1. INTRODUCTION

1.1 PURPOSE

The purpose of this document is to provide the scope of services for Project Site Engineer for the Sishen Koketso
Project that is in the Implementation phase of development.
The scope of services shall be delivered on a full time basis starting June 2021 up to project close out at
December 2023.

1.2 PROJECT BACKGROUND

Sishen Mine represents one of the largest iron (“Fe”) deposits in Southern Africa and was first mined in 1953.
Current processing technologies at Sishen Mine enable the treatment of A-grade ore (haematite >58% Fe)
through the dense medium separation (‘‘DMS”) plant and B-grade ore (haematite and lower-grade ore types
>48% Fe) through the jigging (“JIG”) plant. C-grade material (lower-grade material containing 40% to 48% Fe) is
stockpiled as waste.
Since 2014, Kumba has successfully implemented ultra-high dense medium separation (“UHDMS”) technology
at its operations, enabling the beneficiation of lower-grade materials (<48% Fe). An UHDMS modular plant was
constructed at Sishen Mine in 2015 (of which the capacity was upgraded in 2018) to treat low-grade JIG discards
(~1.1 Mtpa product) and a second plant constructed at Kolomela Mine in 2017 to treat B-grade run of mine
(ROM) (~1 Mtpa product).
In 2015, Kumba initiated the Sishen Koketso Project to determine the optimal application of UHDMS technology
at Sishen Mine. The project involves the conversion of the current DMS plant to UHDMS technology, which
would then be capable of processing 28.1 Mtpa of both A- and C-grade material and produce 100% premium
grade products thus taking maximum advantage of higher product premiums against the constrained rail
capacity.
The mine pit size would also be optimised due to the project and produce an additional 131.3Mt (ROM) ore and
50.4Mt product over the life of mine (“LoM”) that as a result would be extended by 5 years. The project
progressed through the Anglo IDM study phases and the Feasibility study was completed in Q2’2020 in which
the investment details necessary to execute the business case were refined. Final study assurance and approval
to proceed was concluded in Q1’2021 after which the implementation phase will commence.

2. DETAILED SCOPE OF SERVICES

The service provider shall ensure that a suitably qualified, skilled and experienced site GCC engineer ensures
compliance to safety and legislation during implementation for the full duration of the implementation lifecycle,
including detail design, procurement, fabrication, construction, commissioning and handover.

2.1 KEY PERFORMANCE REQUIREMENTS

The following are the key performance requirements for the site engineer across the implementation lifecycle:
• Ensures that construction and implementation is in accordance with safe and sound
engineering principles;
• Issuing of permits to allow construction-related activities in accordance with operational
protocols;
• Integration and alignment with site Engineering Manager on the safety, permitting and
statutory compliance and site systems;
• Assists consultant services in understanding site requirements, existing designs &
installations and existing equipment standards and spares holdings;
• Carries the MHSA 2.13.3.1 & Sect 7(4) legal appointments;
• Building, managing and maintaining healthy relations with stakeholders to support the
achievement of project goals;
• Ensuring a safe and healthy work environment in which workers and contractors can deliver
their outputs within a controlled risk environment;

• Ensure compliance with applicable KIO Health, Safety, Environment and Community (HSEC)
requirements;
• Integrate the project with the current operations; and
• Communication and implementation of updated SHEQ requirements as a result of VFL’s, Safety
interventions, Elimination of Fatalities and Section 54’s.

2.2 COMPLIANCE MANAGEMENT

The following is expected from a compliance perspective:


• Compliance management of construction plant, tools and equipment;
• Ensures the compliance to the Passport 360 safety systems, development of Job Risk
Assessment, Work Execution Document (WED), job cards, rigging studies and SLAM on the
job;
• Conducting Visible Felt Leadership (VFL) and Planned Task Observations routines to ensure
compliance to the job requirements;
• Ensuring compliance with all SHEQ standards;
• Ensure that the required and relevant Procedures are in place and updated;
• Ensures compliance to the area responsible engineer specific requirements and permits;
• Apply controls to ensure legal and best practice compliance in accordance with the MHSA
(Mine Health and Safety Act) and OHSA (Occupational Health and Safety Act) and
Construction Regulations; and
• Compliance to the client specifications and procedures.

2.3 PERFORMANCE MANAGEMENT

The following is expected from a performance management perspective:


• Create and execute project work plans and revise/optimise to meet changing project needs
and requirements;
• Assign individual responsibilities and manage the team members;
• Develop and implement a detailed process flow, document templates and execution
documents to ensure compliance to all site specific requirements to execute the project
construction work without delays;
• Manage the compliance to safety on site through the 2.13.3.1 appointment;
• Ensure proper Document Management is deployed in accordance with project standards;
• Pro-actively take action to mitigate and manage risks that can impact on the project or area
of responsibility;
• Effectively apply project process methodology and enforce project standards;
• Recognize, understand and take action to mitigate and manage risks.

2.4 MINIMUM REQUIREMENTS

The following are the minimum requirements for the project site engineering service:
• Proven experience in successful delivery and handover of a mega project within the mining
environment as part of the engineering management team;
• Ability to work from home, at the engineering consultant’s offices, Kumba Head office,
Sishen Mine or any combination as per the project needs;
• Self-motivated, driven and able to work under pressure to deliver high performance
outcomes under tight deadlines;
• Have good interpersonal skills, stakeholder management skills and have the ability to deliver
according to client expectations;
• Minimum requirement of Government Certificate of Competency with minimum 5 years
legally appointed role in mining;
• Adhere to the Kumba policies, procedures and systems;

• Shall build out a positive image of the project team and partake in team activities.

2.5 PROJECT TIME FRAMES

The scope of services shall be delivered starting June 2021 up to project close out at December
2023.
