A guide to the applicability of the Australian Design Rules (ADRs) in force for L – Category
Vehicles – Two and Three Wheeled Vehicles

Version 2.1 – July 2023


1. The table is for guidance only. Users must refer to the relevant standard for the circumstances under which the
standard is mandatory or optional.

2. The Table shows the national road vehicle standards (Australian Design Rules, listed as ADR No.) currently in force for
new model vehicles and the vehicle categories to which they are applicable, as at the date this Applicability Summary
is published (see footer). This table provides a quick overview to:
a. the Date on which each of the national road vehicle standards have or will come into force and the Vehicle
Categories to which they will be applicable. New standards yet to commence are highlighted light green;
b. applicable earlier revisions of the national standards that may be accepted as equivalent to the standards in force
for new model vehicles (refer to each relevant standard’s list of acceptable prior rules); and
c. the national road vehicle standards that have been superseded by other standards with a different number series
(light yellow highlighted) or withdrawn with no direct replacement (light red highlighted).

3. Australian Design Rule (ADR) notation:


a. ADR X/00 indicates the original version of ADR X.
b. ADR X/01 indicates the first revised version of a standard where the amendment increases in stringency, includes
additional vehicle categories, or changes content significantly. ADR X/02 is the second revision, and so on.
c. ADR X/..., the ellipsis ... indicates the applicable version(s) of the ADR in force at the time.

4. Vehicle Category Codes:


a. Codes for vehicle categories and definitions are in ADR Definitions and Vehicle Categories and the ADR can be
viewed here - https://www.legislation.gov.au/Series/F2005L03850.
b. LA - MOPED - 2 Wheels - A 2-wheeled motor vehicle, not being a power-assisted pedal cycle, with an engine
cylinder capacity not exceeding 50 ml and a ‘Maximum Motor Cycle Speed’ not exceeding 50 km/h; or a 2-
wheeled motor vehicle with a power source other than a piston engine and a ‘Maximum Motor Cycle Speed’ not
exceeding 50 km/h.
c. LB - MOPED - 3 Wheels - A 3-wheeled motor vehicle, not being a power-assisted pedal cycle, with an engine
cylinder capacity not exceeding 50 ml and a ‘Maximum Motor Cycle Speed’ not exceeding 50 km/h; or a 3-
wheeled motor vehicle with a power source other than a piston engine and a ‘Maximum Motor Cycle Speed’ not
exceeding 50 km/h.
d. LC - MOTOR CYCLE - A 2-wheeled motor vehicle with an engine cylinder capacity exceeding 50 ml or a ‘Maximum
Motor Cycle Speed’ exceeding 50 km/h.
e. LE - MOTOR TRICYCLE - A motor vehicle with 3 wheels symmetrically arranged in relation to the longitudinal
median axis, with a ‘Gross Vehicle Mass’ not exceeding 1.0 tonne and either an engine cylinder capacity exceeding
50 ml or a ‘Maximum Motor cycle Speed’ exceeding 50 km/h.
f. The United Nations (UN) Vehicle Category Codes are also shown in brackets below the ADR category.

6. In addition to the above national standards, ADR – Harmonisation, facilitates the automatic acceptance of the latest
version of UN regulations that have been adopted as alternative standards within the ADRs and have been ‘applied’
by Australia under the UN 1958 Agreement. The ADR can be viewed here -
