    CABARROGUIS, PROVINCE OF QUIRINO AND MUNICIPALITY OF KASIBU,
    PROVINCE 0F NUEVA VIZCAYA INTO A NATIONAL ROAD, AND APPROPRIATING
    FUNDS THERHOF

    EXPLANATORY NOTE

    This bill seeks to convert the Aglipay -Kasibu Road traversing Barangays Eden, Burgos, I)ibibi, and
    Tucod in the Municipality of Cabarroguis, Province of Quirino and Barangays Alimit, Capisaan,
    Tokod, Wangal, Bilet, and Catarawan in the Municipality of Kasibu, Province of Nueva Vizcaya into
    a national road.

    The proposed road conversion will bring about improved accessibility to the Province of Quirino by
    directly connecting Quirino to Nueva Vizcaya. As a landlocked province, access to and from Quirino
    is primarily facilitated by the Cordon-Diffun-Maddela-Aurora Road which runs from Cordon, Isabela
    in the north to Dinalungan, Aurora in the south. There is currently no national road that directly
    connects Quirino to the neighboring province of Nueva Vizcaya. By establishing a national road,
    appropriate attention and funding can be given to the development of Quirino's direct cormection to
    Central Luzon through Nueva Vizcaya.

    Be it enacted by the Senate and House Of Representatives Of the Philippines in Congress assembled:

    SECTION I. The Aglipay - Kasibu Road traversing Barangays Eden, Burgos, Dibibi, and Tucod in
    the Municipality of Cabarroguis, Province of Quirino and Barangays Alimit, Capisaan, Tokod,
    Wangal, Bilet, and Catarawan in the Municipality of Kasibu, Province of Nueva Vizcaya, is hereby
    converted into a national road.

    SEC. 2. The Secretary of Public Works and Highways shall include in the Department's program the
    improvement, repair, and maintenance of said roads, the funding of which shall be included in the
    annual General Appropriations Act (GAA).

    SEC. 3. This Act shall take effect fifteen (15) days after its publication in the OJorcz.a/ Gciz€f/e or in a
    newspaper of general circulation.
