2. Work Experience
2.1 Senior Legal and policy advisor, researcher and college
Instructor in the FDRE, Ministry of Defense, September
2005-November 2023

Responsibilities

 Provides advices on various legal and policy issues to top officials including the
minister of ministry of defense.
 Initiates, Conduct, and supervise researches on different strategies, policies,
security sector reform programs, military laws and Military Justice affairs,
defense governance systems and rule of law, Gender related issues
 Prepares and/or, as appropriate, supervises proposed acts, bilateral and
multilateral agreements and other relevant legal instruments
 Assesses staff development needs, and provides/recommends training,
coaching and mentoring or other activities to increase technical and
professional skills
 Ensures the provision of high quality advise on operational laws and other
laws to commanders throughout the chain of command.
 Reviews existing legal and policy documents, identify gaps and proposes
recommendations on possible solutions.
 Identify training needs and develop training materials. Provides and facilitates
tracings for the military personnel.
 Coordinates activities of partners and serves as a focal person for international
organizations in relation to mainstreaming /integrating human rights, gender,
protection of civilians and children into regular and irregular training schemes
of the defense Forces.
 Liaises with relevant federal and state justice organs and security institutions
as well as national and international organizations.
 Represents the Ministry of Defense in technical meetings and/or trainings,
workshops organized by Inter-governmental regional security organizations.
 Oversees the functions of military justice organs.
 Participates in and as appropriate coordinates ad hoc committees, working
groups on development/preparations of strategic plans, reform initiatives.
 Reviews draft proclamations/regulations and bilateral and multilateral treaties
prepared by other government institutions and provides opinions on their
consistencies with the tasks/mandates of the Ministry of Defense.
 Provide legal advise and support on the development of necessary documents
and conducting negotiations regarding peacekeeping missions.
 Served as a Judge in the Appellate Military Court.
 Follow up civil cases litigations to ensure that legal interests of the institution
are protected.

2.2. Senior legal Expert(Military Lawyer) in Ethiopian National


Defense Forces. July 1999-2005

Responsibilities

 Headed the Registrar of the Military Courts; supervised the defense lawyers
department; military prosecution department—directed military crimes
prosecutions and supervised military crime investigations.
 Served as a Military Judge in the Primary Military Court :
 Senior policy and legal drafting expert; carried out researches on military
laws and military justice .
 Participated in military justice reform programs and led sub-committees.
 Delivered trainings on various laws

2004.
 Staff officer, UNISFA (united nations interim security force for Abey) acted as
its liaison officer in Juba, South Sudan, January, 2012 – January 2013.

2.4 Investigation Experiences


 Secretary, Eastern Africa Standby Force(EASF) Board of Inquiry (BOI) –
convened by the council of ministers of defense of EASF member states.
Served as the legal advisor of the BOI, prepared its final report.
 Head of delegation, National investigation Teams (TIN) convened by the
Ethiopian government and approved by UN – deployed to south Sudan, in
different times to investigate various allegations against Ethiopian peace
keeping personnel and/or units in South Sudan.
