1. Introduction

In a high-rise building, the stairs typically represent the sole means of egress during a fire. It is imperative for
the exit stairs to be free of smoke and to incorporate design features that improve the speed of occupant
egress. Most building codes require the fire stairwells in a high-rise building to be pressurized to keep smoke
out.
This method statement is intended to lay down the testing & balancing requirements, standards and procedures
used by the NEBB certified Company TAB Egypt to carry out the testing of stairwell pressurisation system in
Abu Dhabi Plaza – Astana, Kazakhstan.
2. Scope of Wok
A critical component of any facility’s fire control and life safety system, stairwell pressurisation keeps exit
routes smoke-free in the event of a fire. Trouble arises when a stairwell loses pressure as its doors open and
close. Stairwell pressurisation testing ensures that a building’s occupants can exit safely during a fire
emergency. Correct pressures, air change rates, and door air flow velocity are key ingredients in a safe
structure.
Testing & balancing of the Stairwell pressurisation system can best be accomplished by the following
systematic procedures. The TAB procedures presented in this section are recommended current best practices
for balancing this system.
The list shown below includes the equipment that will be tested and balanced by Commissioning Services
International.

4. Design Parameters:
 Design information is to be taken from the drawing and schedule of equipment’s together with
design data provided by the consulting engineers.
 Basis of design for pressure differential shall be 50 Pa, As per RFO No. CA-J-RFI-00681
 With the three doors, furthest from the point where the pressurisation air is introduced into the stair
enclosure open, the system should be capable to maintain 0.013 kPa (13 Pa) static pressure. If
unable to maintain static pressure with the doors open, the minimum velocity through the door
openings should be 2.0 m/sec.
 Maximum force requires opening any door handle shall be not exceed 100 N, As per RFO No. CA-J-
RFI-00681

5. Definitions & Abbreviations

5.1 Definitions

Absolute Value: The numerical value without regard to its sign. For example, the absolute value of 3 is 3, and
the absolute value of -3 is also 3.

Acceleration: The vector quantity that specifies the time rate of change of velocity.

Accuracy: The capability of an instrument to indicate the true value of a measured quantity.

Adjusting: The varying of system flows by partially closing balancing devices, such as dampers and valves,
and varying fan speeds to achieve optimum system operating conditions within design and installation
limitations.

AHJ: Authority Having Jurisdiction is the local governing authority having jurisdiction over a designated portion
of the project.

Air Change Rate (also referred to as Air Changes per Hour or ACH): The number of times the total air volume
of a defined space is replaced in a given unit of time. ordinarily computed by dividing the total volume of the
subject space into the total volume of air supplied to or exhausted from the space per unit of time. (Supply air
volume is used to calculate ACH in rooms requiring a positive pressure. Exhaust air volume is used to calculate
ACH in rooms requiring a negative pressure.)
Air Exchange Rate: Air exchange rate is the rate at which outdoor air replaces indoor air within a given space
or room.

Balancing: The methodical proportioning of air and hydronic flows through the system mains, branches, and
terminal devices using acceptable procedures to achieve the specified airflow or hydronic flow within
installation, testing and design limitations.

Calibrate (Calibration): The act of comparing an instrument of unknown accuracy with a standard of known
accuracy to detect, correlate, report, or correct by adjustment unacceptable variation in the accuracy of the
tested instrument.

Conformed Contract Documents: Current and complete documents.

Corrective Action: Repairing, replacing, re-building, calibrating or adjusting of equipment or systems.


Deficiency: Any installation, measurement, or finding outside the tolerances allowed by NEBB Procedural
Standard or project specifications.

Differential Pressure (ΔP): The difference between two pressures measured with respect to the same
reference pressure.

Diffuser: Outlet designed to mix supply air and room air, and to distribute it in varying directions (may or may
not have an integral damper).

Embedded Motor: Any motor that is inaccessible without disassembling the equipment it is mounted in.
(Examples: cassette ductless units, Fan Powered VAV, VRF fan coil units, direct drive ceiling exhaust fans,
etc.)

EOR: Engineer of Record. The engineer responsible for project plans and specifications.

Environmental Systems: Systems using a combination of mechanical equipment, airflow, water flow and
electrical energy to provide heating, ventilating, air conditioning, humidification, and dehumidification for the
purpose of human comfort or process control of temperature and humidity.

Equal Area Method: Term used to describe the more common method of duct traversing by averaging velocity
readings taken from the center of equal areas of the duct cross-section.

Face Velocity: The average velocity of air moving perpendicular to the hood face, usually expressed in feet per
minute (fpm) or meters per second (m/s).

Fenestration: Any opening in a building structure such as windows, skylights, window walls, doors, louvers,
and access panels.

Function: The particular type of data measurement specified in NEBB Standard for Instrumentation and
Calibration.

GRD: An acronym referring to Grilles, Register and Diffusers (see individual definitions).

Grille: Louvered or perforated face over an opening with no balancing damper integral to the device.

Log Tchebycheff Method or Log-T: An alternate approved method of laying out a duct traverse as opposed to
the Equal Area Method.

Memory Stop: An adjustable mechanical device that allows a valve to be closed (for service) and limits the
valve to a predetermined position when re-opened.

NEBB Certified TAB Report: The data presented in a NEBB Certified TAB Report accurately represents
system measurements obtained in accordance with the current edition of the NEBB Procedural Standard for
Testing, Adjusting, and Balancing of Environmental Systems. A NEBB Certified TAB Report does not
necessarily guarantee that systems included are balanced to design flows. Any variances from design
quantities, which exceed NEBB tolerances or contract document tolerances, are noted in the test-adjust-
balance report project summary.

NEBB Procedural Standard for Testing, Adjusting and Balancing of Environmental Systems (Procedural
Standard): A NEBB publication that outlines responsibilities, instrument standards, report requirements,
measurement procedures and job performance expectations for the CF, CP and CT.

Point-to-Point Verification: This activity confirms a specific sensor or device is paired and connected to the
proper controller.

Precision: The ability of an instrument to produce repeatable readings of the same quantity under the same
conditions. The precision of an instrument refers to its ability to produce a tightly grouped set of values around
the mean value of the measured quantity.

Procedure: A defined approach that outlines the execution of a sequence of work or operations. Procedures
are used to produce repeatable and defined results.

QAP: Quality Assurance Program.

Range: The upper and lower limits of an instrument’s ability to measure values for which the instrument is
calibrated.

Recommended: Testing procedures, measurements, and/or data gathering, whether included in the certified
report or otherwise, that enables further diagnostic review and troubleshooting above and beyond the
requirements for report certification.

Register: Combination grille and damper assembly.

Resolution: The smallest change in a measured variable that an instrument can detect; the implementation of
actions that correct a tested or observed deficiency.

Required: Designates any data, function or action that must be gathered or performed to qualify as a
NEBB certified report, unless such data is impossible to gather or a given function or action cannot be
performed. Any information or action that cannot be fulfilled in accordance with this Procedural Standard must
be clearly explained in the final report summary.

Shaft pressurisation System: A type of smoke-control system intended to positively pressurize stair and
elevator shafts with outdoor air by using fans to keep smoke from contaminating the shafts during an alarm
condition.

Smoke-Control System: An engineered system that uses fans to produce airflow and pressure differences
across barriers to limit smoke movement.

Smoke-Control Zone: A space within a building that is enclosed by smoke barriers and is a part of a zoned
smoke-control system.

Static Pressure (SP): In an HVAC System, the potential energy a system possesses at the point of
measurement to produce and maintain fluid flow against system resistance. Can be positive or negative relative
to the appropriate reference pressure.

Static Test: Test or inspection that validates a specified static condition such as pressure testing. Static tests
may be specification or code initiated.

System Effect: A phenomenon that can create undesired or unpredicted conditions that cause reduced
capacities in all or part of a system. System Effect cannot be measured directly, but can be estimated.

Terminal Device: A point where the controlled medium enters or leaves the distribution system (air side; grille,
register or diffuser) (hydronic side; heat transfer elements such as coils, radiant panels, chill beams, etc.).

Terminal Unit: A device that regulates the amount and/or the temperature of the controlled medium.

Test Procedure: A written protocol that defines methods, personnel, and expectations for tests conducted on
components, equipment, assemblies, systems, and interfaces among systems.

Testing: The use of specialized and calibrated instruments to measure parameters such as temperature,
pressure, vapor flow, airflow, fluid flow, fluid quantities, rotational speed, electrical characteristics, velocity,
sound and vibration level, air and hydronic quantities, and other data in order to determine performance,
operation, or function.
Testing, Adjusting and Balancing (TAB): A systematic process or service applied to HVAC systems, and
other environmental systems, to achieve and document air and hydronic flow rates.

Total Pressure (TP): The sum of static pressure and velocity pressure at the point of measurement in the
system (TP = SP + VP). Value may be positive or negative.

Troubleshooting: Procedural activities for investigating a specific fault or failure of a system or piece of
equipment.

Velocity: The vector quantity that specifies the time rate of change of displacement.

Velocity Pressure (VP): The kinetic energy of flow exerted only in the direction of flow. Velocity pressure
cannot be measured directly. It is the difference between total pressure and static pressure at the point of
measurement.

Design Pressure Difference: The desired pressure difference between the protected space and an adjacent
space measured at the boundary of the protected space under a specified set of conditions with the smoke
control system operating.

Zone: A volume of building served by a single ventilation system. For buildings with natural ventilation only, the
whole building is considered a zone.

Smoke Damper: A device within the air distribution system to control the movement of smoke.

6. Resources, Roles & Responsibilities


The Commissioning Manager has the overall responsibility for the implementation of this Method of
Statement, also will individually assess the manpower required for Testing, Adjusting and Balancing (TAB) of
HVAC system meet the schedule. Typically, these will include:

The competency of all construction personnel shall be controlled in accordance with the
Competent Persons Designation Procedure Ref: ADP-013529-066.

6.2 Roles & Responsibilities of TAB Commissioning Engineer


 TAB Engineer will be in charge of all operations during Testing & Balancing following Project HSE
requirements and Project Quality Plans.
 Maintains work permits with coordination of the HSE Supervisor.
 Coordinates with QC Engineer for inspections and raise RFIC with complete attachments such as
approved (ITP, shop drawing, check list etc.).
 Ensures that only trained and competent personnel are involved for Final Testing & Balancing of the
HVAC system.
 Ensures that tools & equipment are certified, maintained and used correctly.
 Ensure that all testing tools are calibrated and calibration is up to date.
 Ensures that all required documents and related drawings to execute the works are up to date.
 Shall prepare open front for his crew and liaise with planning department for progress reporting and
schedule monitoring.
 TAB company to ensure all necessary testing and balancing requirements as provided by contractor.

6.3 Roles & Responsibilities of Foreman


 The foreman will carry out his duties by maintaining continuous coordination with the TAB Engineer
on daily basis, and ensure proper distribution of the workforce in the required and planned locations.
 To ensure that his assistant foreman/charge hand is aware of the job requirements and they have
enough information to carry out their duties properly.
 To ensure in consultation with the site engineer that the manpower involved in the works are moving
as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and advice the TAB Engineer of any
requirement for additional resources.
 To ensure full coordination with the safety officer to maintain safe working and proper housekeeping
of the site, following the approved safety measures and further ensure that all his working team are
aware of the same to prevent accident and losses.
 To inform the TAB Engineer and of the areas ready for inspection.

6.4 Roles & Responsibilities of QC Engineer


 Ensure that all inspection and test reports pertaining to everyday work activities are submitted to the
QC inspection.
 Prevent the use of equipment that could cause improper test relative to project Specifications.
 Stop test activity that is not being done in accordance with the specified requirements and approvals.
 Ensure that test have been done in accordance with approved method statement and Project
specification to offer for CSC’s & CxA’s inspection.

6.5 Roles & Responsibilities of CSI’s representative:


 Specify equipment and systems to be Tested, Adjusted and Balanced, in accordance with NEBB
Procedural Standard.
 Align the project balancing tolerances with the tolerances specified by the NEBB Procedural
Standard.
 Define who retains the services of the firm and requires that the firm be retained early in the
construction process.
 Identify the system components within contract documents required for successful balancing (i.e.,
main, branch and flow measuring stations, pressure and/or temperature test ports, other applicable
balancing devices, etc.).

 Specify that the control system firm both commission and document their work prior to TAB work
commencing.
 Specify that the control system firm provides access to hardware, software and on-site technical
support as required at no cost to the TAB firm.
7. Instruments
During the TAB measurements process many types of instruments will be used, all these instruments should
be within the calibration dates, and the calibration certificate is not more than 12 months.
The following major instruments will be used but not limited to, during the testing and balancing works:

8. Stairwell Pressurisation Fan


8.1 Introduction
Stairwell pressurisation system is an important component of the Essential Services in many buildings and
the effective operation of this system for fire isolated exits could mean the difference between life and death in
a fire evacuation. Whilst there is increasing emphasis on the correct commissioning and regular testing of this
system they remain one of the more problematic aspects of smoke control systems in buildings.
The stairwell pressurisation serves several purposes:
 Inhibit migration of smoke to stairwells, areas of refuge or similar areas.
 Maintain a tenable environment in areas of refuge and means of egress during the time required for
evacuation.
 Facilitate the fire and rescue operation by improving visibility in the building for the firefighting crew.
 Protect life and reduce damage to property.
8.2 Construction Readiness
Most construction activities should be completed prior to Pressurization Fan testing. The building should be
in a state of near occupancy conditions. Any item that will affect the stairwell pressurization testing should be
completed.

From a general construction standpoint, this means that the building exterior is complete, interior partitions
complete, ceiling installed, carpeting installed, etc. Items such as painting, hard surfaces flooring, etc. is not
required.

Pre-commissioning of ventilation system will be carried out upon satisfactory completion of installation, and
once ductworks leakage testing has been completed by project. The initial pre-commissioning, drive alignment
and setting to work is to be carried out by the unit manufacturer/supplier as stated in 23 34 00 (HVAC Fans).

The fan commissioning will not commence until the installation mechanical and electrical checklists are signed
off.

Pre-commissioning will be carried out in accordance with the attached test sheet

On Completion of the pre-commissioning, the system will be set to work in conjunction with the control
Specialist to ensure all interfaces with other are addressed.

Starting up staircase pressurisation system, according to the following conditions

 Fire stopping and sealants are installed


 Doors, doors closed and Door gasket are installed and adjusted
 Fire damper installed correctly and are secures in full open position (if applicable)
 All doors and windows are fitted & System Cleanliness
 Motorized control dampers are operating properly

The following items will be inspected and verified before testing for the purposes of Stairwell
pressurisation Fan.

 The system leakage tested completed with approved RFIT signed-off.


 RFIT for Installation signed-off
 RFIC for Electrical T&C signed-off.
 All ductworks checked to ensure that it is clean.
 Unit is completely installed.
 Louvers are installed.
 Manual dampers adjusted to fully open position.
 Automatic dampers are operating.
 Pressure relief dampers are operating if applicable.
 Unit is free from dirt and debris.
 Vibration and isolators are installed correctly.
 Duct work is complete.
 All volume dampers are accessible.
 Permanent power is available.
 Overload is installed and set correctly.
 All belts are installed correctly and well tightened.
 Fan rotation is correct.
 Fan and motor are free from vibration.
 Windows are installed and can be closed.
 Doors at stair case are installed and can be closed.
 Plenum boxes are fitted and sealed with the ceiling.
 Access doors are closed and tight.
 Pressure sensors installed correctly if applicable.

8.3 Stairwell Pressurisation Fan Procedures


Setting up and balancing the air distribution system will be carried out in accordance with the B.S.R.I.A.
Application Guide -3189 Part C, C.I.B.S.E. Commissioning code A: 1996-Air Distribution system & NFPA 92
Standard for Smoke Control System.

Initial volumes of ventilation system will be carried out. The initial volume will be set to approximately 11O% of
the design using inverters.

If the design volume is not achieved further checks will be carried out on the system, including visual
checks for air tightness, system cleanliness, a i r regulating devices, fan and Electrical checks to establish
problem so it is addressed prior to balancing proceeding. Any plant found to be performing u n d e r
design will be brought to the attention of consultant designer/MEP for advice.

The total volume of the system in the main ductworks from FAN's, shall be measured utilising multi-point
static tube traverse in combination with an Inclined Manometer or Micro-Manometer. If t h e ductwork
c onf iguration is not suitable for multi-point static tube traverse then fan external I total pressure will
recorded, and assessed against the relevant manufacture fan curves.

The air terminals w i ll be measured b y an Anemometer, w i t h a suitable c ollection hood (duly calibrated),
or by a direct reading Balometer. A hood correction factor is obtained by measuring a single branch
serving one or two grilles by pilot traverse and by hood reading and then working out a correction factor.

The resultant flow rates will be recorded and completed directly to the design values to ascertain: -

1. The System Index (Staircase lowest air flow on the terminal)


2. The unbalanced state of the system (i.e. initial readings)

The balance of the system shall be carried out using the proportional balancing method resulting in a scan of
all terminals throughout the system. To balance one terminal against another it is necessary to adjust the
regulating dampers so that the terminals share the flow in the correct proportions. Each terminal should then
pass its design flow, since each has been set to take its correct share.

The total flow of the system shall be measured in its proportionally balanced state along with motor
running currents be recorded on Commissioning Services International (CSI) test sheet.

The basic TAB stair pressurisation test measure the fan's air flow and pressures in the stairwell. With the
stairwell pressurisation system activated, measure and record the pressure difference across each stairwell
door with all door closed. The stairwell must always be used as the reference with the floor -side of the door
having the pressure difference indication by design {i.e. positive if higher than the stairwell and negative if less
than the stairwell).
As per project requirements, the following procedures are required:
 Measure the pressure difference across all other doors.
 Measure and record the force required to open each stairwell door with a spring type scale, with all
stairwell doors closed.
 Measure the pressure difference across (1 Main exit & other 1 Consecutive Floors)
 Air Velocity of not Less than 1 m/s through door when all 2 doors are open (1 Main exit & other 1
Consecutive Floors)
 Pressure Inside the Stairwells/shaft shall be a minimum of 13 Pa at two doors open
 Pressure inside the Stairwells/ shaft shall be 50Pa at all Door Closed.
 Maximum force requires opening any door handle shall not exceed 100 N
 Signal shall send to all the lift to recall at Primary landing if the Fire in other levels or to the Secondary
Landing if the fire in primary landing floor. All the time delay will be as per the Approved Cause & Effect

Testing of stairwell pressurisation systems should be conducted with established conditions including:

 Number and location of doors held open


 Outside pressure conditions known
 Inside stairwell pressure
 Velocity through the doors held open

8.3.1 General conditions of testing


Tests should be carried out to check the performance of pressurisation systems after completion and
before occupation of the building. It is particularly important that the proper doors and windows are fitted and
are in the closed position before air flow and pressure difference measurements are made. Vents to vertical
shafts and on the leeward sides of the building that are required for pressurisation relief should be open. Tests
should not be carried out in winds stronger than 11 mph (5 m/s), since it would be difficult to allow far the
adverse effects of wind on pressurisation. An allowance may be made for stack effect per specific codes.

8.3.2 Sequence of operation (applicable to all pressurized stairwells in all blocks)


 Ensure all isolation dampers are open and supply fans turn ON.
 Measure and record the pressure differential across each stairwell door with all doors closed. Measured
pressure differential should matched the value required by specifications. Note that the stack effect; wind
speed and direction; and outdoor temperature may all influence measured pressures and system
balance.
 With all required doors open, determine the direction and velocity of air flow across each door opening.

8.3.3 Stair and Vestibule Pressurisation:


1. System consists of:
 Stair pressurisation and Fire Fighters Lift Pressurisation Fans.
 Stair shaft counter-balanced back draft dampers.
 HOA override switches in the FSCS panel
2. The Stair pressurisation fans are controlled by the BMS system.
 Upon receipt of a signal from the FLS system, Stair pressurisation fans shall start.
 Pre-adjusting the counter-balanced dampers at stair relief and adjusting exhaust fan air
volume at alarm floor shall control the differential pressure between the stairwell and
alarm floor.
 Maintain 0.05” (minimum) positive pressure between stair and the alarm floor.
 Maximum pressure in stairwell with respect to adjacent spaces shall not exceed those
required to ensure door-opening forces below the values permitted by code.
3. The Stair pressurisation fans are also controlled via ON/OFF/Auto switches at the Smoke Control
panel.
4. Final adjustment of air quantities at discharge registers and final adjustment of fan speed to
achieve desired pressures shall be performed by the air balance contractor with the cooperation
and assistance of the BAS contractor
8.3.4 Requirements
 Duct works complete
 Power (Permanent/Temporary)
8.3.5 Pressure differential
This test shall measure pressure differential across each door separating a pressurized and
unpressurized space to the relevant accommodation on the floor levels with the pressure differential system
running. The tests shall be carried out as Measure the pressure differential between the pressurized staircase
and the relevant accommodation. These readings shall be taken using a calibrated manometer, with
appropriate tube connections.

8.3.6 Air velocity


This test shall be to measure the air velocity through an open door separating a pressurized and an
unpressurized space, and shall comply with the requirements in clause 4.0 for the appropriate design objective.
The tests shall be carried out as follows:

 Measurement of flow velocity through the relevant doors shall be taken with all other doors open or
closed in accordance with the appropriate design. The doorway shall be clear of obstructions.

 Take at least 8 measurements, uniformly distributed over the doorway, to establish an accurate air
velocity.
 Calculate the mean of these measurements, or alternatively move an appropriate measuring device
steadily over the cross section of the open door and record the average air velocity.

9. Quality Control

 MEP RFIC should be issued by T&C Engineer for verification before submission to CSC & CxA.
 Refer to QMP-ADP-014000-625 for RFIC submission process.
 Work should be approved by consultant (submitting RFIC).

10. Health, Safety and Environmental


10.1 Induction
Prior to commencing work all personnel shall have attended the HSE induction course conducted by the
JV HSE department. No work shall be undertaken by personnel who have not attended the Project HSE
induction. In all aspects, work is to be carried out in a safe manner and in accordance JV approved Health and
Safety Plan and in accordance with HSE requirements

10.2 Personal Protective Equipment (PPE)


All personnel involved in the Testing and Commissioning will comply with the Project requirements for
PPE:
 Work Boots with toe protectors
 Safety Helmet
 Eye Protection (Goggles)
 side shields
 Dust masks (as required)
 Special Hand gloves

Additional PPE identified by the task risk assessment shall also be provided. Personnel shall sign and be
responsible for their own items of PPE issued to them and the Engineer shall ensure that his team is complying
with the minimum required PPE and that damaged or defective PPE is replaced or repaired immediately.

10.3 Hazard Identification, Risk Assessment & Control


Hazard identification, risk assessment and control are detailed in the appropriate risk assessment and Job
Safety Task Instruction (JSTI) attached herewith. Hazards may vary as the works progress and shall be re-
evaluated. All personnel undertaking measurements activities shall be aware of particular location hazards. The
Project Risk Assessment Procedure ADP-013529-028 is to be referred to during the planning stages. Should
changes occur during the course of measurements which alters the associated risks then the risk register shall
be updated to reflect any additional risk and mitigation measure.
The attached JSTI is provided to cover the initial work tasks relating to measurements of HVAC system- JSTI
(attached). This JSTI is prepared based on theoretical information interpreted from the project documents. A
further assessment will be required at the actual work site to verify the control measures and address any
additional hazards. Reference is to be made to the relative Health, Safety, Environmental & Security
procedures to control the risks associated with activities where they occur.
10.4 Toolbox Talks
Prior to the commencement of site activities, the Engineer, with support from the HSE Officer, shall
conduct a pre-start toolbox talk with all the crew present. The MEP Supervisor shall explain the measurements
activities, focusing on the hazards and risks involved in the activity and the mitigation measures that shall be

taken as detailed in the Risk Assessment. Regular Toolbox talks shall be conducted to prevent complacency
within the crew. The Engineer shall conduct a Pre-start toolbox talk for the new person/s prior to starting work.
10.5 Permit to Work
A Permit shall be obtained when and where applicable in accordance with the requirements of Permit to
Work Procedure (ADP-013529-034) prior to performing the Installation, Testing and Balancing of HVAC
system. The supervisor will ensure that all relevant risk assessments, method statements and permit to work
control measures are in place and that all relevant procedures contained within these documents are fully
understood by the operative personnel.
10.6 Training of Personnel
10.6.1 Safety Training
All personnel involved in Testing and Balancing of HVAC system works shall be trained in
accordance with the requirements of the Project HSE Program. No personnel shall be assigned tasks that they
have not received appropriate training in or have been assessed for competency. Further training shall be given
as required and when additional training is identified during the risk assessment process.
10.6.2 Trades & Qualifications
All personnel involved in Testing and Balancing of HVAC system activities shall be assessed
for qualifications, competency and if they have the required trade skills and experience, or trained in
accordance with the requirements of the project standards.
