at present has 92 seats out of 115 constituencies’ strength in
total. A total of Fourteen PTI contesters with Eight having more than 95% of original
Form- 45 has gone to Election Tribunals with the prayers for decision based on Form-
45 vote count. Meaning by, KP Assembly shall have historical strength (based on
Form- 45) enjoyed by any one political party with a strength of 100 Treasury Benches
out of 115 of a total strength leaving aside reserved seats. The list of PTI candidates

PTI DEMANDS
The Whitepaper issued by PTI containing material evidence bears testimony that the
General and By-Elections 2024 were manipulated and rigged starting from the Pre-Poll Phase
to the culminating point of the Government Official Gazette Notification. The testimonial
statement of Commissioner Rawalpindi involved in rigging and a letter of NA-8 , RO
pertaining to manhandling of his staff added to the PTI position and claim of corrupt
practices where whole election scheme was managed with impunity. In By-Election advance
signing on Forms- 45 by polling agents under duress was reported by PATTAN.
The surrendering of constituencies by the winning candidates in favour of PTI speaks
volumes about the integrity icons we have in the arena of politics but also cast dark shadow
over the unfortunate decay of our institutions in the realm of their integrity, fair play and
justice in accordance with the Constitution of Pakistan.
The mandate of the public at large and the people of Pakistan have been subjected to
blatant robbery in broad daylight, putting them in a state of dismay and helplessness against
the hope of bringing change through the strength of the ballot. PTI demands following as a
pathway towards true democracy:
● All institutions should connect under the given dictates of Constitution of Pakistan to
navigate through the impasse created by the General Election - 2024 by reverting to
actual and true mandate of public bestowed in PTI based on Form- 45 vote count.
This will bring much-needed political stability warranted for economic stability, State
badly needs at this point of time since its coming into existence.
● The Supreme Court of Pakistan should exercise the vital power vested in it by the
Constitute of Pakistan under Article 184 (3) to guard the Constitution by exposing the
systematic and countrywide electoral fraud.
● Independent judicial commission be formed to investigate the whole process of
election’s fraud and those involved in heinous crime of social injustice, corruption
and corrupt practices of cheating the public mandate especially Election Commission
of Pakistan if found guilty be charged under the dictates of law. Commission should
have access to the reports prepared by various independent observers including the
EU Mission, PATTAN, PILDAT, FAFEN, Common Wealth Observers Group, US Institute
of Peace etc. and should have power to summon any person for recording his/her
statement.

● Judicial Commission may also be tasked to recommend appropriate electoral reforms
for bringing transparency, fair play and merit in the election system so that
opportunities of manipulation are brought to minimum as is demonstrated in
developed democratic countries.
● Imran Khan should be released immediately, and all politically motivated cases
against him and other PTI leadership, and supporters should be withdrawn. Those
responsible for instigating these baseless cases should be held accountable for
undermining the integrity of justice.
The democracy loving people of Pakistan call upon the International Community to support
them in their struggle for democratic processes marred and abused since over five decades
and the request is based on equality of rights for all in accordance with the Constitution of
Pakistan, regardless of ethnicity, religion or gender.
